Epoxy Floor Resurfacing Project Notice ID 75F40124Q00355
1. Can a site visit be scheduled?
Please see ‘Sol_A1_Revised RFQ Attachment_75F40124Q00355’ section 5 (beginning on page 2) for site visit information including RSVP requirements.
2. Is there an incumbent? Who is the incumbent?
There is not an incumbent; this is a new requirement.
3. Will you be using a contract vehicle for this?
An existing contract vehicle is not being used; this solicitation is an open market total small business set-aside.
4. Are there pictures of the existing conditions of the floor and work areas that can be provided?
No pictures are available.
5. The SOW states work is to be completed in 2 phases, what are the areas for phase 1 and phase 2?

6. Can extended hours of work be possible for quicker completion of the phases?
Please see SOW section 3.b. regarding acceptable work hours.
7. Are there any security requirements or special protocols for entering the facility?
From New Hampshire Ave FDA White Oak campus entrance, visitors must proceed to vehicle screening facility for directions to park and walk to building 22 to check-in and to be escorted.
8. Can you confirm that the contractor is not responsible for moving any equipment/fixtures to and from the work areas?
Contractor will not be responsible for moving any equipment/fixtures.
9. Will there be an area to place a 20yd dumpster?
No place for a 20yd dumpster. There is a dumpster onsite that can be used by the Contractor; but, Contractor will need to provide own trash bin with cover to transport waste to dumpster.
10. Can you please let me know how you would like the proposal sent to you?
See ‘Sol_A1_Revised RFQ Attachment_75F40124Q00355’ section 3 (beginning on page 1) for quotation submission instructions.
11. The SOW states that Floor color shall be an exact or equivalent match to SeamTek Battle Gray Quartz. Is it possible to provide the manufacture of this color to ensure it is an exact match?
The manufacturer of SeamTek Battle Gray Quartz is Life Science Products.
12. Could you confirm if I would be admitted access to the facility for the site visit, as I am not US citizen?
A person will not be permitted onto the FDA campus or into a FDA facility for the site visit if not a US citizen with valid ID.
13. Will this solicitation require bonding?
No.
14. The current floor has a sound base. Is it required to completely remove the existing floor?
No, removing existing epoxy floor in not required but grinding over current top epoxy floor coat should be performed.
15. We have a site security access/clearance question regarding our staff, which includes individual who have served their debt to society and been cleared by the correctional system, after a felony conviction. Is there a path forward regarding access to the subject project?
Individuals with a felony conviction are not prohibited from working on a Federal contract if they pass security requirements. These security requirements include fingerprinting and a full background investigation. Be advised that the required delivery timeline of this project may not provide for full adjudication of such individuals in time for them to work on the subject project.
16. What are the approximate linear feet of the cove base that’s included in this project?
Approximately 1500 linear feet.
17. I would like to know if the flooring technician will have the opportunity to match the flooring color to the existing or desired specifications and provide a sample for approval before the job starts. Ensuring that the flooring color aligns with the expectations is crucial for the success of the project, and I believe this step will help avoid any potential discrepancies. Could you please confirm if this procedure is included, or if there are any additional steps we need to take to facilitate this approval process?
An opportunity to provide a color sample to match existing floor color for approval before the job starts is acceptable.
18. Please confirm that 480-V 3-phase power will be made available for the contractor. If possible, please provide a drawing showing the electrical room location from where the power may be pulled.

19. Based on the facility diagram provided in the solicitation and discussions at the site visit, please confirm that Primate Corridor Zone 5 “south” of room 2299 is NOT part of the repairs. See diagram below with area in blue cloud bubble and marked with “Area not included in repairs.”

20. Based on the facility diagram provided in the solicitation and discussions at the site visit, please confirm that Primate Corridor Zone 5 “north” of room 2300 IS included in the repairs. See diagram below with area in blue cloud bubble and marked with “Area included in repairs.”
Yes Primate Corridor Zone 5 “north” of door entrance 2300 IS included in the repairs. Also, Primate Corridor Zone 5 “west to east” from door entrance 2301 to 2299 IS also included in the repairs.
