Summary of Addendum No. 1 to RFP 26P-128

This document is an addendum to a Request for Proposals issued by the Ocala Marion Transportation Planning Organization (TPO) on behalf of Marion County, Florida, dated September 23, 2026. The RFP seeks qualified organizations to serve as the Community Transportation Coordinator (CTC) for Marion County's Transportation Disadvantaged program. The selected entity will coordinate the administration and operation of the Marion County Transportation Disadvantaged system pursuant to Chapter 427, Florida Statutes, and Rule 41-2, Florida Administrative Code. The initial contract term is four and one-half years, subject to approval by the Florida Commission for the Transportation Disadvantaged (CTD) and execution of a Memorandum of Agreement with an anticipated start date of January 1, 2027. The addendum provides fourteen questions and answers addressing service metrics, funding sources, vehicle inventory, coordination arrangements, scheduling software, and facility requirements to clarify expectations for prospective bidders.

The addendum includes comprehensive data from the 2026 Annual Operations Report (AOR) detailing service performance and financial metrics. The Marion County Transportation Disadvantaged system served 107,099 one-way passenger trips during fiscal year 2025-2026, generated by the current CTC (Marion Senior Services, Inc.) and three coordination contractors: Bridge to Hope, Inc., Florida Center for the Blind, Inc., and ARC Marion, Inc. Anticipated funding sources for the successor CTC include the CTD Trip and Equipment Grant ($916,577 plus 10% local match of $101,841 for FY2026-2027), Federal Transit Administration grants (Section 5310 and 5311 through FDOT), and local government funding from Marion County. The current system operates 68 vehicles with 69 drivers, generating 1,050,219 annual vehicle miles, at a cost per trip of $53.84. The successor CTC must establish new contracts with coordination partners, assume responsibility for scheduling/dispatch software (currently Ecolane), determine facility requirements, and complete a Rate Model Worksheet and new Transportation Disadvantaged Service Plan within specified timeframes following CTD designation.

ADDENDUM TO BID

September 23, 2026

TO: Participating Bidders

RE: Addendum No. 1

26P-128 Community Transportation Coordinator (CTC) for TPO

Please make note of the following changes, additions, deletions and clarifications to the above-mentioned solicitation:

Questions & Answers:

1. Please provide the most recent 12 months of actual one-way passenger trips that are expected to fall under the successor Community Transportation Coordinator's responsibility pursuant to RFP 26P-128, by funding source. If possible, please separately identify CTD Trust Fund, Section 5311, APD/purchasing-agency, and other coordinated trips.

See 2026 AOR report attached below to this Addendum.

2. Please provide, if available, the most recent annual or monthly revenue miles and revenue hours attributable specifically to the TD transportation services expected to transfer to the successor CTC, excluding services that will remain outside RFP 26P- 128.

See 2026 AOR report attached below to this Addendum. Complementary ADA Service is not part of this RFP nor the MOA with the Commission for Transportation Disadvantaged

(CTD).

3. For the trips expected to transfer to the successor CTC, please provide the most recent available breakdown of ambulatory, wheelchair/non-ambulatory, stretcher, or other mobility-assistance trips.

See 2026 AOR report attached below to this Addendum.

4. Please identify the amount of Section 5311 operating and capital funding anticipated to be available for Marion County TD transportation during the initial contract period

26P-128 Addendum 1 | Page 1 of 31 beginning January 1, 2027, and clarify whether the successor CTC is expected to become the recipient, subrecipient, contractor, or otherwise eligible operator for those funds. Historical documents included with the solicitation identify Section 5311 as a material funding source.

See summary information below.

5. Please confirm the anticipated CTD Trip & Equipment Grant funding available to the successor CTC for the January 1 through June 30, 2027 transition period and, if available, the anticipated funding level for FY2027-28.

See 2026 AOR Report and summary information, both below the Q&A section.

6. Please identify the anticipated source and amount of local funding available to the successor CTC, including funding available to satisfy required local match for the CTD Trip & Equipment Grant, Section 5311, Section 5310, or other applicable grants.

Please also clarify whether Marion County currently anticipates continuing financial participation in the TD coordinated system after January 1, 2027. This is particularly important because the CTD rate model distinguishes transportation-service match from capital-equipment match and directs the CTC to identify eligible local-match sources.

See 2026 AOR Report and summary information, both below the Q&A section.

7. Please provide an inventory, if available, of vehicles and major equipment currently used for Marion County TD services that were acquired in whole or in part with CTD, FTA Section 5310, FTA Section 5311, FDOT, Marion County, or other public funding.

Please identify ownership, funding source, model year, accessibility, and any remaining useful-life or grant restrictions.

a. The most current TDSP included with this RFP contains inventory information in the Appendix. Assets may be transferred in accordance with FTA/FDOT/CTD requirements and applicable grant terms to public entities. Federally funded assets cannot be transferred to a private entity.

b. To be coordinated with the Florida Department of Transportation (FDOT) and upon execution of the MOA and start date of January 1, 2027.

8. For publicly funded vehicles and equipment currently assigned to TD transportation, please clarify whether any assets are anticipated to be transferred, reassigned, leased, or otherwise made available to the successor CTC following designation.

26P-128 Addendum 1 | Page 2 of 31

a. Assets may be transferred in accordance with FTA/FDOT/CTD requirements and applicable grant terms to public entities. Federally funded assets cannot be transferred to a private entity.

b. To be coordinated with the Florida Department of Transportation (FDOT) upon execution of the MOA and start date of January 1, 2027. The most current TDSP included with this RFP contains inventory information in the Appendix as reference.

9. Please clarify whether existing coordination arrangements with ARC Marion, Florida Center for the Blind, Bridge to Hope, and other participating agencies are expected to continue after the CTC transition, and whether those agreements will be assigned to the successor CTC or will require new agreements.

The coordination arrangements would require new contracts. One of the CTC responsibilities is to coordinate the availability of efficient, cost-effective and quality transportation services; which includes establishing coordination contracts with local transportation providers. The current Provider has three coordinated agencies – The Arc of Marion, Bridge to Hope and Florida Center for the Blind.

10. Please provide a list of current purchasing agencies participating in the Marion County coordinated TD system and indicate whether existing purchasing-agency agreements are expected to transfer/assign to the successor CTC or require renegotiation following designation.

The current Provider does not have purchasing agencies.

11. Please identify the scheduling/dispatch software currently used for TD transportation and indicate whether electronic data exports will be provided to the successor CTC. If so, please identify the anticipated format and timing of the data transfer.

Ecolane is current software. The CTC is responsible for all software. The TPO will provide support and request the current provider share data exports prior to the conclusion of their service with emphasis on efficient transition.

12. Is the successor CTC expected to independently establish a Marion County operating facility, or will any existing publicly funded or publicly owned facility, parking area, vehicle-storage area, fueling arrangement, or other operational infrastructure be available for use, lease, or negotiation during transition?

The CTC will need to determine this process. The RFP outlines in Tab 2 Organizational Qualifications, including a resident manager.

26P-128 Addendum 1 | Page 3 of 31

13. Because the FY2025 AOR includes services and funding associated with the incumbent's broader transportation operation, please identify which AOR trip, mileage, hour, expense, and revenue categories the TPO considers most representative of the services being procured under RFP 26P-128 for purposes of developing the proposer's financial plan and CTD Standardized Rate Calculation Model. The RFP itself directs proposers to the FY2025 AOR for recent CTC funding information.

See 2026 AOR report attached below. Commission for Transportation Disadvantaged

(CTD).

14. Please clarify whether any existing Section 5310-funded vehicles or equipment are associated with the TD services being transitioned and whether any current or programmed Section 5310 awards will be available to or administered through the successor CTC.

a. Assets may be transferred in accordance with FTA/FDOT/CTD requirements and applicable grant terms to public entities. Federally funded assets cannot be transferred to a private entity.

b. To be coordinated with the Florida Department of Transportation (FDOT) and Marion County upon execution of the MOA and start date of January 1, 2027.

c. New CTC will be required to apply for Section 5310 and Section 5311 through the FDOT, and coordinate closely with Marion County on funding match.

Summary Information

Transportation Disadvantaged (TD) Program Funding Funding from the TD program is through the Trip and Equipment (T&E) Grant. The annual allocation is determined by a formula set in Florida Administrative Rule 41-2. Allocation of trip and equipment grant funds are based on a comparative ranking of all eligible recipients in each of the following categories:

1. The county’s total transportation disadvantaged eligible population as a percentage of the state’s total transportation disadvantaged eligible population, based on the U.S. Census Bureau American Community Survey 5-Year Population Estimates.

26P-128 Addendum 1 | Page 4 of 31

2. The county’s total centerline miles of public roads as a percentage of the state’s total centerline miles of public roads, based on public mileage data reported by the Federal Highway Administration.

3. The county’s total transportation disadvantaged services provided by trip and equipment grant funds as a percentage of the state’s total transportation disadvantaged services provided by trip and equipment grant funds, as reported on the invoices submitted by recipients for reimbursement under the trip and equipment grant program.

4. The county’s total allocated amount of trip and equipment grant funds as a percentage of the state’s total allocated amount of trip and equipment grant funds, based on allocated amounts from the previous fiscal year.

5. The allocation for 2026-2027 is $916,577 plus the required 10% match of $101,841 for a grand total of $1,018,418.00. The grant is disbursed evenly monthly and can be billed per trip or per mile. The rate is determined by completing the Commission’s Rate Model Worksheet.

Trip and Equipment Funding The trip and equipment grant is the TD program’s funding and the only funding provided by the Commission.

The grant is billed either per trip or per mile. The rate is determined by completing the Commission’s Rate Model Worksheet.

The funding is provided directly to the CTC.

Federal Grant Funding Federal Transit Administration (FTA) 5310 and 5311 grants must be applied for every year through the Florida Department of Transportation (FDOT).

Private-for-profit cannot apply directly for 5310 or 5311 grants. Coordination must be conducted through the Local Government. Marion County budgets annually for local matching funds involving 5310 and 5311 grants and the State T&E grant.

Fare and Model

Fare Setting The newly selected CTC would be able to set up a new fare structure for passengers or maintain the current structure.

26P-128 Addendum 1 | Page 5 of 31

Fare Approval Process The CTC would not need approval for a proposed fare increase. The new fare structure should be presented to the TDLCB for comment, but it does not need approval.

Rate Model Worksheet The new CTC would need to complete a Rate Model Worksheet, since their operating budget would be completely different from the current CTC.

Rate Model Worksheet Timing The Rate Model Worksheet would need to be submitted after the Commission approves the new CTC designation and before the execution of the Trip and Equipment Grant.

Transportation Disadvantaged Service Plan (TDSP)

The CTC and TPO jointly develop and annually update the Transportation Disadvantaged Service Plan (TDSP).

A new full TDSP is due within 120 calendar days after the execution of the initial Memorandum of Agreement (MOA) designating a Community Transportation Coordinator (CTC).

By signing the Proposer Requirements/Acknowledgements Form, Bidders are acknowledging receipt of this addendum. Failure to acknowledge receipt of this addendum may be cause for rejection.
