About this file

This document contains an amendment to a request for proposals along with answers to questions from potential offerors. The National Institute of Allergy and Infectious Diseases is soliciting proposals to establish a Chemistry Center for Combating Antibiotic-Resistant Bacteria to synthesize and deliver rationally designed compound libraries to support antibacterial drug discovery, particularly for Gram-negative pathogens. Key requirements for offerors include establishing a process for external scientists to submit and receive approval for compound library designs, demonstrating robust capabilities for synthesizing diverse chemotypes, and providing a mechanism for managing the storage and distribution of resulting compound libraries to researchers. Offerors must propose a single Principal Investigator to coordinate all contract activities including project management and communication with the Contracting Officer's Representative. The deadline for questions is February 28, 2020, while the proposal due date remains March 16, 2020.

PURPOSE OF SOLICITATION AMENDMENT:

The purpose of this amendment is to establish the cut-off date for questions.

This amendment also addresses questions regarding RFP 75N93019R00024.

Cut-off date for questions regarding RFP 75N93019R00024 shall be 5PM EST, February

28. 2020.

Question 1: Is the distribution of the library and compounds managed by the SAB and do we need to establish an evaluation process/criteria for distribution?

Answer 1: The distribution of compounds will be managed by compound management with approval of the COR. The SAB may be engaged by NIAID COR to help address specific requests or prioritization on occasion but not for standard requests.

Question 2: Are the SAB members compensated and should that be included in the budget.

AMENDMENT #3

Answer 2: SAB members should be included in the budget. The offeror may propose how to compensate the SAB members. For example, they could be billed as consultants or there could be a fee-for-service arrangement.

Question 3: If the submitting PIs are compensated, should that be included in the budget?

Answer3: Submitting PIs should be compensated. See section 3, Technical Requirements of the SOW.

The contractor shall, “Manage selected design project awards, including establishing consultant agreements with external Principal Investigators (PIs) of awarded projects and coordination of interactions between design PI (Consultants) and Chemistry Center chemists, to deliver multiple compound library designs over the period of the individual design project.”

Question 4: If an electronic submission process is used for soliciting projects, what kind of security requirements are needed?

Answer 4: No special security requirements for submissions as all structures will be made available to the public.

Question 5: Will synthesis start before the SAB is established and projects approved?

Answer 5: It is expected that chemistry level-of-effort hours will be available at the start of the contract.

An initial set of design ideas will be provided so chemistry can begin when contract is initiated, while the SAB review process for new ideas is being developed.

Question 6: Who is responsible for confirming freedom-to-operate (FTO) on IP-protected compounds? Is the offeror required to perform IP reviews on requests?

Answer 6: The contractor will not need to check FTO for the compounds. The compounds will be used for research purposes so there should be no concerns regarding IP.
