About this file

This document contains an amendment to a federal solicitation for roof replacement, restoration, maintenance, and repair services. The National Institutes of Health seeks a contractor to provide all necessary labor, materials, equipment and services to perform full roof replacements, restorations, maintenance, and repairs for buildings at the National Institute of Environmental Health Sciences campus in Research Triangle Park, North Carolina. The amendment provides answers to various questions from potential offerors to clarify requirements. It specifies that offerors must be certified by three roof manufacturers who hold existing warranties at the site. Pricing must be submitted for the initial task orders involving replacement of Building 105's south plant roof and a one-year roof maintenance program. Future task orders will be awarded on a firm-fixed price basis under the indefinite-delivery/indefinite-quantity contract.

75N99020R00033 – Amendment 0005

The purposes of this amendment are to

1) Provide Attachment 1 – Statement of Work – Revision 1

2) Provide Attachment L3 - Statement of Work - C108373 - Revision 1

3) Provide answers to the following questions:

Q.1. This solicitation requires repairs to be made on roofs with existing warranties. In order to perform repairs on warranted roofs and maintain the existing warranties, the contractor must be licensed to perform those repairs with each specific manufacturer. Can you please provide a list of manufacturers that currently hold the warranties? Will the Government require the offerors to provide proof of good standing with the manufacturers that currently hold the warranties on NIEHS?

A.1. Currently, NIEHS has roofs under warranties with three different manufacturers (see below).

Yes, the Government requires Offerors to provide the roof manufacturer certifications for all three manufacturers.

Tremco o Bldg. 101, Module F o Bldg. 101, Walkway E-F o Bldg. 101, MRI o Bldg. 108 o Bldg. 109

Versico o Bldg. 110

Johns Manville o Bldg. 111

Q.2. In the SOW for the Preventative Maintenance, there is a section for inventory modification. In the section it says, “the expense for maintenance, repair, and leak service will be deleted from the Roof Preventative Maintenance Program and will be included in the pre-paid warranty”. While warranted repairs are covered by the warranty, maintenance is not. Maintenance on all roofs are the responsibility of the owner and most of the task items in the scope for the preventative maintenance program are maintenance items and not repairs and would subsequently not be covered by a manufacturer’s warranty. Would the Government consider striking this clause (d, pg12) and adding the below clause?

“Contractor will not be allowed to charge for warranted repairs on warranted roofs. Those repairs will need to be charged back to the manufacturer whom holds the warranty on the associated roof. Consequently, the contractor must be licensed with all manufacturers who currently hold warranties at NIEHS.”

A.2. Attachment 1 – Statement of Work was revised as follows:

From:

“Once a roof section replacement is completed, the expense for the maintenance, repair, and leak service will be deleted from the Roof Preventative Maintenance Program and included in a pre-paid twenty (20) year leak free roof performance warranty. At the onset of the new yearly contract, the square footage cost of the annual maintenance/inspection program will be adjusted for these deletions and any additions of roofing areas to be added.”

To:

“Once a roof section replacement is completed, the expense for all repairs and leak service shall be included in a pre-paid twenty (20) year leak-free roof performance warranty.”

Q.3. There are several places in the solicitation documents that reference the requirement for design documents. Will the Government be requiring full design documents (specs, drawings, details etc.) for building 105? If so, please provide further description of what is being required? 30%,60%,90%, 100% IFC and as-builts? What will the review process be of those design documents?

A.3. A full roof design will not be required for Project C108373 – Bldg 105, South Plant Roof Replacement. The Government does require a detail drawing of the new as-built layers of the roof.

For future task orders, if a full design is required, then it will be stated in the SOW and would have to go through the NIH review process. Attachment 2 – FMB-RTP Engineering Standards and Material Requirements includes a section for the drawings and as-built drawings under Section 1-12: Special Requirements and Procedures.

Q.4. Building 105 – The SOW for the replacement of building 105 requires infrared scans of the roof prior to demo. Infrared scans do not provide accurate info on ballasted roofs. Are we to assume that we are performing the infrared scan because the intent is to leave the remaining insulation under the EPDM in place? If so, please provide the type and thickness of this insulation?

A.4. An infrared scan is not required for the Bldg. 105 ballasted roof. This has been deleted from the revised Attachment L3 - Statement of Work - C108373.

Q.5. Building 105 – Master Label inspection certifications oftentimes require whole scale replacement of the lightening protection systems. For example, if the leads and or ground leads are not up to current UL standards, they would have to be replaced. This is a significant and varying cost. Additionally, in the case of building 105, we are only being asked to replace the roof on sections E and F, but the LP system is continuous across the entire roof and to obtain Master UL certifications, it would require work on other roof sections that are not in the current scope. However, continuity of the system and replacing broken or defective parts can still be obtained without Master UL certifications. Would the Government consider striking item k.2.ii from the SOW? If not, can you please provide more information on the current LP system at building 105 to include gauge and material type of leads and grounding information?

A.5. The Government requires that a Master Label inspection certification be conducted on every task order for a roof replacement or refurbishment. For Project C108373 – Bldg 105, South Plant Roof Replacement, Offerors shall conduct a Master Label inspection certification for the lightning protection system for the entire building and will include this in the price for this task order.

Q.6. Building 105 – The SOW for the replacement of building 105 requires we meet NC building code.

The R value required to meet the building code is R-30. The requirement to add 1.5” of polyiso and .5” HD polyiso, or R-11, would lead us to believe that the existing insulation beneath the EPDM is to be left in place and has an LTTR of 19, which is 3.33” thick. Can you please confirm?

A.6. The Government requires that the roofs be upgraded to the current building codes. The Government has provided all available information in Attachment L3 - Statement of Work - C108373.

The current amount of insulation is not known at this time. As such, the price for Project C108373 – Bldg 105, South Plant Roof Replacement shall include replacement of all current insulation.

Q.7. Building 105 – Will the replacement of existing wet or damaged insulation that is assumed to be left in place be replaced on a unit price Change Order? Would the Government like us to carry a certain amount of insulation replacement in the base proposal? Would the Government like us to unit price an add/deduct price for replacement insulation?

A.7. The price for Project C108373 – Bldg 105, South Plant Roof Replacement shall include removal of all current insulation.

Q.8. Building 105 – The wall between roof 105E and roof 105a appears to be an expansion joint. In order to properly detail this, the contractor will need to remove the flashing on the backside of the wall (105A) and reflash the expansion joint with a metal expansion joint detail to encapsulate the two dissimilar roofing materials. In order to do so, and maintain the warranties that may be in place, and in order to use the proper materials, please provide the warranty and system information for roof 105A?

A.8. The Building 105 roof sections A and B are currently not under any warranty.

Q.9. Building 105 – Is the insulation and coverboard to be mechanically attached? Or is the insulation to be mechanically attached and the coverboard adhered?

A.9. The insulation and coverboard shall be mechanically attached.

Q.10. Building 105 – What thickness of TPO should be used?

A.10. The TPO shall be a minimum of 60 mil thickness and the roof shall have a 20-year warranty.

Q.11. Building 105 – Is the membrane to be adhered or mechanically attached?

A.11. The membrane shall be mechanically attached.

Q.12. Building 105 – If the membrane is to be adhered, the only solvent free option is self-adhered as all other adhesives are low VOC, but still contain solvents. Please confirm.

A.12. The membrane is not to be adhered but shall be mechanically attached.

Q.13. Building 105 – Please confirm that the Government is requiring permanent fall protection rails on all leading edges of 105 E and F. Please provide a specification for these rails.

A.13. Yes, the Government is requiring the installation of permanent fall protection. The railing system shall ensure the roof is OSHA compliant.

Q.14. At site visit it was determined that the roof information provided does not match the current roof system. Can NIEHS do test cut and provide the actual roof components?

A.14. The Government is unable to conduct a test cut and provide the actual roof components.

Q.15. An infrared survey cannot be performed on this roof system due to the ballast. Should we eliminate the infrared survey from our proposals?

A.15. See Question and Answer 4.

Q.16. Is the existing insulation beneath the EPDM to be removed completely or only the damaged/wet area?

A.16. See Question and Answer 6.

Q.17. For submission of our pricing will a pricing sheet be provided by NIEHS to make sure all Offerors price the project the same way?

A.17. The Government will not be providing a pricing sheet for all Offerors to utilize. It is anticipated that the structure of an Offeror’s price proposal will likely be dependent on the unique methods of performance and materials described in the Offeror's technical proposal. Each individual task order proposal will be evaluated to determine if each proposal individually is reasonable and realistic. The task orders will be awarded for a firm-fixed price amount. As such, Offerors are responsible for ensuring that all work requirements included in the Statement of Work (for each individual task order) are included in the respective price proposal. If there is not sufficient detail included in the price proposal, then the Government may determine the price to be unreasonable. If either task order price proposal is determined unreasonable then the overall Total Evaluated Price for the Offeror will be determined unreasonable. Any proposal that has a Total Evaluated Price that is determined to be unreasonable will not result in a contract award. Therefore, Offerors are highly encouraged to include the following, as applicable to each individual task order:

- Material descriptions, quantities, unit prices, and total prices

- Labor categories (per the Wage Determination), hours, rates, and total labor amounts for all aspects of the task order

- Management hours, rates, and total amounts

- Indirect costs

Q.18. If all warranty requirements and requests can be met, will another roofing manufacturer be accepted by the NIEHS as a ‘betterment’ other than Tremco and Garland?

A.18. The Government will accept any roofing manufacturer that can meet all the contract requirements (additionally, see Question and Answer 1).

Q.19. Will the NIEHS accept another roofing manufacturer as long as the base proposal of “Tremco and Garland” is carried out?

A.19. The Government will accept any roofing manufacturer that can meet all the contract requirements (additionally, see Question and Answer 1).

Q.20. If you are the successful Offeror, will you be allowed during submittal process to present other roofing manufacturers as a viable option and betterment to the Federal Government/NIEHS, as long as the warranty requirements are met, and your design/build team can emulate a system that meets and exceeds?

A.20. The Government will accept any roofing manufacturer that can meet all the contract requirements (additionally, see Question and Answer 1). For Project C108373 – Bldg 105, South Plant Roof Replacement, Offerors shall provide the roof manufacturer certification for the roof manufacturer in their proposal. Future task orders for roof replacements and refurbishments issued under the IDIQ will also require the Contractor to provide the roof manufacturer certification for the roof manufacturer they are proposing to use.

Q.21. ARTICLE B.2. PRICES, will the Government issue the Bid schedule so that the offeror can propose total price for the whole IDIQ program?

A.21. There is not a pricing schedule in Section B of the solicitation because the Government will award task orders associated with the work needed. The Statement of Work for the first two task orders are included in the solicitation (Attachment L3 and Attachment L4). Attachment L3 – Project C108373 is for a roof replacement and Attachment L4 – Project C109076 is for the Roof Maintenance Program for one (1) year. At this point it is anticipated that there will be a task order awarded for the Roof Maintenance Program each year of the IDIQ.

Q.22. Will the Government issue a form for price proposal for each task order?

A.22. See Question and Answer 17.

Q.23. Will the offeror need to submit roof manufacturer certifications for all types of roof described in section o) of the Attachment 1 - Statement of Work or just need to submit what roofing type for Building 105 (Section E and section F)?

A.23. The Offeror will need to provide roof manufacturer certifications for the roof manufacturers listed in the answer to question Number 1 and the roof manufacturer in their proposal for Project C108373 – Bldg 105, South Plant Roof Replacement.

Q.24. Can the Government provide related as-built drawings for Building 105 (Section E and F)?

A.24. The Government does not have as-built drawings for the Building 105 roof.
