About this file

This is a Vendor Participation Fees document from the Region 10 ESC Multi-Region Purchasing Cooperative (R10MRPC) related to RFP #2026-04 for Manufacturer Direct-to-District Commercial procurement. The document outlines the participation fee structure that all awarded vendors must agree to, establishing the financial obligations and reporting requirements for vendors selected through this competitive sealed proposal process. Vendors are required to submit quarterly Revenue Sales Reports detailing their sales to participating members within two weeks of each quarter's end, with the reports used to calculate vendor participation fees due in four installments throughout the fiscal year: Q1 (July-September sales) due by November 15, Q2 (October-December sales) due by February 15, Q3 (January-March sales) due by May 15, and Q4 (April-June sales) due by August 15.

The vendor participation fee is assessed as a fixed, flat rate of 0.0085 (0.85%) of total revenue sales and is explicitly stated to not be a cost-plus fee or rebate. R10MRPC will issue invoices to vendors at least thirty days prior to each payment due date, with payment terms established as Net 30, payable directly to Region 10 ESC Multi-Region Purchasing Cooperative. The R10MRPC operates as a self-funded organization that receives no state or federal funding, relying entirely on vendor participation fees to cover operational and administrative expenses required to procure, manage, and provide services to its participating member districts. Awarded vendors must formally acknowledge their agreement to the fixed participation fee rate and quarterly reporting requirements by initialing the Vendor Participation Fee Form prior to contract execution.
