Provide underground coal mine worker support. 75D01-23Q-76916 Amendment 1 – Answers to Questions 1.
(1) The RFQ states firm fixed-price quote, but then asks for per-hour quote for miner support. Should I include project administration* in the hourly rate, or add a separate Line Item provision for this? (*Per page 4 of solicitation... SOW Section 3 Pgph 2)
Ans. The hourly rate under the CLIN shall be the proposed fully loaded rate. The details of the labor break down in the cost portion details of your quote should shoe the break out of the elements/components that comprise the loaded rate (eg. Fringe, Overhead, G&A, profit, etc….)
(2) I understand that the contract is for a total of 1,500 hours of miner labor support; looks like two miners working at a time with a third on standby. Can you confirm this?
Ans. In general two miners would be requested to work shifts at the Pittsburgh mine for an mutually agreed to dates and times. There may be instances where one or three miners would be fit the needs.
Again the number of miners, dates, and times of work would be mutually agreed upon between the vendor and NIOSH.
(3) What is the contemplated start date?
Ans. Discussions on actual working dates and miners would begin upon contract award. It is anticipated that we would have miners working on site within 2 weeks of contract award.
