Amendment 00002 dated 06/17/2020

1.
T2, Item 9

A2, Item 1

Specifications and drawings do not specify the new lightning protection system is to be certified by an accredited 3rd party inspector such as Underwriters Laboratories or equal. Drawing page T2 item 9 and A2 Item 1 in general notes states: All work shall conform to the most current version of IBC, NFPA, IHS criteria and applicable Local, State, and Federal codes. Nowhere that I can locate does it state to certify the system to be sure it functions and is brought up to compliance with current codes.
TR
The lightning protection system is to be installed as shown in drawings, which reflects the initial installation. Certification of the system will not be required as it has not been certified for over 20 years. Bring the lightning protection system into compliance with current codes may be considered under a separate project in the future.
2.
Detail 3/A3
Drawing 3/A3 shows PVC turning up the wall and is terminated using a termination bar fastened into the wall with sealant at the top. This is the same detail which is in place now and has failed. If the same detail is used, the same result will follow. The sealant is being applied to porous brick which can allow water intrusion, that together with the expansion and contraction of the sealant becomes a detail that is a maintenance item.
TR
Details 3/A3 and 1/A4 have been updated to include a saw cut-in at the mortar line of the brick and installation of reglet counterflashing over proposed termination bar.
3.
General
Does the Government have an as-built drawing shown what type of coverboard is in place now? The existing coverboard should be compatible with PVC, but if the coverboard has an asphaltic surface or coating, it will have an adverse effect on the new PVC.
TR
Details from the existing as-built drawings are attached to this amendment. The as-built drawing does not show the material used for coverboard, however, asphaltic coverboard is generally not used for rubber and vinyl membrane roofs.
4.
075417, 2.3
Specification 075419 – POLYVINYLE-CHLORIDE (PVC) ROOFING, 2.3 PVC Roofing A1 states: Thickness: 60 mils minimum. Without confirmation, contractors will bid project using a PVC 60 mil. PVC membranes are manufactured in accordance with ASTM 4434 Standard Specification for Polyvinyl chloride sheet roofing. ASTM D4434 is the optical method average and is not a minimuym
TR
The intention is that the smallest nominal membrane size to be used is a PVC 60 mil membrane.
5.
General
Would we be able to give NTP at the beginning of September
TR
Upon request of the successful bidder, the NTP may be scheduled for the first week of September.
6.
General
A request was made to consider a Versiflex PVC roofing system as an approved substitution for specified materials.
TR
Versico Roofing Systems Veriflex (PVC) membrane, 60 mil white, is an acceptable product.
7.
General
Is existing insulation to remain?
TR
Existing insulation that is in good condition is expected to remain. Insulation which is obviously damaged is to be replaced. An allowance for replacement of up to 10% of existing insulation and substrate by area is in the bid schedule.
8.
075419
Specification section 2.5 substrate board calls for 5/8” type X, but Section 2.8/D roof insulation board calls for ½” cellulosic fiberboard. Please clarify thickness and type of cover board to use.

Section 2.8 refers to substrate board between the metal deck and roof insulation. Section 2.5 refers to the cover board beneath the roof membrane.

9.
Line item 3
Line item #3 requires removal of membrane and any wet underlaying layers of insulation and cover board which includes a tapered insulation system. Tapered insulation systems involve a long lead time for material (two to three weeks). An unknown amount of an unknown dimension (taper) and only be determined upon demolition and inspection of the damaged tapered insulation. This would require us leaving the roof open for an extended period of time to obtain the proper amount of insulation.
TR
The bid sheet includes an allowance for replacement of up to 10% of insulation and substrate. Section 075419, Article 3.4 specifies temporary protection to be provided when work is halted indefinitely. Bidders should take into account temporary protection of up to 10% of the roof in their bid for an extended period of time. The successful bidder is free to perform core testing upon contract award to help determine the existence of damaged insulation, however, this will be at the contractor’s cost.

SF-1442, 13.b.

FAR 52.228-1

I didn't see any information regarding bid bonds (offer guarantees) in the solicitation other than the fact they are required. I had a couple of questions about bonding: What is the amount of bonding we will need? And are there Liquidated Damages?

RL
FAR 52.228-1 is incorporated in full text. The bid guarantee amount shall be at least 20 percent of the bid price.

52.228-1 Bid Guarantee (Sept 1996)

(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-

(1) To unsuccessful bidders as soon as practicable after the opening of bids; and

(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.

(c) The amount of the bid guarantee shall be 20 percent of the bid price.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

(End of clause)

3. All other terms and conditions of this solicitation shall remain unchanged.
