Sample letter of commitment or one that was used before. If using a letter that was used before, make sure to redact the name.
6 General L.2 Can the offeror propose a manager and the associated costs?
You must propose according to the exact title and minimum qualifications for each
Service Letter listed.
The Government will not tell you how to set up your own additional support staff for this requirement. This will be your own business decision.
7 6, 12 C.1, C.3 The RFTOP states: Background and Need: CDC Field
Epidemiology Training Program
(FET) is requesting the contractor seek a Resident
Advisor (RA) to reside and work in Samoa. Page 12 - C.3 Place of Performance

The Offeror shall submit “only” their primary candidate, and their resume. The

In the Minimum Qualifications and/or Certifications for each of the 3 personnel to be hired

Manager on pages 11 and 12), it is indicated that Offerors can only propose US citizens and non-citizens that meet the specified criteria. QUESTION:
Are Offerors only able to hire
US personnel or non-citizens that meet the exceptions? Or can
Offeror’s hire in-country staff native to and residing in the country?
The labor source for each Service Letter must meet the minimum qualifications as stated.
The additional statement about citizens or non-U.S.
citizens must be followed along with the exception stated.
You are not allowed to propose any person for each of the Service
Letters that do not meet those minimum qualification and instructions as listed in the RFTOP.
10 45 L.2 Could the government confirm that Times New Roman font, pt.
12 is acceptable for the 30 page, single space limit?
Yes, that is correct.
11 46 L.3 Could CDC please clarify how to reflect subcontractor costs in the pricing for the task order, or is it not required for this exercise to differentiate prime vs.
subcontractor costs?
Since this task order will not be awarded, you do not need to differentiate prime vs subcontractor costs.
However, if using a subcontractor that will does not want you to see their costs, then they can submit it me directly via email.
They will need to list the prime who they are submitting their cost for in the body of the email.
12 2 (Period of
Performance),3,4
Section B The dates in Section B, CLINs
2001, 3001, and 4001 seem to be incorrect. Can CDC confirm that the end dates for those CLINs should be 5/31/2026, 5/31/2027, and 5/31/2028 respectively? And that the Period of Performance has an end date of 5/31/2028?
This has been corrected in the RFTOP.
In addition the period of performance dates have been revised in the RFTOP
13 12 C.2.C In the event that staff have families they are bringing for the opportunity (as stated in Service letter C), will those lodging, and travel costs be covered by the task order? Where will lodging be? On the economy?
Lodging will not be covered by the
Government. However, it is a reimbursable cost up to the applicable limits.
The place of performance is
Brasilia, Brazil.
14 6 C.1 Section C.1. states, “(FETP) is requesting the contractor seek a
Resident Advisor (RA) to reside and work in Samoa.” Can you provide more information on this requirement. Are relationships previously established with
RAs?

C.2.C Please provide further guidance on VAT and/or additional tax reimbursement, and in particular, if Offerors should anticipate requests for reimbursement being denied?
What are your success metrics?
You will need to determine if VAT or any costs are required in the country. If those costs are required in the country, then submit proof and reimbursement will be allowed.
There is no success metric.
16 10 C.2.C Will the three trips allotted for travel require travel to CDC headquarters/ other major offices or travel for field work?
Yes.
However, You will not any additional pricing for these travel trips.

Letter is the total plug figure.

Therefore, use only this price amount exactly per period of performance.

(RFTOP)” however, should this be listed as ITOPSS 4.0?
It should be ITOPSS

The supplies/services lists 3 roles: Program Operations
Assistant, Database Manager, and Extramural Program
Manager. But the Quantity/Unit is listed for 1 job. The Overall
Services section (C.2.A) lists that 1 person is to provide services for each role. Please clarify the number of roles required for this RFTOP.

This has been corrected.

Yes
21 6 C.1 What is the reference to the
Resident Advisor versus the three positions that are requested in the pricing table?
That reference has been removed.

Amount
Other tables have travel not-to-exceed amounts. Will CDC provide one for this position or is the $0 highlighted the correct amount?
No travel is required for this Service Letter.
23 47 III What is meant by a ‘sample letter of commitment’? We understand that this is a sample task order, but is CDC asking
Offerors to include a signed commitment letter acknowledging that this is not a real task order or is CDC asking
Offerors to show them an unsigned sample commitment letter that would be used if this was a real task order?

L.2.e.3.VI-VII were revised due to overlapping language.
The language in these two have be revised into one criteria (VI).

Correct. You will not provide any provide any additional pricing for these travel trips.
Therefore, use only this price amount exactly per period of performance.

Are the Reps and Certs required to be submitted given this is a sample task order and will not be awarded?
Yes, these should be in the SAM website. If not, please provide a hard copy in the appendix.
