Solicitation No. 75N97019R00009 – NIH Data Center Infrastructure Support Services
QUESTIONS AND ANSWERS
(as of June 28, 2019)
1. 1st floor Data Hall – please confirm if this is Data Hall 1100?
1st floor has 1100 (main data center, CSA1, CSA2)
2. 2nd Floor Data Hall – please confirm if this is Data Hall 2200?
2nd floor is 2200
3. Combined total SF of both Data Halls we were shown 37,497 SF as reflected within Q&A # 12 (“B12 Bethesda Campus: 37,497 sq. ft.”)? If not, what is the SF of each Data Hall?
Combined total is 37,497 sq. ft.
4. Within Q&A # 12 as well – “6555 Rock Spring: 2,861 sq.ft.” – is this location/space in scope as well?
6555 Rock Spring is in scope.
5. Maximum number of floor panels that can be removed at any one time within each Data Hall while cleaning is underway?
X2 floor panels
6. Rotary UPS Enclosures – 4 total? Approximately 300 SF each?
Scope for rotary UPS equipment is coordination/communication with NIH/ORF. Square footage not relevant.
7. Base year – one annual subfloor and RAF surface clean?
Cleaning surface 6x a year; underfloor x3 a year.
8. Two additional option years – one annual subfloor and RAF surface clean per year?
Cleaning surface 6x a year; underfloor x3 a year.
9. May cleaning occur during normal business hours?
Yes
10. Your RFP SOW states in task area 5.2 and 5.3 for mechanical and electrical equipment that “7x24x365 support shall include: preventive maintenance, analysis and repair for all components comprising the NIH data center (mechanical/emergency power) systems.” This implies full comprehensive coverage on mechanical and electrical data center support equipment. Your response in the Q&A issued June 20th states that break fix and emergency response are time and materials. What does NIH want, a PM only contract for mechanical and electrical equipment, or a PM plus comprehensive coverage contract for mechanical and electrical equipment.
PM only contract for mechanical and electrical equipment.
11. In your responses to questions and answers dated June 20th your response to question 7 states as follows: “PMs are quarterly and fixed price per equipment list and SOW. Response is best-effort; break-fix and emergency response are time and materials. Integration. O&M integration services are by onsite staff as needed.” Currently quarterly PM’s are HVAC only. Electrical PM’s are annual and semi/annual depending upon equipment. Most manufacturers of the electrical equipment in that data center only recommend annual or semi-annual PM services. Does NIH want quarterly PM’s on all equipment no matter what manufacturer recommendations are?
Mechanical PMs: Quarterly; Electrical PMs: Annual; Battery: Bi-Annual; Fire Extinguishers: monthly inspection, annual recertification.
12. Can you clarify what frequency for floor cleaning everyone needs to price?
Cleaning surface 6x a year; underfloor x3 a year.
13. Fernwood: There are multiple strings of batteries referenced there, could you provide the battery count per string please?
Rock Spring Room 1SW27, UPS-A, Quantity of 160 Room 1SW27, UPS-B, Quantity of 80
Building 10 Room B1N243, UPS-A, Quantity of 92 Room B1N243, UPS-B, Quantity of 92 Room B1A27, UPS-A, Quantity of 16
Building 45 Room P1AS16, UPS-A, Quantity of 16
14. Bldg 12 : Is there no fire suppression at this site that I saw on the equipment list. Is that correct?
Correct
15. The Scope referenced rotary UPS systems and generators as part of the requirements, are those listed on the equipment list?
NIH/ORF owns and supports the rotary UPS systems and generators for the B12 data center. Contractor should have knowledge of the technology and coordinate/facilitate maintenance events for data center with ORF.
16. The raised floor cleaning, was there a total square footage that was provided? I’ve not been able to locate that information if so.
B12 37,497 sq. ft; Rock Spring 2,861 sq.ft
