The hour and date specified for receipt of proposals is extended. Offerors are responsible for submitting proposals to the Contracting Officer POC’s per Amendment 0001 no later than the following date and time: 21 January 2021 at 3:00 PM EST.
SECTION II – RFP AMENDMENT 0002 QUESTIONS AND ANSWERS:
Q.1. (Page 14, section G.2.3 Key Personnel): “The following are considered key personnel and are required at all times throughout the contract period:
On Site Project Manager Assistant (Alternate) Project Manager Quality Control Representative”
Are the key personnel positions listed above the same as for the contract currently being performed?
A.1. Yes
Q.2. (Attachment 1 Janitorial Performance Work Statement): Is the Scope of Work and square footage cleaned the same in the solicitation as for the contract currently being performed?
A.2. There is less square footage, 66,393 sq. feet.
Q.3. Page 33, Section L.2.d, the statement “Page Limitations/Formatting: The following page limitations are included for each volume: Technical - 15 pages total, this limitation excludes all title pages, tables of content, and any Project Management, Work Management, Quality Control and Surveillance Safety Plans.” Also, reference page 44, section M.4.1.1, the statement “An acceptable response shall demonstrate a sound approach with the Comprehensiveness and feasibility of the Offeror's proposed Project Management Plan, Work Management Plan, Quality Control/Performance Metrics and Surveillance Plan, Safety Plan and Transition Plan and Property management of Government Furnished Property and Equipment (GFE, GFP).
Are the Transition Plan, and the Property management of Government Furnished Property and Equipment plans excluded from page count as are the other plans listed in section M as stated above?
A.3. Yes, the Transition Plan, and the Property management of Government Furnished Property and Equipment plans are excluded from page count as are the other plans listed in section M as stated above. Please also note, all information for a volume will be included in the attachment for that volume. No other attachments shall be provided, with the exception of the Offeror’s Representations and Certifications in accordance with Section K of the RFP and the Offeror’s Resumes for Key Personnel in accordance with Section G.2.3 of the RFP. Reference Amendment 0002 RFP updates, p.40.
Q.4. Page 31, section titled HHSAR 352.239-73 Electronic and Information Technology Accessibility Notice (Dec2015), para (c, the statement “In order to facilitate the Government’s determination whether proposed EIT supplies meet applicable Section 508 accessibility standards, offerors must submit an HHS Section 508 Product Assessment Template, in accordance with its completion instructions.” We have reviewed the HHSAR 352.239-73 requirements and are not sure how this applies to the custodial services to be provided.
Would the Government please provide some guidance or clarity on how this requirement pertains to custodial services, or would a statement such as HHS Section 508 requirement does not apply for the services to be provided be sufficient?
A.4. The HHS Section 508 requirement does not apply for the services to be provided by this solicitation. The HHSAR 352.239-73, Electronic and Information Technology Accessibility Notice (Dec2015) provision has been removed.
Q.5. Page 34, para L.2.g, the following statements: “In addition to the information above, the following additional information should be provided on the first page of Volume 3 ONLY:
• Proposed price and total.” Without clarification, it is unclear what the difference would be in the number for Price versus the number for Total.
Would the Government please clarify the intent as to what costs should be identified between the Price and Total numbers?
A.5. A cover page for Volume 3, Price is not required. This language has been removed from the RFP under Amendment 0002.
Q.6. Page 33, Section L.2.d, the statement “Page Limitations/Formatting: The following page limitations are included for each volume: Technical - 15 pages total…,” In order to address all of the required elements of the Technical Capabilities that are relative to the PWS, substantially more than 15 pages will be required.
Would the Government please increase the page count allowed for the Technical Proposal?
A.6. Volume 1, Technical Capability proposal page limitations has increased to 20 pages. Reference RFP Amendment 0002, pp. 40 & 42.
Q.7. Page 44, M.4.1.2 Subfactor 2 – Key Personnel, the bulleted paragraphs describing acceptable responses. The acceptable response descriptions in the bulleted paragraphs under
“Key Personnel” appear to be for a management approach type of writeup and not for Key Personnel.
Would the Government please clarify the “acceptable response” requirements for the section titled M.4.1.2 Subfactor 2 – Key Personnel?
A.7. Reference RFP Amendment 0002 updates to Section M.4.1.2 Subfactor 2 – Key Personnel, p. 51.
Q.8. Page 14, section G.2.3 Key Personnel, the statement “A resume is required for any designated key personnel.”
Would the Government please clarify whether the resumes are required after contract award or with the proposal, and if required with the proposal, would the Government please increase the page count for Technical Capability to allow for the additional pages required for the resumes?
A.8. Resumes are required for key personnel in the Offeror’s proposal submittal.
Reference answer A.6 for page count update.

A.33. Yes, in good working order.
Q.34. How many vehicles, if any, or utilized by the H.P Group on the current contract?
A.34. It is up to the Offeror to determine the number of vehicles required to satisfactorily perform the contract requirements.
Q.35. I was looking at the Amendment No. 1 and I wanted some clarity on an answer. The incumbent contractor's price was $5,489,000.28, is this the total for the base plus four years?
A.35. The $5.4M value is for the base and four option years.
Q.36. On page 33 of the Solicitation under section L.2 Authorized official submission of proposal, it states the following: The volumes within the proposals shall be included as three separate attachments in the email. All information for a volume will be included in the attachment for that volume. No other attachments shall be provided.
It is the highlighted area that I need some clarification. Is the intent of this statement specific to only the submission of the volumes, and that it will be acceptable to submit a fourth attachment that includes SF1449, Section K - Reps and Certs, and Section G; G.2.3 Key Personnel? If not, could you please clarify how you would like those submitted?
