About this file
This is a Geotechnical Scope of Services attachment for Construction Engineering and Inspection (CEI) services being procured by the Hillsborough County Capital Programs Department in Florida. The scope outlines comprehensive geotechnical services required for various Capital Improvement Program (CIP) and Work Order projects under the CDBG-DR funding program. The services include geotechnical investigation and analysis, soil testing, foundation design recommendations, and quality assurance activities to support construction engineering and materials testing efforts. The contract opportunity specifies a three-year performance period with an estimated total value of $5,000,000.00. Interested parties must submit questions and requests for interpretation no later than 14 calendar days after the solicitation issuance date, site visit, or pre-bid conference, whichever occurs later, as detailed in Paragraph 3.4 of the Contract Terms and Conditions Document.
The geotechnical scope of services establishes the technical requirements and deliverables that successful contractors must provide throughout the contract term. These services are fundamental to ensuring project compliance, safety, and adherence to engineering standards across multiple capital improvement initiatives. The CDBG-DR funding source supports disaster recovery and community development objectives for the county. Specific pricing terms, set-aside provisions, and detailed cost breakdowns for geotechnical services should be referenced in the complete solicitation documents and cost proposal requirements.

These services include oversight, inspection, verification, documentation, and engineering evaluation related to subsurface construction.
2.0 General Requirements
• The prime Consultant may engage a geotechnical subconsultant; however, the prime remains fully responsible to Hillsborough County for performance, accuracy, and timeliness of all geotechnical services.
• All material testing must be carried out in full accordance with Appendix E – Testing Schedule, which is incorporated by reference. The requirements in Appendix E apply to all administrative tasks, materials testing, documentation, and reporting activities conducted under this scope.
• All services shall comply with applicable Hillsborough County standards and requirements originating from FDOT Specifications. Comply with all State, County, and local ordinances;
obtain necessary permits prior to construction.
• Geotechnical personnel shall meet all required CEI certifications, including Earthwork Levels I & II, and related inspection qualifications.

Program
3.0 Geotechnical Engineering Services
The Consultant shall perform the following geotechnical tasks on behalf of Hillsborough County:
3.1 Site Familiarization
• Review existing site conditions, soils reports, geotechnical data, and contract documents prior to construction.
• Confirm understanding of subsurface conditions impacting
3.2 Verification & Inspection
• Observe and record the progress and quality of all construction.
• Identify any discrepancies or deficiencies and direct the Contractor to correct them.
• Embankment: Proctor per soil type; density tests (98% in R.O.W., 95% outside).
• Stabilized Subgrade: LBR tests (minimum standards); density per FM 5-515.
• Base Materials: LBR requirements, daily compressive tests, density criteria.
• Concrete: Temperature, slump, air content, compressive strength cycle.
• Superpave Asphalt: Mix design, specific gravity, extraction/gradation, thickness, density limits.
• Verify proctor for each soil type (AASHTO T180 or FM 5-515).
• Perform density tests every 500 feet horizontally and each 1-foot lift.
• Confirm LBR minimums for subgrade and base materials.
• Ensure concrete cylinders sampled per 100 cubic yards.
• Record asphalt core density and thickness per production day.
• Document temperature, slump, air content for each concrete sample set.
3.3 Final Test Report Packages
One bound (in book format) and one electronic (pdf) final project test report package must be submitted in the following format, with required documentation as appropriate. Plans showing the test locations, along with the test numbers, must be identified with each section. The plans can be a pdf of the construction plans where the test report information is added, or it can be a color scanned pdf copy.
• COVER – Include project name, Hillsborough County project ID, location and contact information.
• SIGNED AND SEALED CERTIFICATE – Must be signed and sealed by Geotechnical Engineer and include a verification statement that testing requirements of the Hillsborough County technical manuals have been achieved or exceeded. If testing requirements were not, a description of deficiencies must be noted.
3.4 Meetings & Coordination
• Attend the Preconstruction Conference and any special geotechnical meetings required by Hillsborough County.
• Schedule and conduct geotechnical coordination meetings with the Contractor, CEI staff, Specialty Contractors, and the Engineer of Record (EOR).
• Prepare and distribute meeting minutes.
3.5 Specialty Work Oversight
• Oversee and verify specialty geotechnical construction work, ensuring compliance with contract intent.
• Document performance and progress of geotechnical specialty operations.
4.0 Construction Inspection Services
The Consultant shall provide complete drilled shaft oversight including:
4.1 Plan Review
• Process and review Drilled Shaft Installation Plan(s).
• Check for compliance with contract documents and County geotechnical requirements.
4.2 Pre-Installation Preparation
• Schedule and conduct pre-installation meetings with required attendees including Contractor superintendent, and EOR.
• Prepare and distribute official meeting minutes.
4.3 Field Inspection
• Inspect test, load test shafts, and production shafts.
• Ensure all work is constructed per plans, specifications, and special provisions.
• Document deviations, issues, or changes and report findings to the EOR and County Project
Administrator.
• Verify locations and complete all County-required documentation including inspection logs.
