Sheet1
| RFI # | Section | Question | Answer |
M | The Scope/Complexity requirement on Page 113 of the RFP states: “New building construction and/or interior/exterior alteration or renovation of laboratories.” Please clarify whether it is expected that all four (4) projects submitted in Volume 1, Subfactor 3, Construction Experience, should have been performed in laboratories | Please see Amendment 0002 for clarification on scope/complexity under Section M, Factor 1, Subfactor 3 Construction Experience.
L | Would it be acceptable for offerors to submit previously completed PPQs for projects listed in L.7.2 that do not have completed CPARS? If yes, would NIH like them mailed separately or included with the proposal? | No. If a project does not have a completed CPARS, PPQs are to be submitted using Attachment 3 (PPQ).
L | L.7.3, RFP page 110 reads, “Past Performance Information Sheet (PPIS) on a minimum of four (4) and maximum of six (6) recent contracts from the prime contractor considered most relevant in demonstrating performance abilities on the MACC. In addition, Offerors shall include up to three (3) recent contracts performed by each teaming partner and/or joint venture partner considered most relevant in demonstrating their ability to perform the MACC.” Please clarify if it is the Government’s intent that offerors submit a total of twelve (12) projects, six (6) from the JV and three (3) additional projects from each partner, or a total of six (6) projects combined from the JV and partners, with a maximum of three (3) per partner. | The JV should submit 4-6 projects performed by the JV or its individual members, as prime with no additional projects.
L | Please confirm that projects used to establish construction experience in Volume 1 of the proposal may also be used as examples of Recent & Relevant Contracts in L.7.3 of Volume 2 of the proposal without adversely affecting award evaluation. | They do not have to be the same projects, but may be the same projects if you wish to submit them. Offerors will be evaluated per the instructions in Section L and M of the solicitation.
L | Section L.9.4. Contract Provisions/Clauses states that the “Offeror shall complete any fill-in provisions and clauses as applicable.” Please confirm that submitting a completed Section K meets this requirement. | Reps and Certs under SAM.gov will suffice. Because of this, offerors must be active in SAM.gov to receive an award.
L | Does the NIH wish Joint Venture offerors to include their JV agreement in Volume 1, Volume 4, or in both locations? | Joint Venture Agreement should be included in Volume 4.
L | Does the NIH wish offerors to submit SF1442 in Volume 3, Volume 4, or in both locations, and if so, should the price be included on the form in both locations? | SF 1442 shall be included in both Volumes 3 and 4. Volume 3 is a pricing volume and Volume 4 is an administrative volume to verify responsiveness. Ensure to follow the instructions provided in Section L.
TOPT | The seed project Task Order Price Template (TOPT) includes hourly rates for the Project Manager, Superintendent, and Quality Control Manager, as well as percentage rates for Field Overhead, G&A, Profit, and Bond. Please confirm these rates will be determined at the task order level going forward, and the rates entered for the seed project will not impact future task orders under this contract | Confirmed. These submitted rates will only be applicable for the seed project and will not impact future task orders. Please see Amendment 0002 for additional language regarding limits on profit and overhead rates on future change orders.
n/a | Would the NIH please provide offerors with estimates of the expected average task order size and average yearly number of projects anticipated on this MACC contract? | The average task order size is expected to be $250,000 to $700,000. It is anticipated 20 - 40 task orders will be issued a year off of this MACC.
M | RFP, Part M, subfactor 3 states: “NOTE: Failure to demonstrate experience in ALL four (4) types of relevant construction projects shall be considered a deficiency; thus unacceptable.” Q: Is it the Governments intent to consider those contractors which can comply with this statement? Will the Government consider Healthcare construction experience in lieu of the Biomedical Research or Veterinary facility construction experience? | Please see Amendment 0002 for the evaluation criteria for Technical Factor 1, subfactor 3.
M | Is it possible to tell me how lenient NIH will be with the types of Animal Care Facilities projects that are acceptable for the 75N99023R00003 MACC submittal? | NIH will be evaluating the proposals in accordance with Section M of the solicitation.
