The document contains 146 questions and answers submitted by offerors between January 12 and January 27, 2026. The questions address a wide range of technical and administrative matters related to construction of a multiplex residential facility, including clarifications on architectural and structural design details, mechanical and electrical systems, material specifications, foundation design criteria, site logistics, permitting responsibilities, utility tie-ins, environmental requirements, survey and testing responsibilities, key personnel requirements, delegated design scope, bonding requirements, and evaluation criteria for specialized experience and construction schedules. Notable responses include confirmation that the project does not include residential appliances, that manual shades are required (not motorized), that Buy American Act compliance is required with NAICS Code 236116 and $45 million size standard, that the period of performance is 730 days, and that outdoor work should be scheduled during warm season while indoor work is scheduled during cold season. Spec indicates waterproofing on the foundation walls, but with this project not having a basement it doesn't make sense.
Also there is a detail indicating drainage tile at the footing. If this project had a basement area that tile would make sense, but it is a shallow foundation detail.
Can you please clarify. See attached for specification reference and drawing detail sheet.
