Evan C. Feely

1. How would you like your proposal submitted?

All quotes must be submitted to evan.feely@nih.gov in accordance with the combined synopsis/solicitation instructions.

2. Will offers even be considered if there are no past performance records or certifications?

Yes, respondents without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance.

3. Will the contractor be required to store equipment with live mice in the warehouse?

No, none of the equipment will contain live animals.

4. Who is the incumbent for this contract?

Pakolatus, LLC

5. Is there an inventory of current items in Baltimore which will require transition/movement into the awardee’s facility, or will the Baltimore site be handling this delivery?

NINDS is unable to provide an inventory of AHCS equipment, however, it is currently utilizing 2,765 sq ft of storage space. In that space, there are approximately 67 animal housing racks (various sizes) and 40 standard-sized shipping pallets plus a 2-3 metros storage racks with supplies on the shelves.

6. Regarding the periodic pickup and/or delivery of equipment or supplies, is it your expectation that we quote an hourly rate as the cost would be somewhat dependent on the volume of each request? How do you want this cost factored into the Total Cost?

NINDS’ market research indicates that the manner in which pickup/delivery trips are priced varies, with some vendors including this cost and tying it to the amount of warehouse square footage that is used for storage, and others breaking it out as a separate per-trip cost.

In the interest of fairly and consistently evaluating vendors’ price quotes and in accordance with the Government’s preference for firm-fixed-price contracts, we request that a vendor’s total quoted price include any pickups/deliveries, with the understanding that “12” represents the annual maximum.

Please note that NINDS is unable to predict at this time when a pickup/delivery will be needed or what it will include. However, we believe that reviewing NINDS’ historical use of these services provides the best estimate of what may be needed in the future.

Since NINDS’ 1st delivery of items to the Baltimore warehouse in Oct 2019 there have been a total of 9 deliveries to the warehouse from NIH & 1 delivery from a Baltimore shipping warehouse. We have had items returned to campus on 3 occasions. In total, there have been 13 mailto:evan.feely@nih.gov trips either to or from the Baltimore warehouse. The largest trips were the 1st two when initially moving items to the warehouse. Typically, a trip consists of 10-15 items with a mix of shipping pallets & animal housing racks (largest racks size has been 38” x 37” x 82”).

7. Why is the associated NAICS code 493110 (All Scientific and Technical Consulting Services) and not 493110 (General Warehousing and Storage)?

The NAICS code description referenced in the combined synopsis/solicitation document is a clerical error. The correct description is “General Warehousing and Storage.”

8. What are the characteristics and address of the Facility we will be picking up from initially in

Baltimore for initial storage? Will they load the truck? What is the MHE on site? Are there any restrictions on truck size or road trafficability? What is the volume of the initial transfer of equipment and supplies?

The current warehouse address is 1120 Whistler Ave, Baltimore, MD 21229. There are three loading docks that can accommodate box trucks or tractor trailers. In the event that award is issued to a new vendor, NINDS expects that the new vendor would load the truck, but that the current vendor’s staff would bring the items to the loading area. There are forklifts, a reach lift, a picker lift, and pallet jacks on site. NINDS is unaware of any restrictions on truck size or road trafficability.

Please see the Government’s response to Question #5 for the volume of the initial transfer of equipment and supplies.

9. What are the characteristics of the Facility on the NIH campus? Will they load and unload the truck? What is the MHE on site? Are there any restrictions on truck size or road trafficability. Commercial trucking software identifies the road approaching the address as restricted for trucks. Restrictions on truck size (box truck vs tractor trailer) will affect the number of turns and cost).

The animal facility has a single loading dock that an easily accommodate box trucks. Though not recommend, tractor trailers can be accommodated with advance knowledge that this size truck will be arriving (min. 24 business hours’ notice). The road and open area near the AHCS dock is shared by 3 other docks as well as multiple dumpsters and can become quite busy, making it difficult to maneuver large tractor trailers. AHCS staff will bring items to the loading dock area but will not assist the vendor with loading or unloading the trucks. NINDS also has pallet jacks on site.

For the benefit of all potential respondents, we have attached the NIH visitors map with campus entry information and have highlighted Bldg. 35 and the commercial vehicle inspection facility (CVIF) in red. The loading dock to Bldg. 35 is accessed via South drive, but all vehicles must enter campus at the CVIF and travel across the campus.

10. What is the volume we can expect for those 12 pickup/delivery trips over the course of a year? Size of truck and number of turns are certainly a consideration in price.

Please see the Government’s response to Question #6.

11. What is the process for invoicing any additional pickup/delivery trips exceeding the 12 in the firm fixed price proposal?

12 round trips is the maximum number of annual trips that are anticipated; any additional trips would be considered outside the scope of the Statement of Work (SOW) and would require a separate quote.

12. Will our warehouse become a receiving point for equipment shipped to us directly to be stored?

NINDS does not expect to have equipment shipped directly to the warehouse but reserves the right to do so if needed.

13. How much advanced notice can we expect before visits on the weekend at our warehouse. Do your employees normally work the weekend?

Outside of critical animal care, AHCS employee do not work on weekends. A completely unexpected, emergency situation requiring equipment stored at the warehouse would be the only reason for weekend support. In the event that such a situation occurred, NINDS would provide the vendor with a minimum of 4 hours’ notice prior to arriving at their facility.

14. What are the security requirements for our “employees to be cleared” to enter your campus?

As described in the SOW, Contractor employees making pickups/deliveries need to be cleared at the CVIF on 9000 Rockville Pike, Bethesda, MD to gain access to the NIH campus. All current requirements are outlined on the attached NIH Visitors Map.

15. Will billing by monthly?

Yes, as described in the SOW, invoicing must be done on a monthly basis within 10 days of the end of each month.
