About this file

This document is Amendment A00002 to solicitation 75H70126R00054 for the Crow Northern Cheyenne Phase II Renovation, a construction project issued by the Indian Health Service (IHS) Division of Engineering Services in Seattle. The amendment extends the proposal due date to September 9, 2026 at 5:00 PM PT, provides responses to 105 bidder questions submitted during the pre-bid phase, and includes a revised Section J with updated technical attachments and addendums.

The project is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with an estimated magnitude between $5,000,000 and $10,000,000. Key project requirements include: renovation of an operating room department that will be shut down during construction with full contractor access; installation of a new rooftop HVAC unit (AHU-5/RTU-1) to replace existing equipment; coordination with hospital staff for utility shutdowns and system tie-ins; infection control and dust containment measures per an approved ICRA/PCRA; removal and salvage of existing equipment; separate roles for Superintendent, Site Safety and Health Officer, and Quality Control Manager; performance within 365 calendar days after receiving notice to proceed; and provision of performance and payment bonds within 10 days of award. Work is generally limited to 8:00 AM to 5:00 PM Monday through Friday with minimal after-hours work anticipated for specific disruptive activities. Government-provided utilities include power, water, and sewer, with temporary connections being the contractor's responsibility. The existing Building Automation System is Automated Logic WebCtrl, the fire alarm system is Siemens, and the facility uses Corbin Russwin 7-pin locks; contractors may use qualified service providers for these systems and are not required to use existing vendors. No TB screening or seasonal flu shots are required, and contractors must provide portable toilet facilities rather than utilizing hospital facilities.

RFIs and Responses Crow Northern Cheyenne Phase II Renovation

75H70126R00054

Date 8/19/2026 Item RFI Response 1 Do you have any idea what brand the current fire alarm is? The panel is a Siemens

Date 8/31/2026

2 Infection Control: Will the Government provide the ICRA classification for each phase, or is the contractor expected to generate the full ICRA/PCRA for approval?

The Government will provide the ICRA/PCRA for each phase of the project. The Contractor will be expected to provide input and coordination as necessary to support the development and completion of the ICRA/PCRA

3 Staging/Laydown: Is there a designated area for the new RTU assembly and crane operations that will not block ambulance access?

Refer to attached site plan.

4 Can the Superintendent also be the SSHO and QC? No. Due to the complexity and high-risk nature of this project, the Government requires the Superintendent, Site Safety and Health Officer (SSHO), and Quality Control (QC) Manager to be separate individuals.

Each position has distinct responsibilities and applicable qualification and/or certification requirements. Maintaining these roles separately provides appropriate oversight of construction activities, safety, and quality control and helps ensure that each function can be performed independently and effectively throughout the project.

The Contractor shall provide qualified personnel for each position in accordance with the requirements of the Contract Documents.

5 Utility Interruption: What is the maximum allowable window for medical gas and HVAC shutdowns during the RTU transition?

The OR wing can be isolated from the medical gas and HVAC systems serving other areas of the facility. If work requires the shutdown or interruption of medical gas, HVAC, or other building systems serving areas outside the OR wing, the Contractor shall coordinate with hospital staff in advance to establish an approved shutdown schedule and minimize impacts to hospital operations

6 Water Damage: Can the Government provide the remediation clearance reports for the water-damaged areas to establish the baseline condition?

All water-damaged areas are being resolved by separate contract and do not affect anything in the project scope of work.

7 Light Fixture Schedule Mismatches (Issue): Sheet E102.2-2 specifies fixture marks "S22", "C22", "C22A" which are omitted from the schedule on Sheet E600.2-1

These fixtures are not shown on floor plan E102.2 and are not a part of BP2.

8 Heavy HVAC Motor Loads on Critical Branch (Issue): Panel 2C1H on Sheet E600.2-1 feeds 480V 3-phase AHU supply/return fan motors from the Critical Branch, violating

NEC 517.31(A)

These will be moved from 2C1H to 2N3H.

9 Emergency Mechanical Loads on Normal Power (Issue):

Mechanical Schedule Notes on Sheet M600.2-1 mandate emergency backup for unit heater EUH-1, exhaust fan EF-2, and VAV controls, but Panelboard Schedule 2N5L on Sheet E600.2-1 feeds them from Normal Power.

These will be moved to 2C2L, there is not enough spare breaker space in this panel so it will be increased in breaker space to account for this, otherwise the panel will be completely filled.

10 Emergency Eyewash Mixing Valve Mismatch (Issue):

Section 22 40 00 specifies an ASSE 1070 mixing valve for EW-1, conflicting with the ASSE 1071 valve (Haws 9201EW) scheduled on Sheet P600.2-1.

ASSE 1071 is the correct standard.

11 Floor Sink Trap Primer Omission (Issue): Decontamination Room floor sink FS-3 on Sheet P202.2-1 lacks cold water trap primer piping connections.

Floor sink does not have a primer connection. Provide with trap seal.

12 Missing Medical Gas Riser Diagrams (Issue): Riser sheets P521.2-1 and P521.2-2 contain domestic water risers only, omitting medical gas distribution risers entirely.

Riser Sheet P523.2 to be issued in the upcoming Addendum.

13 High Pressure Steam Spec Omission (Issue): Sheet M201.2-1 shows an 80 PSI High Pressure Steam line

Only the low-pressure steam connections are to be modified.

entering PRV Station 1, but Section 23 22 13 specifies piping materials only up to 15 PSI Low Pressure Steam

14 AHU-5 Heating/Cooling Spec Mismatch (Issue): Section 23 74 13 specifies DX cooling and gas-fired heating, whereas Sheet M600.2-1 schedules AHU-5 with chilled water and glycol heating coils.

Specification section 237413 to be replaced by section 237313 in upcoming Addendum.

15 Sterilizer Utility Rough-In Gaps (Issue): Medical Equipment Schedule on Sheet A712.2 omits steam, condensate return, compressed air, and exhaust duct connections required for steam sterilizer STS and washer WD per Section 11 53 00.

The AMSCO 400 steam sterilizer has internal steam generator.

It will have a drain/condensate connection, cold water connection for the steam generator, RO connection for final rinse, and the sterilizer cavity is exhausted. There are no compressed air connection for that (the single chamber double door disinfector has it not these unit).

16 Electrified Door Hardware Rough-Ins (Issue): Hardware Sets 1.0, 2.0, 3.0, 6.0 in Section 08 71 00 mandate card readers and electric locks, but Sheet E202.2-1 and Sheet E302.2-1 lack 120V power connections or low-voltage box rough-ins.

Provide rough-in for power and low-voltage for scheduled door hardware. Refer to Addendum No. 1 for revised electrical plans.

17 Above-Ceiling Spatial Clashes (Issue): Main 32"x28" ducts, deep recessed luminaires, and VAV 5-02/5-05 units collide with structural steel W-beams in restricted 8'-0" corridor ceiling plenums.

Additional clarification required for exact interference concerns.

Recommend field verifying and routing ductwork as applicable to avoid interferences. Contractor shall schedule overhead coordination meeting to review any existing conflicts.

18 Work Hours / After-Hours Requirements The Scope of Work states that work within the existing building is generally limited to 8:00 AM to 5:00 PM, Monday through Friday, with after-hours work potentially required to minimize disruptions. However, the Infection Control/Life Safety drawings state that all work is to be performed after-hours/overnight or on weekends/holidays.

Please clarify the intended working hours for this project and identify which specific areas or activities are required to be performed after-hours, overnight, weekends, or holidays. For bidding purposes, please confirm whether the

Reference H.1 work Hours. The Contractor shall assume that work will generally be performed between the hours of 8:00 AM and 5:00 PM, Monday through Friday. Disregard note. All project scope contained in project work area.

greater clear widths for patient-bed transport or emergency operations.

43 Existing Sprinkler System Configuration Please clarify whether the affected areas are served by wet-pipe, dry-pipe, preaction, or a combination of sprinkler systems. The specifications contain requirements for multiple system types, making the required project-specific scope unclear.

Please identify which existing systems are being modified under this contract.

The existing areas are served by wet-pipe sprinkler systems and only wet-pipe will be modified.

44 Fire Watch Please clarify whether fire watch will be required during approved sprinkler/fire-alarm shutdowns and, if required, whether fire-watch personnel are to be provided by the

Provide fire watch as required and coordinated with IHS COR.

45 Contractor Staging and Storage Please identify the specific exterior staging, laydown, dumpster, crane, and Contractor parking areas available for the project.

The specifications also indicate that existing building spaces may be used for storage. Please identify which interior areas will be made available to the Contractor and any restrictions associated with their use.

Refer to attached site plan.

46 Temporary Construction Fencing Specification Section 015000 requires a six-foot-high fence around the construction site.

Please clarify the intended limits and approximate extent of required temporary fencing, particularly since the majority of the work occurs within an occupied hospital. Please identify the exterior areas that must be fenced.

Refer to attached site plan.

47 Construction Access Route Please identify the approved Contractor material-delivery and debris-removal route through the hospital, including elevators, stairways, corridors, loading docks, or temporary openings that may be used.

Refer to attached site plan and sheet G112.2.

Please clarify whether any elevators will be designated for Contractor use and whether there are restrictions on hours of use.

48 Dumpster / Waste Handling Please identify the approved dumpster location and confirm whether construction debris may be transported through the building using the designated construction route.

Please also identify any special hospital requirements for covered carts, sealed containers, cleaning, or disinfection during debris removal.

Refer to attached site plan.

49 Fourth-Floor Work Reference The Infection Control/Life Safety drawings include a note referencing "work in the fourth floor area," while the primary renovation scope appears concentrated on the first/second floor and rooftop/mechanical areas.

Please clarify whether any fourth-floor construction is included in this solicitation. If so, please identify the applicable drawings, scope, and required work.

Disregard ALL references to Fourth Floor. No fourth floor.

50 The Life Safety Plan shows opening B247A in blue linework designated as a 2-hour fire-rated partition. The Door & Frame Schedule assigns B247A a 45-minute minimum fire rating; the sheet’s U.L. label table identifies that as a ¾-hour rating. A 2-hour fire barrier requires a 90-minute opening protective, so the scheduled rating for B247A is insufficient.

Linework is shown as existing smoke barrier. Door B247A is scheduled correctly.

51 The second-floor medical-gas plans show new medical-gas piping and a connection to a zone valve box, but do not depict or call out area alarm panels, master alarm panels, alarm sensors, or associated alarm wiring for OR B248, OR/OB B250/B251, Pre-Op B243, Post-Op B255, or RECPT.

OR CONTROL B244. P302.2-1 and P302.2-2 were visually checked; neither identifies medical-gas alarm equipment.

The cited riser sheets contain domestic-water riser

The intent is to reuse the existing zone valve box and associated area alarm panels and connections as applicable.

diagrams rather than medical-gas alarms or distribution information: P521.2-1 and P521.2-2. The electrical special-systems plans likewise identify only the listed special-systems work and no medical-gas alarm system: E302.2-1 and E302.2-2. Section 22 60 00, 1.06.A and 3.01.A require the medical-gas work to comply with NFPA 99. The documents therefore do not establish the required Category 1 area/master alarm coverage, locations, sensors, or electrical interface for the renovated medical-gas zones.

52 Mechanical Schedule on sheet M600.2-1 and Electrical Roof Power Plan sheet E203.2-1 designate the rooftop air handler as "AHU-5". However, Electrical Panelboard Schedule 2C1H on sheet E600.2-1 (Ckts 1,3,5 and 2,4,6), Panel 2N5L Ckt 10 on sheet E600.2-1, and Special Systems Plan sheet E302.2-1 designate the same equipment as "RTU-1" / "ROOFTOP UNIT RTU-1". This naming contradiction creates ambiguity during bidding, submittal review, and panelboard directory labeling.

Refer to Amendment A00002, Attachment: B01 Attachment J01c Addendum No. 1 and Bid Response Attachments

53 The COMP-1 air-compressor schedule identifies a 480 V, three-phase compressor with MCA 6 A and MOCP 15 A.

Panel 2N3H on the electrical schedules depicts COMP-1 on circuits 16, 18, and 20 with a 20 A three-pole breaker.

The documents therefore provide inconsistent overcurrent-device ratings for the same equipment. The second-floor power-plan keynotes also require the compressor power connection requirements to be field verified with the equipment supplier.

The breaker has been adjusted accordingly

54 The mechanical schedules require EUH-1 to be “ON EMERGENCY POWER” (Electric Heater Schedule Note 3), EF-2 to be on emergency power (Exhaust Fan Schedule Note 2), and the hot-water VAV terminal units to be on emergency power (VAV Schedule General Note B). In contrast, Panel 2N5L assigns EUH-1 to circuit 12, EF-2 to

These circuits have been moved to the emergency panel circuit 19, and the second-floor VAV boxes to circuits 14, 16, and 18. The partial electrical riser feeds 2N5L directly from existing panel 2N1DP and contains no emergency/essential-power source, transfer equipment, or branch designation. The issued documents therefore do not reconcile the mechanical emergency-power requirements with the indicated normal-power feeder path.

55 The two small toilet rooms between Decontamination B227 and Clean Workroom B230 don't carry finish tags on A602.2. Are they in the Phase 2 paint scope?

No small toilet rooms between those rooms.

56 Door B233B is the only wood door on the schedule marked FF. Is that field finish by the painter, and is it paint or stain?

Door B233B shall be VF not FF.

57 Spec 099123 includes a waterborne dryfall system for exposed structure in utilitarian spaces. Which rooms does that apply to?

No exposed structure. Disregard note regarding dryfall paint system.

58 Per Dwg. E500.2, Detail 3----New panelboard 2N3H should be fed from existing panelboard 2N2H. 2N3H is called out to be a 250amp panel. 2N2H is only rated for 225amps and per the manufacturer has no provisions for a 250amp sub feed circuit breaker. (See page 2)

225A is acceptable
