About this file

This is a Request for Proposal Introduction document issued by Fulton County Schools (FCS) in Georgia for Telecommunications-Cellular Services. FCS seeks proposals to provide cellular telecommunications services to over 100 schools and administrative offices throughout the district, serving approximately 3,200 existing units including buses, transportation staff, school staff, and administrators. The current equipment inventory consists of approximately 1,000 buses equipped with Sonim XPS cellular devices, GPS tracking units, and remote speaker microphones, along with 75 transportation staff members carrying dedicated push-to-talk devices and school personnel using various smartphones and tablets. Implementation of the selected contract is anticipated to begin July 1, 2026. The solicitation emphasizes the need for robust county-wide coverage with 24/7 availability, mission-critical fleet communication capabilities, ease of integration with existing GPS software (Synovia), streamlined administration and billing processes, and excellent customer service. Key FCS objectives include accessibility across all authorized users, reliability with Service Level Agreements, standardized ease-of-use systems, minimal deployment effort, detailed departmental billing, scalable contractor capacity, and proactive cost-saving recommendations.

The evaluation of proposals will be scored from a total of 1,000 points, with 350 points allocated to price, 450 points to technical capabilities (including 115 points for methodology and 335 points for capabilities), 100 points to business stability, and 100 points for exceptions and modifications to the contract terms. The solicitation requires vendors to demonstrate wireless telecommunications best practices suitable for a K-12 environment, provide streamlined processes for administering and tracking cellular equipment including additions, changes, and deletions of services, offer consolidated billing with department and school-level detail, and ensure reliable communication for both standard personnel operations and mission-critical transportation and police fleet communications requiring one-to-many dispatch capabilities.

1. PURPOSE

FCS is soliciting proposals from Offerors to provide Telecommunications – Cellular Services. The tools and functionality shall provide services to over 100 schools and administrative offices within FCS. The functionality shall include ease of transition, if necessary, from current operational tools to the Offeror's operational tools. These functions must include wireless telecommunications best practices for a K-12 environment and excellent customer service for all components and services required by FCS. This request is for obtaining these services at the lowest possible rates with improved reliability and availability. FCS also requires a streamlined process for administering, tracking, and departmental billing of cellular telephone equipment within the District.

2. BACKGROUND

FCS relies heavily on the requested services throughout the entire organization. It is estimated that we currently have approximately 3,200 units with requirements for live communication (transportation and police units) and/or voice and data communications (general personnel units).

FCS requires robust network coverage to ensure the ability to communicate throughout the county, inside as well as outside of all facilities to which FCS operations occur. Clear and consistent communication with individuals who perform duties in this district is a must. FCS’ fleet communication is a state mandate and a critical component for us. The network must be functional 24 hours a day, seven (7) days a week.

Within the transportation unit, our drivers currently communicate with dispatchers throughout their operational periods. It is a requirement for the bus drivers to have the ability to connect with dispatchers by pressing a single button. It is also a requirement for dispatchers to be able to communicate with some or all bus drivers simultaneously in a one-to-many environment.

The FCS transportation department has a mission-critical application within its operations. The offeror must ensure ease of integration with the GPS software used in the application, Synovia.

Current hardware components utilized by the district are as follows:

• Transportation:

o All buses (approximately 1,000) are equipped with the following:

Sonim XPS cellular device GPS Lockbox Cradle Sonim Remote Speaker Microphone CalAmp LMU-2620 tracking unit with antenna o Transportation staff (approximately 75) carry cell phones that have dedicated push-to-talk buttons.

• School staff and Administrators currently use a variety of cell phones, including iPhones, Android and Windows based smart phones. These devices are used for phone calls, instant messaging, corporate email, Microsoft Office 365, contact synchronization, and a variety of productivity applications.
