Attachment page 88/89- Creating and Naming Files page 89-page limitation chart
Would you like offerors to submit the cover/transmittal letter as a separate file or would you like this 2- page document to be included in the Technical Proposal PDF file?
The Transmittal/Cover Letter should be submitted as a separate file (ref. the page limit chart on pg. 88).

5.0 .1 P3 SOW RFP Pg. 4 General Requirements Is the contractor required to have operational facilities? or will the personnel perform the work at the government's sites.
The places of performance are specified in Article F.3. of the P3 Contract Articles . It is expected that the majority of the work will be performed at the contractor’s (and any subcontractor’s) facility.
6.0.6.1 P3 SOW RFP
Pg. 5 Task Area 1: Enterprise Management System
Is the NIH program office currently utilizing program management and CRM softwares? If yes, what solution are they using?
This is a new requirement. There are examples of NIH acquisitions using software applications of various types that require program management and oversight. However, there is no advanced enterprise level “end-to-end” automated program management software application that is currently being used in an acquisition comparable in size and complexity to the specialized project, program, and portfolio services specified in the P3 SOW.
6.2.f.6 P3 SOW RFP Pg. 8 Task Area 2: Project, Program, and portfolio Solutions
Can the government reference the contract vehicles that need to be managed by the contractor?
The statement "..need to be managed by the contractor " is understood to mean "…require project, program, and portfolio support services from the contractor ." The number of Task Orders (i.e., "contract vehicles ") to be managed by the contractor under P3 will depend upon requirements received from the various NIH Institutes/Centers. In the P3 RFP, Mandatory Qualification Criteria , a workload estimate of "at least 100 " Task Orders is provided. Also relevant "contract vehicles " is the P3 RFP, Technical Proposal Instructions , that require past experience in "awarding and managing a large, subcontracted effort involving the delivery of complex support services and products to a Federal agency having a scientific mission ." The RFP Section entitled Financial Management of Subcontracts states "The offeror shall sufficiently demonstrate that it possesses the financial resources to successfully fulfill its payment obligations to all subcontractors. It is estimated that approximately 25% of the total contract dollar value will be subcontracts (to commercial small and non-small companies, non-profits, and educational institutions). "
Section L. 75N98022R00003_P3_SF 33 Pg. 96 a) Corporate Capabilities and Past Performance, number 3.
Can the government please confirm that a subcontract portfolio under a single IDIQ is enough to suffice the following requirement:
Sufficiently demonstrate the Offeror's documented organizational experience, capabilities, and past performance with all aspects in the Task Areas specified in the SOW, including awarding and managing a large, subcontracted effort involving the delivery of complex support services and products to a Federal agency having a scientific mission. Experience and past performance shall include a subcontract portfolio consisting of a wide variety of subcontract types (firm-fixed-price; indefinite-delivery, indefinite-quantity; time-and-materials; and cost-reimbursement) involving commercial companies, non-profits, and educational institutions.
Confirmed. See the RFP Section entitled Financial Management of Subcontracts which states "The offeror shall sufficiently demonstrate that it possesses the financial resources to successfully fulfill its payment obligations to all subcontractors. It is estimated that approximately 25% of the total contract dollar value will be subcontracts (to commercial small and non-small companies, non-profits, and educational institutions). "

Please confirm that each past performance does not need to address both task areas (Task Area 1: Enterprise Management Systems, and Task Area 2: Project, Program and Portfolio Solutions). We can use different contracts to meet these task areas.

There is no maximum limit on the number of contracts/subcontracts that an offeror can identify. The limit is the maximum number of pages allowed for an offeror's technical proposal.
Section L. 75N98022R00003_P3_SF 33 Pg. 98 b) Experience and Qualifications of Proposed Personnel, Resumes
