I wanted to go over some general things from the solicitation that maybe get overlooked or general questions that seem to get asked.

If you are mailing your offer, make sure you mail it here to NC. The address is in block 8 (bring up the solicitation). The system generates the main contracting office address as block 7, but I work here. So, make sure you address it to me here in NC. If it gets sent to the MD office then in accordance with FAR 15.208(b) it would be late.

As indicated in Section L, here are the copies of each volume required. On the next slide I have what information is required in the volumes. Do not put everything together, no price information in the management plan, etc. Please review the instructions with regard to page count, spacing, etc. The first thing I do is check the proposals for conformity before starting to do any kind of evaluation. I measure the margins, check the font size, etc. If you exceed the number of pages the excess pages will be returned. If it looks like a competitive advantage was trying to be gained, the proposal will be determined noncompliant. I don’t want to send any pages back or determine anyone noncompliant, so make sure you review the requirements in the solicitation.

One other thing is that I get questions asking about whether firms are eligible to compete/for an award. The SBA is responsible for determining eligibility, so if you have questions associated with whether your firm, team, JV, etc. will be eligible you will want to contact the SBA.

Are there any questions on any of this?

Section L&M Make sure to sign SF 1442 and all amendments in your offer Must be registered in SAM.gov to receive an award Section M:

Factor 1 – Technical Subfactor 1 - Bonding Subfactor 2 - EMR Rating Subfactor 3 - Construction Experience Factor 2 – Past Performance Factor 3 - Price

This slide is showing you how the different volumes identified in Section L match up to the evaluation factors in Section M Contractors shall provide 3 separate volumes. All information for the volume will be included only in that volume. So, there will be no technical or price information in Volume 1, there will be no past performance or price information in Volume 2, and there will be no past performance or technical information in Volume 3.

2nd bullet – We wrote Section L and M so that they would match up with each other. I will show one example on the next slide

Section L&M – Important Due Dates RFI Cut-Off Date:

December 28, 2022 at 2:00pm local time

Proposal Due Date:

January 11, 2023 at 2:00pm local time

Within the Management Plan, some of the paragraphs have essentially one main thing (paragraphs a and b for example). Some of the paragraphs have multiple aspects that all are associated with the same overall area like this one.

This is showing you how the two align between Section L and M The blue from Section L aligns with the blue from Section M. Likewise with yellow and green. Obviously the RFP is not going to be color-coded like this, it is just showing you more clearly how the two sections align with each other in a one-to-one relationship.

Sometimes there will be more wording or number of sentences in Section L or Section M but all of the factors are set up this way. If you do not think they do that is one of the main things you should bring to our attention because this is how you are going to be evaluated and after the proposals are received this isn’t going to change.

Seed Project – Site Visit All contractors attending this site visit must sign in to the provided sign-in sheet All questions must be submitted in writing as RFIs by 12/28/2022 Contractors may take notes during the site visit Verbal Questions and Answers will not be posted online, so please submit these in writing

RFIs must be submitted via email to both addison.miller@nih.gov and eve.vanburen@nih.gov

While probably unlikely, in the event there are multiple combinations that total the same aggregate total for the Government, I will document the different combinations on their own sheet of paper, put them into an opaque container (bag, bowl, etc), and then have someone draw out one of the sheets of paper. This example shows 2 different combinations that total the same aggregate total, but if there were 3, 4, etc. combinations that all had the same aggregate total the Government will draw lots between the 3, 4, etc. combinations.

- I will be adding the language from these last couple slides into Section M, via amendment (not the examples, but the language from the slides), so you will see that included in the 1st amendment

QUESTIONS

Questions – I think I inadvertently left off a final due date for questions associated with the solicitation. All questions (solicitation related, task order related, etc.) are due by COB Tuesday, May 2nd so that we have enough time to answer them and you can incorporate the answers into your proposal. The Government may or may not answer questions submitted after May 2nd.

- I will answer anything I can at this time. If it is specific to the solicitation, for instance a technical question, I am going to ask you to submit it writing so that we can provide the question and answer in a formal amendment. If I can’t answer your question I will find out the answer and provide an answer later.

- After all questions are asked: Now we are going to conduct the site visit for the task orders included in the RFP. After we visit all the locations for the task orders, we will be conducting a general tour of Bldg 101 and the CRU. If you are unfamiliar with our campus and would like a tour you will be able to see the rest of this facility as potential task orders or areas you may be working in. So, if you have not done work here or just want a better idea of the campus, that is something I would suggest you attend as well.
