About this file
This is Amendment A0004 to RFP 75H70126R00009 issued by the Indian Health Service (IHS) - DES Seattle on February 5, 2026, providing an updated Questions and Answers (Q&A) sheet. The amendment is effective February 5, 2026, and modifies the original solicitation dated January 5, 2026. The Government stated it is not accepting any further questions or inquiries concerning this RFP, and all other terms and conditions of the solicitation remain unchanged.
The Q&A sheet contains 147 questions submitted by potential offerors between January 12 and January 29, 2026, with responses provided through February 5, 2026. Questions address technical specifications covering construction materials and methods (including PEX piping, countertops, masonry, drywall, roofing, windows, flooring, and signage), delegated design responsibilities, utility tie-ins and permitting requirements, site logistics and staging areas, environmental and HAZMAT concerns, contractor personnel requirements, bonding and warranty provisions, and administrative clarifications regarding project scope and performance standards. Responses confirm design intent specifications, clarify contractor responsibilities for permits and testing, address substitution requests for materials, establish that most inspections and testing are contractor-provided, and provide specificity on personnel roles, site access, utility coordination, and the 730-day period of performance. Key clarifications include confirmation that Buy American Act compliance is required, that one individual may fulfill multiple personnel roles if qualified, that NPPD transformer costs are contractor-responsible, and that fundamental commissioning is Government-provided through the A/E while the contractor provides support.

Can we get a specific countertop manufacturer and color selection specification? The spec section identifies three solid surface manufacturers with a note to cover the full line, which has a very wide cost range. Also, note that due to the size of the islands there will be a seam and the waste will be significant. We would like to propose using an import or domestic quartz or granite material instead of the solid surface material.
Is that acceptable?
01/29/2024
The durability of quartz is acceptable over solid surface. The maintainace of granite is less desirable. Solid surface was chosen over quartz due to cost concerns as it's typically 20-30% more than solid surface. If quartz can be shown to be a more cost effective solution, then quartz would be our recommendation. A/E

01/29/2024
The site conditions does not require waterproofing on the foundation walls. This is a choice of more local availability and pricing. However, it should be a floating luxury vinyl plank product, not glue down. The Mohawk is generally a more rigid and dent resistant while the Shaw product is softer and more comfortable under foot.
