Project Manual Summary – TWC CCRC Generator Installation
This project manual is a comprehensive specification document for the Texas Workforce Commission (TWC) detailing the installation of a backup generator system at the Criss Cole Rehabilitation Center (CCRC) located at 4800 North Lamar Boulevard in Austin, Texas. The project (No. 24-1040.00) encompasses the addition of a new enclosed natural gas-fired generator, concrete pad, associated electrical infrastructure, and concrete patching work. The scope includes complete electrical work covering power distribution, raceways, conduit, wiring, grounding and bonding systems, an automatic transfer switch, engine generator set with natural gas fuel system, and all related controls and monitoring equipment. The architect is Elements of Architecture, Inc. (Fort Worth, Texas), with MEP engineering by EEA Consulting Engineers (Austin, Texas). All work must comply with applicable codes including the National Electrical Code (2023), NFPA standards, and local Austin regulations. Construction activities are restricted to normal business hours (7:00 AM to 5:00 PM) with the TWC occupying the building throughout construction, requiring coordination to minimize operational disruption.
The specification document establishes detailed requirements for product quality, installation standards, testing procedures, and warranty obligations. All electrical equipment must be new, properly rated for service conditions, listed by nationally recognized testing laboratories (primarily UL), and supported by manufacturers with established service capabilities. The contractor must provide comprehensive submittals including product data, shop drawings, coordination drawings, and electrical requirements lists, with all submittals requiring approval before installation. Quality assurance includes field testing of all electrical systems, pressure testing of piping, performance verification of generator and transfer switch operations, and load bank testing at full capacity for four hours. The contractor is responsible for temporary construction power with GFCI protection, waste management and recycling, indoor air quality management during construction, security procedures including badge requirements and camera installation, and final cleaning before occupancy. All materials and labor must achieve substantial completion with systems fully functional and ready for owner operation, supported by one-year manufacturer warranties and complete operation and maintenance documentation delivered in both bound and electronic formats.
