About this file

This is Addendum No. 2 to a Request for Proposals issued by the Ocala Marion Transportation Planning Organization (TPO) for a Community Transportation Coordinator (CTC) position serving Marion County, Florida. The addendum addresses 28 questions and clarifications submitted by prospective bidders regarding the solicitation for 26P-128. The TPO declined requests for a four-week deadline extension to November 9, maintaining that the current schedule does not allow for any extensions. The selected contractor will coordinate the administration and operation of the Marion County Transportation Disadvantaged system pursuant to Chapter 427, Florida Statutes, for an initial term of four and one-half years, subject to approval by the Florida Commission for the Transportation Disadvantaged and execution of a Memorandum of Agreement. The scope of services covers Community Transportation Services (CTS) and transportation disadvantage trips, excluding the ADA complementary portion, and includes deviated fixed route service tied to 5310 and 5311 grant funding.

The TPO declined to provide numerous data sets requested by bidders, including current employee headcount, pay ranges, seniority lists, labor contracts, benefits plan descriptions, three-year claims history, 12-month Key Performance Indicators, contractor invoices, and 12-month performance data. The TPO indicated that available information is contained in Annual Operations Reports (AOR) in Addendum 1, the Transit Development and Service Plan (TDSP) in the RFP Appendix, and a sample Memorandum of Agreement. The new CTC will be required to provide its own facility and will need to coordinate with the Florida Department of Transportation (FDOT) regarding potential vehicle transfers, as no vehicles will be provided to the new contractor. The TPO confirmed that 2027 Transportation Disadvantaged rates are established in the TDSP and that the new CTC will be responsible for completing annual budget submissions and submitting new rates moving forward. Bidders must acknowledge receipt of this addendum by signing the Proposer Requirements/Acknowledgements Form, with failure to do so potentially resulting in proposal rejection.
