About this file

This amendment modifies the requirements for a solicitation seeking management, operation, professional, technical, and support services for animal care facilities of the National Institute of Allergy and Infectious Diseases. The amendment lowers the experience requirements for Trainers from ten years of animal facility experience and five years in a training role, to five years of animal facility experience and five years in a training role. It also responds to a question from a potential offeror by stating the government will accept five years of animal facility experience for Trainers but prefers additional years of experience. The solicitation number is 75N93023R00014 and responses are due by November 17, 2023. The amendment aims to allow a greater pool of candidates for the Trainer position by adjusting the qualifications in response to market conditions.

Reference Text Question/Comment Response

1) Technical Exhibit 1,

10. Trainers

Trainers should have at least five (5) years of experience in a training role with ten (10) years of animal facility experience.

This proposer finds that the qualifications stipulated for the Trainer position are not congruent with the market.

Comparable contracts with similar trainer positions stipulate 5 years working in an animal research environment with 2 years of teaching work-related classes/didactic training as an ancillary duty in a leadership/training role.

Would the Government re-consider the qualifications required to allow for a greater pool of candidates when recruiting for this position?

The Government is willing to accept that Trainers have at least five (5) years of experience in a training role with five (5) years of animal facility experience, but would prefer if there are additional years of experience in an animal facility.
