26. SOW, I. Executive summary. The term used in this SOW, is “overlay”. Will the term overlay be following the NRCA Roof Manual for applications of overlay/re-cover for a membrane system?

Reason: Overlay and Recover have specific applications for building code. This SOW uses the term overlay which means the existing TPO membrane will “not” be removed but have an overlay membrane over TPO should be fully bonded to the existing roof membrane. Fully bonded systems prevent air and moisture from being trapped between the existing and new membrane, mechanically attached systems do not provide a fully bonded system.

Overlay is used because a new system is being overlaid over the current system.

27. Sec. 2. DESCRIPTION: 2.1. “Encapsulate” the existing system;

implies liquid roofing options. Will fully bonded liquid overlay options be considered to provide an overlay membrane on this roof?

No. Mechanically attached systems do not encapsulate if mechanically attached on top of an existing membrane. Cold applied seamless CRRC rated products encapsulate and are fully bonded to existing membranes.

28. Will missing or broken roof drain covers/grates be replaced under this contract? Does the COR have a specific type/make/quantity that is required; plastic or cast iron?

Reference: This is not addressed in the SOW or Solicitation.

29. Section 3.1.1.4 states to comply with all federal regulations for this project. Does this mean that the project must comply with Federal Sustainability Design Manual and follow cool roof applications called out by ASHRAE 90.1, DOE, EPA, CRRC, and Climate Action Plans?

Yes, if it falls under federal regulations.

30. Sec. 3.1.1.6.1. Does the COR have areas located and mapped with known existing wet insulation iso-board?

No. An overlay system does not disturb the existing membrane or remove the existing system, it is left in place and encapsulated. Known areas can be removed and new iso-board installed with a full Mesh Reinforced Elastomeric Coating (MREC) system if needed prior to encapsulating the entire deck.

31. Sec. 3.1.1.15. Will a listing of Facility Management personnel be provided to contact per the SOW, or is this person going to be the COR and alternate COR for this project?

COR will be the contact and the day to day operations will be a facility personnel. This will be provided at time of award.

32. Can the COR provide a listing, location, window size that may need to be covered per the SOW?

Yes, but since are no patients above the roof this won’t be necessary.

33. Sec. 3.1.1.19. Will the COR provide a copy or web-link to ILSM to review?

Will be provided in a forthcoming amendment

34. Sec. 3.1.1.23. Will IHS employees be on the roof during construction as escorts? Will these IHS employees be OSHA 10 or 30 certified for safety compliance on roof construction. Or is section 3.1.1.23 for escort inside the facility?

Yes, they will be more for escorts. Contractor shall be certified for any safety compliance.

35. If the SOW requires an overlay system, why does section

3.2.1.1 state remove existing roof and flashing and coping?

These systems can be encapsulated into the new overlay system with self-flashing products.

In any areas that require proper installation of the new overlay system, contactor shall follow proper instructions of the new system requirements.

36. The SOW states overlay system, why does section 3.2.1.2 state remove roof system down to the substrate? This means a full re-roof and removing all the iso-board not an overlay system.

Areas where it may require remove of original system due to damages, contractor shall inform COR and CO that this needs to be replace to insure proper installation.

37. Sec. 3.3.1.4. Why would additional insulation board be mechanically attached which put thousands of holes into the substrate?

With overlay systems that do not disturb the existing membrane, per code no additional insulation board is required because it's a maintenance overlay application not a re-roof. New overlay liquid systems can drop surface temperatures up to 60 degrees, provide thermal emittance, and reflect solar rays 88%.

Current system is peeling and will not be hold new system without being mechanically attached.

38. Sec. 3.3.1.4. Will alternate overlay systems be considered that exceed the SOW requirement of 0.60mil mechanically attached membrane?

This .60mil infers a TPO system mechanically attached. TPO 0.60mil only has 0.20 mils thick of top coat UV stable reflective membrane. The other two layers that total 0.40mils are not UV stable and are petroleum based products which break down in water and re-emulsify. Systems that are “not” mechanically attached and are cold applied monolithic systems do not have thousands of deck screws causing thousands of possible leak points for water intrusion. TPO if used on 107K square foot roof will have on average 36K linear feet of seams. Seams and penetrations are the leading cause of roof leaks and is also the current problem with this roof.

Monolithic seamless systems that exceed LEED, CRRC, DOE, and EPA specifications are available at a lower cost with 20+ year warranties exceeding Federal Design Sustainability Guidelines. TPO average life cycle is only 10-15 years and if mechanically attached has additional labor and product costs.

Yes as long as it meets or exceeds the characteristics in the SOW.

39. Sec. 3.3.1.4. Does the COR have a specific make/model/manufacturer for roof top supports? Will stainless steel and UV stable warrantied products be called out for this SOW?

45. SOW Section 4.1 only shows 35 days of roof work. With multiple deck levels and coordination with the Facility Management will this timeline incorporate additional days for completion or does NNMC want to have multiple roofing crews working on different decks to complete all work in 35 days?

The period of performance will be adjusted to add an additional 30 calendar days to the roof renovation. The overall period of performance is changing from 104 to 134 calendar days.

46. Will the COR provide a water source and 120v electrical source on the roof deck for normal daily use?

Facility agreed to provide power and water.

47. Will the COR confirm the installation of one-way vents across the roof deck? Overlay systems on TPO membranes can trap air and moisture under the deck, this can lead to corrosion of substrate materials, interior trapped humidity, and blistering of the existing TPO membrane.

Will confirm prior to construction.

48. Does the COR have a specified repair system for stucco parapet walls?

No

49. Does this SOW require repainting the stucco parapet walls? If patches and repairs are made to cracks in the stucco, the paint won’t match across the entire parapet wall field.

If patching is required yes repainting shall be done.

56. Can the COR provide maps/drawings with the decks having overlay? Can the COR provide a map with locations outlined in green or some color to distinguish exactly all areas/decks that NNMC requires an overlay membrane?

Maps have been provided. The main building is what is requires the overlay. The west building which not included shall not be included.

57. Sec. 3.3.1.4. The SOW requires ½” insulation be added across all decks prior to overlay. Does the COR plan on including raising drains, scuppers and equipment curbing across the entire roof deck? This will add significant costs, labor, and increase project timelines to raise all these areas to match new deck elevation. This isn’t needed with an overlay system exceeding SRI values, encapsulated fully bonded cold applied liquid overlay systems.

No contractor should be able to taper insulation to match existing heights of drains and curbs.

58. Will the government perform the under-deck inspection on the main building roof?

o Example: Contractor needs this information as the separate generator building had electrical conduit attached to the underside of the substrate which makes a mechanically attached roof system difficult. Screws will penetrate conduits if not identified.

76. Can CPAR’s be submitted in lieu of PPQ’s? As found on page 50 of the solicitation, Past performance will be evaluated using the Contractor Performance Assessment Reporting System (CPARS). Offers should submit copies of their CPARS ratings for all projects submitted under Factor 1 - Specialized Experience or if no relevant past performance history is available for your submitted projects in CPARS, you may choose to utilize the attached Past Performance Questionnaire (PPQ) (Section J, Attachment J05) which will be used for evaluation.

77. Are all contractors to comply with the Navajo Preference in Employment Act/TERO requirements?

Yes

78. Are Structural As-Builts available for the two rooftop Maintenance enclosures located on the Main Roof? The current mounting of the spring isolators (Photo Below) for the rooftop exhaust units creates a non-warrantable roof detail and may prevent the installation of the specified ½” separator board unless these units can be raised or an alternate means of roofing these areas determined.

Yes. See attached drawings

79. Given the varying thicknesses of insulation found in the roof core photos provided, are tapered roof insulation layouts available for the various roof levels?

80. Are Structural As-Built drawings of the roof levels scheduled to be overlaid available indicating joist/decking elevations for determining structurally sloped decking areas?

Yes. See attached drawings

81. Item 4.1 of the SOW lists 30 calendar days for completion of the roof overlay. With the addition of the north sections of roofing, issues related to standing water/wet insulation, and the potential need to raise mechanical units supported by spring isolators to run new membrane underneath the existing unit, would IHS consider doubling the Roof installation time to 60 calendar days.

See answer #45

82. Are contractors to include cost for a thermal scan to determine area’s of wet or saturated insulation that will need to be replaced? Or will the government perform this before proposal deadline?

No and government will not perform this.

83. Given the extreme deterioration of the existing single-ply membrane coupled with the areas of visible ponding, dust accumulation, and evidence of slow/low drainage capabilities for portions of the roof should we include an allowance for replacement of 5% of the total roof area along with a per square foot unit cost to cover replacement of additional wet insulation that may occur?

Yes

84. Do we need to include an allowance and/or per square foot cost to replace any rusted or deteriorated metal decking that may be found?

Contractor shall provide cost per square foot for metal decking that may require replacement.

85. As evidenced by visual observation of the underside of the freestanding Mechanical building roof structure, there are area’s where conduit has been run up into the flutes of the metal roof deck. This creates the potential for conduit or piping to be pierced by roofing fasteners that must penetrate the top of the metal deck flutes by a minimum of ¾” to provide adequate wind uplift resistance. This could potentially shut down equipment or services in any given area of the medical center as many areas may not be accessible for observation of the underside of the roof structure.

Contractor will be responsible to inspect under-deck prior to work being performed.

86. Are there As-Built Architectural/Structural drawings that might indicate if the existing exterior wall assemblies are masonry, concrete, or steel stud framing?

Yes. See attached drawings

87. The north roof addition has a series of columns sticking up through the roof. Typically, these would be concrete and left in place for future expansion upwards. That also can indicate the roof structure for the north addition is flat structural concrete with a fully tapered insulation system that could be removed later to expose the new” floor” of the future addition. This will impact the type and length of fastener we would need to use and possibly require hammer drilling at each fastener location to secure the new roof in place. Can IHS provide As-Built Architectural & Structural drawings of the north addition to confirm what we are working with here..

Metal decking is the under the flat roof system.
