Provide underground coal mine worker support. 75D301-23-Q-76916 Amendment 2 – Answers to Questions 2.
Due Date is changed to August 15, 2023, 2PM ET, local.
SF18 REVISED.
1. The addition of support would be used to repair pipe systems that are currently leaking, rebuild functional doors that direct fresh air throughout the mine and general labor activities to keep the underground safe from hazards. Is the contractor responsible for equipment, hardware, and materials needed for the repairs and rebuild?
Ans. No.
2. The miners will share a maximum of 1500 Regular-time hours during the contract period of performance. The Government shall provide at a minimum of one (1) week notice to the contractor for any changes in the scheduling and use of hours. Given the ad-hoc structure, is it okay if we change personnel throughout the term of the contract?
Ans. Yes, so long as they have the same certification and skill sets. See changes to the SOW, additional hours may be awarded based on available funding.
3. SECTION 4 –TASKS TO BE PERFORMED
Is the contractor responsible for equipment & materials need to carry out the work?
Ans. They would be responsible for clothing and standard mining PPE. Reflective clothing, Metatarsal boots, Metacarpal glovers, protective eyewear (prescription if necessary), Hardhat, and miners belt.
4. SECTION 5 SECTION 5–GOVERNMENT FURNISHED MATERIALS GOVERNMENT FURNISHED MATERIALS GOVERNMENT FURNISHED MATERIALS No government furnished materials will be used in this project.
All mineworkers shall use existing mine tools and equipment.
Can you clarify this? Is this intended to express that the government will not be purchasing new equipment & tools for this contract? But the contractor has access to existing tools and equipment, correct?
Ans. Tools, equipment, and supplies will be existing on site and required to remain on site. Contractor has access while on site.
5. Can the contractor use union workers for this contract?
Ans. There is no prohibition on using union workers.
6. On the prevailing wage revision that was posted, miners are not listed. Am I missing something? Just don't want to be out-of-compliance.
Ans. Miner is not currently listed on the Wage Determination, an electronic SF98 (e98) Notice of Intention to Make a Service Contract has been submitted to the DOL and we are awaiting response. If the DOL determines that a Wage Determination is not applicable, it will be removed. At this time, as stated in clause 52.212-5, the statement of equivalent rates for federal hires is GS-10.
