About this file

This document contains an amendment to a federal solicitation for roof replacement, restoration, maintenance, and repair services. The National Institute of Environmental Health Sciences is seeking a contractor to provide all labor, materials, equipment, supervision, and related services, except when government furnished, to perform full roof replacement, restoration, maintenance, and repair for buildings on its campus in Research Triangle Park, North Carolina. The amendment answers questions about the solicitation, clarifying that while the government has previously used the MyOLI roof database management system, offerors may propose an alternative system that provides equivalent functionality and capabilities. Additionally, the amendment states that subcontractor roofing certifications can be submitted with proposals but prime contractors will remain responsible for meeting certification requirements if proposed subcontractors do not perform the work.

75N99020R00033 – Amendment 0002

The purpose of this amendment is to answer the following questions:

Q1. In your solicitation, you appear to call out a specific Roof Database Management System: MyOLI.

Is this system required? Is it owned by NIH? I ask as my company provides a roof database management system that we would like to have considered, but am unsure if NIH is already committed to the MyOLI system.

A1. This is not a Government owned system. It is a system that the Government has been given access to from Tremco and utilized in the past. As such it contains all the roofing data for all roofs located at NIEHS. Another system could be utilized if it had the same functionality and capability as the MyOLI system. Additionally, all existing data in the MyOLI system would have to be transferred over/entered to the new system during the performance of the Task Order awarded for project C109076. If an Offeror elects to utilize a new system, then the Management Plan proposal shall include information about the new system so it can be compared to the MyOLI system and how the information will be transferred/entered to the new system. If there is any additional cost, that would need to be included in the price proposed for project C109076 since a separate task order will not be awarded.

Offerors shall also understand that if the new system they elect to utilize does not provide the same functionality and capability after award, the Government may require the use of the MyOLI system. In this instance, all information shall be transferred/re-entered back into the MyOLI system at no additional cost to the Government (and the task order period of performance will not be extended).

Q2. From Section L, Volume 3-Price and Administrative, Administrative, a. Offerors shall provide a copy of all roof manufacturer certifications (page 63)

Can we submit our subcontractor’s certification or do the certifications have to be for the Prime?

A2. A subcontractor’s roofing certifications can be submitted with the proposal. The Government intends to incorporate the list of roofing certifications into the resultant contract. As such, if the Offeror submits a roofing certification for a subcontractor, and the subcontractor chooses not to work with the prime contractor (at any time during the period of performance), then the prime contractor will need to ensure they can still meet that need by either finding a new subcontractor with that roofing certification or get the certification as the prime.
