Summary: Statement of Work - Pine Ridge Hospital Roof Replacement
This Statement of Work details the roof replacement project for Pine Ridge Hospital, located on the Pine Ridge Indian Reservation in Pine Ridge, South Dakota, with a 180-calendar-day performance period commencing from Notice to Proceed. The project scope encompasses removal and replacement of approximately 73,400 square feet of existing roof membrane, insulation, and associated components over the original hospital building. The contractor must install a new 60-mil PVC continuous roofing membrane system compatible with existing J-wing roofing, polyisocyanurate continuous insulation with a minimum R30 value per IECC 2021 standards, and class 4 hail-resistant cover board. The work includes demolition of the existing Duro-Last PVC membrane and polyisocyanurate insulation, removal and reinstallation of all roof-mounted electrical components including solar panels and lightning protection systems, replacement of vent caps per IPC standards, new parapet flashing, and site restoration to original condition.
The contractor must provide a 1-year labor and material warranty for all work and a 15-year labor and material warranty specifically for the PVC membrane roof system installation. Critical operational requirements include daily jobsite cleanup compliant with Infection Control and Safety Officer standards, submission of detailed construction schedules and material submittals (roof membrane, coverboard, insulation, flashing, vent caps, and replacement strategy) to the Contracting Officer's Representative within specified timeframes, and mandatory compliance with Tribal Employment Rights Office (TERO) requirements including a 4% fee on total contract price, weekly certified payroll submissions, and $250 annual work permits per non-local employee. Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, with an onsite superintendent required throughout construction. STATEMENT OF WORK
Pine Ridge Hospital Roof Replacement Pine Ridge Service Unit
Pine Ridge, SD
1. Project Description A. Title: Pine Ridge Hospital Roof Replacement
B. Location: This project is at the Pine Ridge Hospital, in Pine Ridge, SD.
C. Period of Performance: 180 calendar days from Notice to Proceed.
D. Description: The project defined within this Scope of Work is the installation of a new PVC membrane roof assembly over the original hospital building including Replacing insulation and impact board.
Approximately 73,400 S.F. roof insulation and membrane will be removed and replaced. Contractor shall install products following all manufacturers’ specifications.
E. Background: The roof over the original hospital building is past its expected life. Substantial patching has occurred within the last 5 years to address numerous leaks throughout the facility. Pine Ridge receives severe hail and windstorms frequently which have also contributed to the degradation of the existing membrane roof. Saturation of the insulation has also been identified, and severe pooling of water indicates drainage issues. The roof over area J expansion and the emergency department expansion are not part of this roofing project and are marked out of scope in Appendix A. The existing roof product is a PVC membrane branded “Duro-Last”
