About this file

This document is an amendment to a solicitation for an NIH 8(a) Multiple Award Construction Contract for construction services at Research Triangle Park, North Carolina. The amendment extends the proposal due date to January 17, 2023 and provides answers to questions and mechanical drawings. It revises the solicitation to require use of NIH's Secure Email and File Transfer Service for collaboration instead of a web-based system. It increases the project recency requirement from three to five years and modifies the language for evaluating joint venture experience. The period of performance for any resulting contract is from March 20, 2023 through March 19, 2028. The solicitation is seeking construction services from 8(a) small businesses and provides the pre-proposal conference date and question deadline.

5. Change Section C.4.26 to read:

FROM:

"The Contractor shall create, manage, and make available to NIH a Web-based collaboration system to share and store files. This Web-based product to share and store files must be mutually agreed on by both parties. Each task order will provide detailed instruction(s).

TO:

"The Contractor shall utilize email transfer and an NIH provided Secure Email and File Transfer Service (SEFT), https://secureemail.nih.gov/ as a collaboration system to share and store files. Refer to task order requirements for additional requirements or usage of Web-based collaboration systems, as applicable."

6. Change Recency under Section M, Factor 1 - Technical, Subfactor 3 Construction Experience to read:

FROM:

Recency: Projects submitted for the Offeror shall be completed within three (3) years of the date of issuances of this RFP (recency).

TO:

Recency: Projects submitted for the Offeror shall be completed within five (5) years of the date of issuances of this RFP (recency).

7. Change Joint Venture language under Section M, Factor 1 - Technical, Subfactor 3 Construction Experience to read:

FROM:

“If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects maybe submitted for the JV members. Offerors who fail to submit relevant and recent experience (as defined within this subfactor) for all JV members will be rated unacceptable. Offerors are still limited to a total of four (4) projects combined. For a JV, the Offeror shall submit the signed JV agreement. For 8(a) Mentor- Protégé Joint Ventures, the Offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protégé agreement.”

TO:

“If the Offeror is a Joint Venture (JV), at least one of the relevant construction projects should be submitted for the JV entity. If the JV does not have shared relevant experience, at least one relevant project shall be submitted for each JV partner, unless the JV is an SBA approved mentor/protégé agreement, in which case only the mentor is required to submit projects. If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the offeror shall clearly demonstrate what portion of the work was performed by the JV partner offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this contract shall specifically address field work performed by that JV member including field staffing and direct field work oversight. The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percent of employees provided for the overall contract by the JV member as well as the overall percentage of work performed by the JV member. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the JV member offering on this contact, the project will not be evaluated. For a JV, the Offeror shall submit the signed JV agreement. For 8(a) Mentor- Protégé Joint Ventures, the Offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protégé agreement.”
