In accordance with Solicitation Section L.7 (Section D), the Offeror and all its significant subcontractor(s) identified in the proposal are required to provide a summary in table format to disclose past performance information for ALL CMS contracts/task orders greater than the simplified acquisition threshold and ALL relevant contracts/orders entered into with Other Federal Government Agencies, State Agencies, Local Governments, and Commercial Customers, with a period of performance end date within the last three years of the date of this solicitation.

Should the Offeror only include Technical Volume Sections A (Table of Contents) and B (Scenario Response) in their Phase I proposal response, or include the entirety of the Technical Volume as instructed in Section L.5?Solicitation Section L.5 and L.7 have been updated to clarify that only Volume 1, Section A & B are to be included in the Phase 1 submission.
RFPL.8, Section C(2)Indirect Cost Rate Agreements and Rate History88Sentence 3 states: "The Offeror shall also provide all data (Bases and Pools), methodology (accounting practices), and relevant information that supports the proposed indirect rates as fair and reasonable."
Does this apply if the Offeror possesses a history of government approved indirect rates and the Offeror is proposing indirect rates that do not deviate from current actuals?The requirements in Section C #2 only apply if the Contractor has no prior history of government approved indirect cost rates or if the Offeror is proposing indirect rates which significantly deviate from current actuals.

Comprehensive audits would result in less audits with larger sample sizes.
