About this file

This is a Notice to Bidders document issued by the City of Midland, Texas, for a landscaping and property maintenance contract (26001510R) requiring comprehensive landscape maintenance services for city facilities throughout Midland. The notice establishes that any contract documents and insurance requirements are non-negotiable, and bidders must sign the contract without modifications. Selected bidders must provide properly executed bonds if applicable and submit required insurance documentation within 21 days of the transmittal letter. The city reserves the right to reject non-responsive bids or award the contract to an alternative bidder if the selected vendor cannot meet stated requirements.

Bidders must carry worker's compensation insurance as required by Texas state statute to be eligible for this contract, and failure to provide such insurance results in ineligibility. All vendors must comply with Texas Government Code Section 2252.908 and Texas Local Government Code Section 176.006, with compliance guidance available through the Texas Ethics Commission website. Vendors who fail to comply with award terms may be declared irresponsible, resulting in bid rejection for a minimum of six months as determined by the city manager.
