The project involves the complete replacement of the existing roof system over the original hospital building and maintenance garage, totaling approximately 73,400 square feet. The contractor must remove the existing Duro-Last PVC membrane, EDPM membrane, and polyisocyanurate insulation, then install a new roof assembly consisting of polyisocyanurate continuous insulation, impact board, and 60 mil thick PVC membrane roofing. The insulation must meet IECC 2021 requirements with a minimum R30 value at any point, sloped at ¼ inch per foot toward existing drains and ½ inch per foot on cricket runs. The project has a period of performance of 180 calendar days from Notice to Proceed, with work hours of 8:00 a.m. to 5:00 p.m., Monday through Friday.
The contractor is responsible for all demolition, new installation, cleanup, and site restoration, including removal and reinstallation of electrical components, replacement of vent caps and drain inserts with new components, removal of existing parapet flashing and installation of new flashing, and provision of both one-year and minimum 15-year no-dollar-limit labor and material warranties for the PVC membrane roof system with very severe hail and 90 mph wind coverage. All roofing work must comply with manufacturers' specifications and applicable building codes. The contractor must also comply with tribal employment requirements administered by the Oglala Sioux Tribe Tribal Employment Rights Office (TERO), which typically include a 4% fee on total contract price and weekly certified payroll reporting. Submittals for roof membrane, coverboard, membrane replacement strategy and timeline, insulation, flashing, and vent caps must be approved by the Contracting Officer's Representative before ordering materials. Payment will be made on a fixed-price basis following government acceptance of schedule items and properly submitted invoices.

STATEMENT OF WORK
Pine Ridge Hospital Roof Replacement Pine Ridge Service Unit
Pine Ridge, SD
1. Project Description A. Title: Pine Ridge Hospital Roof Replacement
B. Location: This project is at the Pine Ridge Hospital, in Pine Ridge, SD.
C. Period of Performance: 180 calendar days from Notice to Proceed.
D. Description: The project defined within this Scope of Work is the installation of a new PVC membrane roof assembly over the original hospital building including Replacing insulation and impact board.
Approximately 73,400 S.F. roof insulation and membrane will be removed and replaced. Contractor shall install products following all manufacturers’ specifications.
E. Background: The roof over the original hospital building is past its expected life. Substantial patching has occurred within the last 5 years to address numerous leaks throughout the facility. Pine Ridge receives severe hail and windstorms frequently which have also contributed to the degradation of the existing membrane roof. Saturation of the insulation has also been identified, and severe pooling of water indicates drainage issues. The roof over area J expansion and the emergency department expansion are not part of this roofing project and are marked out of scope in Appendix A. The existing roof product is a PVC membrane branded “Duro-Last”
