About this file

Summary

This is a Solicitation/Contract Document for IHS Project PO-24-D28, a water service connection project for the Marquette Hendrickx residence in Spokane County, Washington, issued by the Coeur d'Alene Tribe IHS Spokane District Office. The project involves connecting an individual homesite to the City of Spokane's municipal water system while abandoning an existing well. The work must comply with City of Spokane Water Department Rules and Regulations, City of Spokane General Special Provisions for Private Contracts, WSDOT Standard Specifications, and American Public Works Association standards, with the higher quality standard applying where conflicts exist.

The Base Bid Schedule A includes eleven line items for construction work: mobilization/demobilization, asphalt sawcutting and removal, water main exposure, excavation and backfill at 5-foot depth, pressure regulating valve installation, 1-inch curb stop and box installation, road section replacement to city standards, 1-inch HDPE water service line installation (200 linear feet), and site restoration. Base Bid Schedule B consists of five City of Spokane fee line items for water tap and meter application, 1-inch water tap, water main tie-in, 3/4-inch water meter in PVC box, and meter box installation. An Additive Alternate Bid Schedule 1 provides excavation pricing for general excavation (55 cubic yards), loose rock excavation (15 cubic yards), and solid rock excavation (15 cubic yards). Payment is based on actual quantities installed measured in the field and verified by the Project Engineer, with unit bid prices constituting full compensation including all labor, materials, equipment, and incidental work. No TERO fees apply, and the City of Spokane Gross Facilities Charge is not eligible for IHS funding, requiring contractor verification of homeowner payment arrangements with the city.

PART 2 – PRODUCTS – Not Used

PART 3 – EXECUTION

3.1 ROCK MEASUREMENT

A. Determine rock profile by one of four methods:

1. Excavating and exposing the rock, prior to blasting.

2. Drilling prior to excavating and blasting.

3. Blasting and excavating, then measuring rock. Note: 20% reduction in rock volume shall be factored in to account for expansion.

4. Water displacement: A large container of known inside dimensions shall be filled with water to the rim. The boulder or rock shall be placed in the container and then removed. The displaced water shall be determined by measuring the drop in water level after removing the rock. Water accidentally removed by the excavator bucket will not count toward rock volume.

B. Measure solid rock to the nearest 0.1 foot from the surface and no less than every ten feet along the rock profile.

1. Trenches - Take measurements from the top of the rock to a point 6 inches below the invert of the pipe and 12 inches from each side of the pipe or appurtenance with a maximum 30-inch trench width allowed.

2. Structures – Take measurements starting at 24 inches from the edge of the structure.

C. Measure quantity of loose rock in cubic yards.

D. Coordinate with Project Engineer or representative prior to rock measurement.

3.2 EXCAVATION

A. Depth: Excavate a minimum of 6 inches below the pipe invert or structure.

B. Width (structures): Maintain a minimum 1-foot clearance between outer surface of structure being installed and wall of excavation.

C. Width (piping): Maintain a minimum 6-inch clearance between outer surface of pipe being installed and wall of excavation.

D. Refer to Section 02340 – Excavation, Trenching and Backfill for backfilling requirements.

If the native backfill material contains large rocks and boulders, the initial backfill layer shall be increased to at least 18 inches above the top of the pipe.
