About this file
This document is an Amendment (A0005) to a Request for Proposal (RFP) for a Tribal Injury Prevention Cooperative Agreements Program (TIPCAP) contract issued by the Indian Health Service (IHS). The amendment extends the RFP response deadline from November 12, 2025, to November 19, 2025, at 1:00 PM PT, and includes several key modifications: changing the period of experience consideration from 7 to 6 years, updating the Past Performance section to allow previously submitted Performance Questionnaires (PPQs), and adding a FAR provision confirming the contract will be firm-fixed price. The amendment also provides a comprehensive Q&A document addressing various technical and administrative questions from potential offerors, including clarifications on key personnel requirements, past performance submission guidelines, and self-performance calculation methods. The solicitation is set aside for Indian Economic Enterprises and focuses on injury prevention programs for American Indian and Native American communities.
The contract will require a contractor to support injury prevention initiatives, with specific tasks outlined in the Performance Work Statement. Key requirements include providing project management, research capabilities, and technical support for injury prevention programs. The government will evaluate proposals based on factors including technical capability, key personnel qualifications, past performance, and Indian Economic Enterprise representation. Offerors must demonstrate experience working with American Indian and Native American communities, provide detailed resumes for key personnel, and submit past performance documentation. The total contract duration appears to be five years, with a firm-fixed price structure. Potential bidders must carefully review the detailed amendment and accompanying RFP documents to ensure full compliance with the solicitation requirements.

Under C.6. Tasks, Deliverables, and Reporting, X. Other details Contractor Qualifications for a Project Director and Research/Technical Advisor. Can you tell me if these personnel are required to be employed directly by the contract recipient or if they are allowed to subcontract out for these staff person(s)?
10/06/2025
This decision is at the discretion of the Offeror.
However, Offerors are reminded that for service contracts under this ISBEE Set-Aside, the Prime Contractor must ensure that no less than 50 percent of the cost of contract performance incurred for personnel is performed by the Prime and/or “similarly situated entities.”
Accordingly, if these positions are subcontracted, they must be accounted for within the self-performance calculation to ensure compliance with 13 CFR §125.6 and FAR 52.219-14 (Limitations on Subcontracting).

Can the government provide the historical level of effort on the incumbent contract, including, by year, the labor categories utilized, number of hours in each labor category, and any other direct costs included in the budget?
10/15/2025
The Government does not have historical level-of-effort (LOE) data available in a format suitable for release under this solicitation.
Additionally, certain information contained in the incumbent contract may be proprietary to the current contractor and therefore cannot be disclosed under the Federal Acquisition Regulation (FAR) Part 3.104 and FAR 15.201(f).
Offerors are advised to develop their proposed staffing and cost approaches based on their independent assessment of the requirements described in the Performance Work Statement (PWS) and other solicitation documents. Any assumptions made regarding historical workload or level of effort should be clearly identified in the proposal submission.
The Government will not release any additional cost or labor data related to the incumbent contract.

RFP Page 4 / Section B / Table 1: Schedule of Items The RFP indicates in Section B, "Travel-Not-to Exceed (actual cost for all travel will be paid in accordance with the Federal Travel Regulations, and no G&A, overhead, or profit may be applied)," G&A is considered cost and part of cost recovery consistent with Total Cost Input (TCI) accounting systems as defined in and applied consistently per FAR CAS 9904.403, Allocation of Shared Services Expenses to Segments and 9904.410, Allocation of Business Unit General and Administrative Expense to Final Cost Objective. This is considered to be allowable cost recovery under the JTR, FAR, and CAS. Will the government consider changing this section and remove the word “G&A” and leave only Fees?
10/15/2025
The language in Section B of the RFP stating that “no G&A, overhead, or profit may be applied” to travel costs is intentional and reflects the Government’s position on this procurement.
While we acknowledge that G&A can be an allowable indirect cost under CAS and FAR, for the purposes of this solicitation, travel costs will be reimbursed at actual cost in accordance with the Federal Travel Regulations (FTR), and no indirect costs (including G&A) or fee may be applied. This approach is consistent with internal agency policy and cost control measures.
As such, the Government will not revise the clause and will maintain the current restriction on applying G&A to travel.

RFP Page 38 / Section L.4.1 / Factor 4: Past Perforance Many companies are structured with multiple divisions or multiple legal entities that individually perform Prime Contracts but fall under a broader corporate umbrella.
Recognizing such corporate structures exist across the industry, the procurement rules and numerous GAO decisions have made clear that procuring agencies may evaluate and credit an offeror with the past performance and corporate experience of sister subsidiary companies where the offeror’s proposal demonstrates that the resources of the sister subsidiary (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. See GM–Bulltrack, B- 414591.6 (Comp. Gen. Oct. 30, 2018) (holding that an agency may properly attribute the experience or past performance of a sister subsidiary), and Iyabak Construction, LLC, B-409196 (Comp. Gen. Feb.6, 2014) (holding that the agency failed to articulate a rational basis for solicitation’s refusal to consider experience and past performance of sister subsidiaries).

RFP Page 38 / Section L.3.3 / Factor 3: Key Personnel and Management Approach Factor 3 states “All work or experience should be within the last 7 years from the date proposals are due”.
Will the Government please clarify if this mean offeror’s can only describe the KPs work history for the past 7 years within their resume?
11/06/2025
The reference to “seven (7) years” in Section L.3.3 was a typographical error. The correct period is six (6) years from the date proposals are due.
Yes. Key Personnel resumes should reflect relevant experience gained within the past six (6) years from the proposal due date. Experience prior to that period will not be evaluated.

Due to the ongoing government shutdown, several of our projects have federal staff who are fully furloughed and unable to complete the PPQs or CPARS. Will the government permit a similar experience written submission in place of an official CPARS or PPQ?
Alternatively, may we submit the PPQs within five days after the shutdown is lifted?
11/06/2025
See Government response for item #19.
