About this file
This document is an Amendment (0001) to Solicitation 75H71525Q00034 for the Mid-Atlantic Service Unit's IT and Equipment procurement. The amendment addresses multiple vendor questions and clarifies requirements for a new clinic in Charles City, Virginia. Key details include:
The solicitation requires specific Dell IT equipment, including laptops, docking stations, scanners, and multifunction copiers. Critical specifications mandate that Dell products be TAA compliant, with the WD22TB4 docking station replacing the previously listed WD19S model. The government confirmed acceptance of 70 ppm multifunction copiers, allowed flexibility on some equipment models, and specified that Linux operating systems should be included at no additional cost. Evaluation factors will assess technical compliance, past performance, and pricing, with no strict page limitations for submissions beyond a six-page recommendation. File size submissions should remain under 100MB, with large files requiring secure data transfer from the Contracting Officer.

1) Question: Will the government please provide the requirements for each "Technical" and "Past Performance" area? Additionally, please provide what they will be evaluated on and how they will be weighted in level of importance.
a. Answer: Evaluation of compliance to specifications for goods. On non-brand name items the products offered shall meet the equivalent salient characteristics of the sample models provided. Past performance should cover the past three years. The factors listed in Section 5.7 of the solicitation are in descending order of importance and specific weights are not provided but, technical and past performance when combined are approximately equal to price.
2) Question: Can the Government please confirm that there are no page limitations for the required evaluation factors (Price, Technical, and Past Performance)?
a. Answer: Number of pages on evaluation factors should kept to six or less.
3) Question: Will the Government please clarify if there are any file size limitations that will affect the allowable size of email submissions from Offeror's?
a. Answer: File size should be kept under 100MB. Large files will not pass the email server in which case you would request a secure data transfer package from the CO.
4) Question:
a. Will the government please detail the submittal requirements for this section along with which product(s) this applies to?
b. If submittal documents are required, will the government please provide the forms in an editable format, since the provided links within the Solicitation PDF do not function?
i. Answer: Part “a” is fully detailed starting on Page 27.
ii. Part “b” of the question should be noted that the solicitation PDF was uploaded as a form in editable format.
5) Question:
a. Can the Government please clarify if there are any specific volume structure requirements for submitting Technical, Pricing, and Past Performance?
i. Answer: There is no specific volume structure for this requirement at this time.
b. Additionally, depending on the answer to the technical requirements question (Q1), product specification documentation may create large file sizes. How would the government prefer to receive and see this type of documentation?
i. Answer: As noted in answer to (Q1), request a secure data transfer from the CO.
6) Question: Statement of Work (SOW), Section 3.0 “Scope of Work”, refers to an anticipated open date of the clinic of July 1, 2025, and a period of performance to be July 1, 2025 or after award is made and delivered in full. Additionally, Section 4.0 “Place of Performance” details the contractor is to deliver shipment on or after July 1, 2025. As July 1, 2025 has passed, can the Government please clarify if the clinic is open, and the updated period of performance period to offerors?
a. Answer: The clinic is open for daily use but not all services yet. Dates will be adjusted accordingly.
7) Question: SOW, Section 4.0 Place of Performance states “Delayed shipping must be available should the building construction not be completed at the time the shipment is prepared." If the building is not open, can the government please clarify what is required of “delayed shipping” by offerors, such as is the government requiring the storage of the product until delivery could occur by contractor?
a. Answer: The building is open for daily use and this is no longer a factor as there is no need for delayed shipping.
8) Question: Wall Mount Extender Arm (Quantity of 2) - Will the Government please clarify what the extender arm is for? A TV or a monitor?
a. Answer: The extension arm is for the item directly above it on the list. Unfortunately, it is on the previous page and would go to the “Wall Mt, Keyboard, CPU, Wrksfrc (Chief Kontour Dynamic Single Monitor Wall Mount – monitors 10” to 30” or similar)”
9) Question: Can the Government please confirm what the intent of the doucment titled "Sole+Source+-+Brand+Name+-+IT+Equipment+-+Final_Redacted" posted on SAM.gov is, as well as if this opportunity is still full and open for competition?
a. Answer: This item is full and open after exclusion of sources. The document’s intent is to express a brand name requirement for the Dell products only.
10) Question: If this opportunity is still full and open for competition, can the Government please confrim that Dell equipment is only prefered, as there are a few line items that list "or similar" after their description. Can the Government please confirm if an Offeror gets a similar item that is not Dell name brand that they will be considered for award as long as the item is similar or equal to the line item on the quote?
a. Answer: Please offer Dell products where the description has a Dell product. No alternate items will be considered for Dell servers, laptops, PCs, Docks, or power supplies.
11) Question: Multifunction Copier with Finisher (Konica Minolta C754 color. 75ppm, stapler, finisher) or similar - this line item cannot be found on the Dell Purchasing system. Can the Government please confirm that Offerors can substitute this item?
a. Answer: This product is not a Dell product
12) Question: Can the Government please confirm that No Operating System for the OptiPlex XE4
Small Form Factor is correct? As it is not possible to have no operating system with the requested 256 Hard Drive

13) Question: Regarding the 3 Konica MFD’s required on page 4 and their description on page 13 of the SOW, the requested Konica model operates at 75 pages per minute in black and white and 70 ppm in color. In order to reduce cost and increase competition, will the Government accept a model that operates at 70 ppm in both B&W and color?
a. Answer: Yes
14) Question: Regarding the 3 Konica MFD’s required on page 4, the product requirements on page
13 are copied from the product brochure and list features associated with all of the various accessories, most of which of which cannot be configured together at the same time. The vast majority of these listed accessories are probably not needed. In order to allow vendors to configure the appropriate solution, please describe the following so that comparable products can be proposed:
a. How many total pages paper input capacity are required including the bypass tray? Will
(4) 550 sheet paper drawers and a 100 sheet bypass tray suffice if 1 tray is designed for 8.5”x11” size and the other 3 trays and the bypass are adjustable up to 12”x18” size?

a. Answer: Yes, second part standard warranty
17) Question: Can the Government please clarify if Conference Room Equipment Maintenance is also expected? If so, please provide a floorplan or a description of what equipment goes where so that vendors can better understand scope of the installation and ongoing service requirements.

18) Question: For the “Copier Maintenance – Base Year” and option years listed on page 5, will the
Government please confirm if this applies to the 3 Konica MFD’s required on page 4. If that is the case, please confirm that this will entail a Flat Rate maintenance contract including all on site service, parts, labor, supplies and impressions so usage is not charged.
a. Answer: Yes. Flat rate maintenance contract, please

a. Answer: Computer, monitor x2 depending, keyboard, mouse, scanner as needed, and any other peripherals as required for the user. Specifically, the Dell model number that works with the Latitude 5550 is: WD22TB4
22) Question: We have found that one of the items listed in the scope of work is at its end of life
(EOL) which makes procuring it difficult as well as would place variables on the ability to have it serviced for the duration of the requested service agreement. The item in question is the Multifunction Copier with Finisher (Konica Minolta C754 color. 75ppm, stapler, finisher) or similar. There are 3 units being requested.
