About this file
This is a Scope of Services document for Construction Engineering and Inspection (CEI) services issued by Hillsborough County's Capital Programs Department in Florida. The scope defines comprehensive CEI services required for various capital improvement projects, including materials sampling and testing, contract administration, survey control, on-site inspection, and quality assurance oversight. The Professional (consulting firm) shall begin services upon written notification to proceed and must be prepared to assign personnel within two weeks of notification. The Professional is responsible for monitoring contractor compliance with plans, specifications, and contract documents; performing sampling and testing of materials; maintaining detailed records and daily reports; conducting pre-construction conferences; preparing payment applications and final estimates; analyzing contractor schedules; monitoring stormwater pollution prevention measures; coordinating utility relocations; and providing photographic documentation throughout the project lifecycle. Services must comply with all County manuals, procedures, and memorandums, and the Professional shall exercise independent professional judgment while remaining subordinate to the County Project Manager for final approvals on change orders and contract modifications.
Personnel requirements are detailed by classification, with minimum qualifications specified for positions ranging from Senior Project Engineers (requiring civil engineering degrees and professional licensure with specified years of bridge and road construction experience) to inspectors' aides and support staff. The Professional must furnish all office automation equipment, vehicles with appropriate safety equipment and company identification, field equipment including survey and testing instruments, and maintain appropriate licensing for equipment operations such as radioactive materials licenses. The County provides the field office, construction documents, permits, and intranet access. A Quality Assurance Plan must be submitted within 30 days of contract award, with semi-annual QA reviews conducted thereafter. Final estimates and as-built plans must be submitted within 20 calendar days after contractor submission, with notarized certification required. Monthly invoices must include status reports detailing additional calendar days, anticipated schedule impacts, and agreement fund expiration projections. The estimated contract period is three years with a total estimated value of $5,000,000.00 for CIP and Work Order projects.
