About this file

This document is a Request for Competitive Sealed Proposals (CSP #2026-04) from Elgin Independent School District (EISD) for the Elgin Elementary School MEP Upgrades - Phase 3 project. The solicitation seeks construction services for comprehensive mechanical, electrical, and plumbing upgrades, with a pre-proposal conference and site visit scheduled for October 10, 2025, and proposal submissions due on October 30, 2025, at 1:00 PM. The base bid project involves replacing three existing split-system air handling units with new VRF heat pumps in various school areas, including demolition and replacement of ductwork, installation of VAV boxes, ceiling modifications, switchboard installation, transformer relocation, and partial exterior wall reconstruction. The project includes four alternates covering additional HVAC and electrical upgrades, with an estimated base bid budget of $2,328,710.00 and a projected construction timeline from May to July 2026, with additional alternate work potentially extending into early 2027.

The proposal will be evaluated using a 100-point weighted criteria system, with pricing accounting for 40 points, past experience worth 15 points, and other factors such as quality of goods/services, proposed personnel, and project planning contributing the remaining points. The contract will be a firm fixed-price arrangement requiring performance and payment bonds, with specific requirements including criminal background checks, compliance with prevailing wage laws, and workers' compensation insurance. Proposers must submit comprehensive documentation through the Bonfire platform, including firm information, financial statements, safety records, project experience, and proposed personnel details. The district reserves the right to waive irregularities, reject proposals, or adjust the project scope based on fund availability, with liquidated damages of $500 per day for project delays.
