Evaluation Process and Scoring Criteria for Marion County Community Transportation Coordinator

This document presents the evaluation process and scoring criteria for Marion County Procurement Services' solicitation for a Community Transportation Coordinator (CTC) to manage the Marion County, Florida Transportation Disadvantaged system under Chapter 427, Florida Statutes. The evaluation methodology employs a weighted scoring system where evaluators assign whole-number ratings from 0 to 10 for each criterion, with scores multiplied by assigned criterion weights to generate cumulative evaluator totals. The solicitation encompasses ten evaluation criteria with a combined maximum score of 400 points: Organizational Qualifications (weight 4, 40 points), Experience and Past Performance (weight 5, 50 points), Technical Approach and Service Delivery (weight 5, 50 points), Safety, Risk Management and Regulatory Compliance (weight 4, 40 points), Financial Capacity (weight 4, 40 points), Transition Plan (weight 4, 40 points), Fleet, Facilities, and Technology (weight 3, 30 points), Operations Plan (weight 4, 40 points), Local Knowledge, Partnerships, and Innovation (weight 3, 30 points), and Management, Staffing, and Key Personnel (weight 4, 40 points). The resulting contract is for an initial term of four and one-half years, subject to approval by the Florida Commission for the Transportation Disadvantaged.

The evaluation committee may recommend award based solely on written proposals or may request oral presentations and clarifications. If oral presentations are conducted, the highest-ranked proposers will be shortlisted, and Phase 2 criteria will be provided with the presentation invitation unless otherwise determined at the initial committee meeting. Phase 1 numerical scores do not carry forward to Phase 2 unless otherwise specified in the solicitation, except for location points. The initial Evaluation Committee meeting and post-presentation ranking discussions are open to the public, while oral presentation meetings are closed to the public as permitted by Florida Statutes Section 286.0113. Final ranking is based on cumulative scores from all evaluation committee members, with a rating of 5 designated as "Meets Requirements" serving as the baseline for assessment.

EVALUATION PROCESS AND SCORING CRITERIA

1. EVALUATION PROCESS

1.1. Proposals will be evaluated using the criteria and scoring methodology stated in the solicitation.

1.2. The County may recommend award based on the written proposals or may request oral presentations and/or clarification. A request for clarification or presentation does not constitute acceptance of a proposal or indicate that an award is pending.

1.3. If oral presentations are conducted, the Evaluation Committee may shortlist the highest-ranked proposers. Phase 2 criteria will be provided with the presentation invitation, unless otherwise determined during the initial Evaluation Committee meeting (Phase 1). Additionally, unless otherwise stated in the solicitation, Phase 1 numerical scores will not carry forward; except for location points, unless otherwise identified in the solicitation.

1.4. Final ranking will be based on the cumulative scores of the Evaluation Committee. The initial Evaluation Committee Meeting and post-presentation ranking discussion are open to the public. Oral presentation meetings, if conducted, are closed to the public as permitted by section 286.0113, Florida Statutes.

2. SCORING METHODOLOGY

Evaluators assign a whole-number rating from 0 to 10 for each criterion. Each rating is multiplied by the criterion weight, and all weighted scores are added to determine the evaluator’s total score.

WEIGHTED SCORE = RATING (0-10) × CRITERION WEIGHT

5 = Meets Requirements. Scores below 5 reflect increasing weakness or incomplete information; scores above 5 reflect increasing strength or added value.

When criterion weights total 100, the maximum score is 1,000 points per evaluator. Evaluator totals are combined to determine the proposer’s cumulative score and ranking.
