About this file
This document is a Solicitation Amendment (Amendment 0006) for a 100% Small Business Set-Aside contract for duress equipment at the Northern Navajo Medical Center. The solicitation seeks a contractor to provide 900 Duress Staff/Infant security buttons with installation and training, covering a base year from 06/01/2025 to 05/31/2026 and four potential option years for annual preventive maintenance through 05/31/2030. The vendor's questions reveal they already have an existing system and only need a staff duress notification to initiate a security response, with specific requirements including a standalone network infrastructure, Frontier as the internet provider, and no connection to the IHS network.
The solicitation is issued by the Department of Health and Human Services Indian Health Service, located at the Northern Navajo Medical Center in Shiprock, NM. The current amendment serves to provide questions and answers and confirm the solicitation closing date remains July 24, 2025 at 1:00 PM EDT. The contract will involve security buttons, installation, training, and annual preventive maintenance, with the contractor responsible for ensuring a security response mechanism and understanding the specific technological requirements for infant and staff security systems.

Questions for Solicitation No. 75H71025Q00159A:
Unfortunately, aside from clarification to another vendor’s question that you are requesting standalone network infrastructure at each location, none of our questions were answered.
Most important is to understand what your team wants with regard to the Infant Abduction portion of the system, which is far more sophisticated than the staff duress use case.
We already have a system in place; we only need a staff duress notification to ensure a security response.
For example, for Claremore Indian Hospital, we are tracking mother and baby to patient room accuracy, locking doors if a baby tag is near an exit, alerting instantly if a baby band is tampered with or its battery needs replacing, etc.
Given that babies are typically swaddled in blankets, infrared in each room and/or at the exits is absolutely not an option - only LF exciters will meet that requirement as its field coverage can be localized to just the chokepoint (e.g., 2-10 feet on the radius) without inadvertently alerting for tags on babies in rooms adjacent to lock-down exits. Wi-Fi/BLE at 2.4/5GHz cannot be localized to a chokepoint and its latency is not near fast enough to process business rules to lock doors to prevent a baby from being taken from the facility, etc.
Please, at the very least, provide answers to the following so we can provide a workable solution:
Do you want to track babies and mothers to patient room granularity? NO o If so, how many rooms require room-specific accuracy, and what is the size of the OB department to be protected if that level of granularity is desired?
o How many exits need to be protected (e.g., activate maglocks) at each facility to prevent babies from being taken out of their respective facilities?
How many client stations are to be installed and where are they to be located? None, we only need to set up a duress notification system to initiate a security response and know the location to respond to.
What internet provider is readily available at each campus? Frontier
Given that we already have Administrator and Remote Access privileges on the IHS and VHA enterprise networks, and that our solution at only 78Kb will have no impact on your network traffic, would you allow our solution to operate on your network?
No connection to IHS network, the system needs to be independent to our network.
o Operating on your network will reduce time to operation by approximately 6 months, cost of redundant infrastructure, and valuable space in your network closets.
To proceed with the HUGS system design, they require access to floor plans and wireless access point maps for the areas identified in the scope of work. This information is essential to ensure proper configuration of the infant protection and duress system components in compliance with life safety design standards.
Not sure how the HUG system is part of the contractor’s inquiry. In review of the SOW, HUGS is not mentioning anywhere.
