About this file
This is Amendment 00002 to a Combined Synopsis/Solicitation (RFQ) issued by the FDA Center for Veterinary Medicine for the procurement of biosafety cabinets. The amendment reduces the quantity of required units from seven to two: one 6-foot Class II biosafety cabinet and one 4-foot Class II biosafety cabinet. Both units must meet NSF/ANSI 49 performance standards and include specifications such as 99.99% efficient HEPA filters, stainless steel construction, adjustable height bases (30-36 inches), front-accessible filter removal, sliding viewing windows with 10-inch working access height, audible and visual alarms, UV light fixtures, and a minimum 12-foot grounded electrical cable. The solicitation incorporates FAR Part 12 commercial item provisions and requires delivery to the FDA facility in Laurel, Maryland within 60 days of award, with final government acceptance required prior to payment.
The solicitation is issued as an RFQ on a Firm-Fixed-Price basis with no small business set-aside (NAICS 339113, 1000 employees). Award will be made to the lowest-priced technically acceptable offeror based on pass/fail evaluation of salient characteristics, NSF/ANSI 49 compliance, delivery requirements, warranty terms, and quotation completeness. Offerors must provide a 60-month manufacturer's warranty from the date of government acceptance, include technical and price quotations, warranty terms, UEI and SAM.gov registration confirmation, lead time for delivery, and country of origin documentation. The questions deadline is August 10, 2026 at 12:00 PM EST, with offers due as listed on SAM.gov. Submission is via email to the contracting officer (Iris Johnson, Iris.Johnson1@fda.hhs.gov, 301-796-3353) in searchable PDF and Excel formats. Invoicing must be submitted electronically through the Treasury Department's Invoice Processing Platform (IPP).
