SECTION 01 32 33
PHOTOGRAPHIC DOCUMENTATION
PART 1 GENERAL
1.1 SUMMARY
A. Section Includes:
1. Digital photographic documentation of the construction process progressively and at selected milestones.
2. Documentation includes electronic indexing, navigation, hosting, storage and remote access throughout construction.
1.2 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
B. The digital media shall be located on storage devices meeting the General Contractor’s required electronic security requirements found elsewhere in the Statement of Work. Protect all media storage devices used in the field with strong passwords and data encryption.
1.3 USAGE RIGHTS
A. Obtain and transfer copyright usage rights from photographer to Government for unlimited reproduction of photographic documentation.
PART 2 PRODUCTS
2.1 Documentation Platform and Delivery Method:
A. Photographic Documentation:
1. Indexing and navigation system shall utilize actual construction drawings or equivalent as the basis for an interactive interface. For all photographic documentation referenced herein, indexing and navigation shall be organized by both time (date-stamped) and location throughout the Project. Access interface shall allow for direct access to project plans and photography shoots from the summary display. Documentation activity shall be queried by date range via activity searches.
2. Documentation shall combine indexing and navigation system with inspection grade high-resolution digital photography designed to capture actual conditions throughout construction and at critical milestones. Documentation shall be accessible on-line within 48 hours after each photography shoot, using a secure password internet connection.
Documentation shall allow for multiple user access simultaneously, on-line until access is closed at project acceptance. Access shall adhere to industry standards for information security and protection of data. Multi-tiered access levels shall be achievable through use of individual passwords, if applicable. Users shall be able to identify and log other

3. Online interface shall allow users to comment (privately or publicly) on images, shoots, and projects and to create customizable tags that can be reviewed through integrated reporting functionality. These images and reports shall be made available through PDF and a standalone link. All images or reports shall be identified by time, date, location, and include associated comments that can be archived indefinitely. The administrator can restrict commenting functions. Commenting permissions, per user, can be set to either (1) read/write, (2) read only, or (3) no read/no write permissions at the option of the administrator.
B. Mobile access to Documentation: All documentation that is accessible online during active construction period through an internet connection shall not be accessible via mobile devices.
2.2 Documentation Elements
A. Photographic Documentation:
1. Prior to mobilization, all existing conditions shall be documented using overlapping photographic techniques.
2. Construction progress for all trades shall be tracked at pre-determined intervals, but not less than once every seven (7) calendar days (”Progression”). Progression documentation shall comprehensively track the interior construction of the building. Interior progressions shall track interior improvements beginning when work commences and continuing through project completion. Documentation shall be supported by standard photographic service.
5. As-built conditions of slabs and miscellaneous concrete structures willshall be documented prior to placing concrete. This may include in-slab utilities, structural reinforcement, and vapor barriers where applicable. Overlapping photographic techniques willshall be used to insure maximum coverage. Documentation mustshall be supported standard photographic service.

As-built conditions of mechanical, electrical, plumbing and all other systems shall be documented post-inspection and pre-insulation, sheet rock or drywall installation, or as near to this milestone as reasonably possible. This process shall include all finished systems located in the walls and ceilings of the building. Overlapping photographic techniques shall be used to insure maximum coverage. Immersive 360° panoramic photography services shall be available to capture conditions from key vantage points.
4. As-built finish conditions of the interior of each building including floors, ceiling, and walls shall be documented just prior to Government acceptance. 5. Miscellaneous events that occur during any Vendor site visit, or events captured by the Client independently, shall be dated, labeled, and inserted into a section in the navigation structure entitled “Slideshows”, allowing this information to be stored in the same location as the formal scope.
6. Customizable project specific digital photographic documentation of other details or milestones. Indexing and navigation is to be accomplished through interactive Architectural plans.
B. Video Documentation: Vendor must be capable of all below video documentation requirements. Vendor must be able to demonstrate these capabilities by presenting documentation upon request. Video documentation must be recorded in no less than

1920x1080p HD video format.
1. Documentation of facilities management, operations and maintenance training presentations/demonstrations for key equipment and systems.
2. Documentation of any other key construction inspections, milestones or events as required.
C. Integrations and Project Management: Vendor to provide certain integrations and Project
Management capabilities within their online and stand-alone platform:
1. BIM Integration. Vendor to integrate the As-Built photos into the BIM model typically at the
MEP As-Built stage.
2. PM Software Integration: Vendor to provide an integration with E-Builder, Procore, PlanGrid or Blue Beam.
3. QA/QC or Punch List capabilities: Vendor to provide a QA/QC and/or Punch List feature within their platform so client can utilize for current QA/QC and punch list issues as well as future facilities management.
2.3 PROJECT SCOPE OF WORK - SPECIFIC DIGITAL PHOTOGRAPHIC SHOOT TYPES, FREQUENCIES AND
CUSTOMIZATIONS
A. Existing Conditions Survey of the existing building - the existing conditions survey shall occur just prior to the start of construction.
B. Monthly executive summary slideshows – a sampling of photographs to show the overall stage of construction for the project in a slideshow format.
E. Weekly sets of interior progressions that capture each major wall and ceiling at different stages of construction which typically includes substantial framing, MEP installation, drywall and finished shots.
H. Detailed interior MEP of the entire building to include documentation of all mechanical, electrical, and plumbing systems to be conducted after rough-ins are complete, just prior to insulation or drywall.
J. Finished Detailed Interior Exact-Built of all walls, floors and ceilings at completion of project, just prior to Government acceptance.
PART 3 EXECUTION
3.1 CONSTRUCTION PHOTOGRAPHS
A. Photographer: Engage a qualified photographer to take construction photographs.
Photographer shall be physically capable of meeting all General Contractor’s safety requirements and shall receive proper training for their planned activities on site. The photographer shall receive training for proper use of personal protective gear and wear at all times while on the construction site.
B. General: Take photographs using the maximum range of depth of field, and that are in focus, to clearly show the Work. Photos shall be well lit or proper flash devices shall be utilized. Flash photography shall be used carefully to not interfere with other construction or Program activities. Photographs with blurry or out-of-focus areas will not be accepted.
3.2 VENDOR SUPPORT; HOSTING; CLIENT ACCESS AND USAGE RIGHTS; CONTRACTOR DELIVERABLES
A. Field personnel to undertake the documentation shall be provided exclusively by the Vendor.
Field personnel shall be OSHA certified, if applicable per the project specific safety programs.
Vendor shall also attend CDC’s Office of the Associate Director for Communication (OADC)
CDC P20151192 Section 01 32 33-4 meetings as required to coordinate photography activities. Vendor’s operations team shall provide regular updates regarding the status of the documentation, including completed elements of the documentation, the availability of recent documentation online and anticipated future shoot dates.
B. All online domain/web hosting, industry standard security measures and redundant server back-up of the documentation shall be furnished by the Vendor for the duration of the contract. Digital information shall be protected per the General Contractor’s project level digital security requirements.
C. Any software required for all indexing, navigation, hosting and remote access furnished by the Vendor (except standard web browsers), including user license.
D. Vendor furnishes all required technical support related to using the system or service, including site visits when required and/or requested.
E. Vendor shall be able to create off-line or stand-alone (on-site) version of the entire documentation platform required by this specification, if applicable, for high security or sensitive facilities.
F. Upon completion of the project, final copies of the documentation (the “permanent record”) shall be provided in a digital media format. Online access terminates on delivery of the permanent record or as agreed between Vendor and the Government. Intellectual property rights associated with the digital media prepared in direct service of the project shall transfer, along with the media itself, to the Government.
1. The permanent record shall be provided with the underlying housing software, indexing and navigation system, typically as a DVD or external hard drive. One multiple user license for use of the underlying housing software and indexing and navigation system shall be included for accessing the digital media.
3.3 VENDOR QUALIFICATIONS
A. The Vendor shall have a minimum of five years’ experience providing expert visual project documentation to the Construction and Facilities Management Industries, using an advanced software platform, indexing system and navigation interface.
B. The Vendor’s portfolio of completed documentation shall include construction projects representative of the current project’s type, size, duration, and complexity, with at least five demonstrable examples completed within the last 2 years.
C. The Vendor shall directly employ field personnel able to demonstrate proficiency in execution of photographic and video documentation for construction projects, including immersive 360° panoramic photographic documentation, and use/knowledge of associated equipment.
E. The Vendor shall be able to respond to site visit requests with qualified personnel within 48 hours of notice.
