Amendment 0003 Summary If there are conflicts between this Summary and the Solicitation, then the Solicitation prevails.

This Summary is merely to call out revisions in an effort to save vendors’ time and effort. If any conflicts are noticed, please bring to the Contracting Officer’s attention.

CDC Bldg. 15 AHUs 75D301-20-R-67856 Amendment 0003 Includes Questions and Answers 3 - 45 29 May 2020

A. SF 1442 Box 1 is revised to reflect that this is Amendment 0003.

B. SF 1442 Top right-hand corner of first page reflects any changes in page numbers.

C. SF 1442 Section J List of Attachments revised to include numerous attachments as spelled out in Section J for which all are incorporated by reference and will be emailed to vendors that have submitted Non-Disclosure Agreements.

D. All Questions and Answers are included at the end of the Solicitation.

Questions and Answers

3. Factor 4; Key Personnel; P. 63 of 64: The Key Personnel section of Factor 4 lists out seven (7) different Key Personnel roles, but it does not go into detail about what specifically the offeror/bidder should provide. Please advise what information the offeror/bidder should provide under this section.

a. The contractor shall decide the pertinent details to provide for each key personnel.

4. Price Proposal; P. 63 of 64: The solicitation does not specifically mention what items/information should be included in the Price Proposal. Please advise if the following contents are acceptable. If not acceptable, please advise what all should be included in the price proposal. Contents: SF 1442; Amendments; Section B - Supplies or Services and Prices/Costs; Cost Breakdown Example; Bid Bond; Reps & Certs (from the solicitation - Section K); CPARS Requirements form (L.6 of the solicitation).

a. Refer to the solicitation for required items to include in the price proposal.

5. Exhibit A Breakdown Example: Please advise if the CDC will be issuing a clean version of this form for the offeror/bidder to use, or if the offeror/bidder is to use the example form and replace the example data with project specific data.

a. The form provided can be edited as needed.

6. Section K – Representations, Certifications, and Other Statements of Offerors: K.7

HHSAR 352.239-73 Electronic Information and Technology Accessibility Notice (Dec 2015): “…offerors must submit an HHS Section 508 Product Assessment Template, in accordance with its completion instructions.” As this project is for construction services, and not information/technology services, please advise if the offerors of this particular project are required to complete and submit this form (HHS Section 508 Product Assessment Template) with their bids. If so, please confirm if the “Voluntary Product Accessibility Template® (VPAT®) Revised Section 508 Edition Version 2.4” is the correct form, which must be completed. If not, would the CDC be willing to post the correct form for offerors to complete?

a. HHSAR 352.239-73 is a mandatory clause to include in all contracts. The relevant portion of that clause reads, “In order to facilitate the Government’s determination whether proposed EIT supplies meet applicable Section 508 accessibility standards, offerors must submit an HHS Section 508 Product Assessment Template”. Here, the CDC is not purchasing Electronic and Information Technology (EIT) services or supplies so there is no need to determine accessibility therefore, no need to submit this form.

7. While section 01 54 60 Health and Safety does not call out a dedicated On-Site Safety Health Officer (SSHO) – can the contractor assume that the On-Site Project Superintendent can fulfill those duties?

a. It is at the contractor’s discretion to provide the appropriate qualified person(s) responsible for the tasks outlined in this specification.

8. While section 01 40 00 Quality Requirements does not call out a dedicated Site Quality

Control Manager (QCM) – can the contractor assume that the On-Site Project Superintendent can fulfill those duties?

a. It is at the contractor’s discretion to provide the appropriate qualified person(s) responsible for the tasks outlined in this specification.

9. During the site visit the COR walked down several ‘material handling paths’ – specifically the shared loading dock of buildings 15, 18 & 23 located on level SSSB. Would it be possible for the government to provide architectural drawings showing the various connecting corridors from building 15 to the shared loading dock?

a. See attached drawings.

10. Amendment # 1 – Justification and Approval for Hood-Paterson & Dewar (HPD). While we understand the governments sole-sourced justification for HPD to handle all studies as outlined in section 26 05 73, question # 10 of the JA states “ This work must be coordinated with the balance of construction work for CDC project P20151192 Replace Air Handling Units – GARO0015. It is best to award this as a requirement for the construction contract so that the General Contractor can coordinate this requirement and integrate it into the construction schedule”. Is the cost for HPD to be covered by the GC or the government? If cost is by the GC can the government provide the contact for

HPD?

a. Costs shall be included by the GC. Contact Susan Pandy (770) 453 – 1446.

11. Page 3 of 64 of the solicitation (amendment # 1) – Section B – Supply or Services and Prices/Costs shows (1) Lump Sum Bid Item. The drawing package (G-002 and G-004) calls out Bid Option 1 and Bid Option 2. In addition Bid Option 1 & 2 is called out in Section 01 10 00.1.3.D. Is the contractor to include Bid Options 1 & 2 in the single Lump Sum Bid Item?

a. The contractor is to provide Add alternates prices for options 1 & 2..

12. Section 23 09 00 – since the BAS controls shall match and be seamlessly compatible with Johnson Controls (JCI) – please provide the sales representative information that services the CDC campus for JCI.

13. Does the Buy American Act apply to this project?

a. The Buy American Act applies to this project as indicated in the solicitation.

14. What permits are Required & Who is the authority having jursidication according to Spec# 260000-2-1.3?

a. No permits are required for mechanical, electrical or fire alarm work. Per the

CDC Design and Cosntruction Standards, the AHJ is the Deputy Director of Buildings and Facilities Office (AMSO).

15. Please provide a specific Acoustical Tile Ceiling Manufaturer per Spec# 0

a. Armstrong Cortega, 24”x24”, Angled Tegular.

16. In the corridors that the light fixtures are to be replaced. Is there an exisitng lighting control system?

a. The lighting controls for the corridors are manual toggle switches. Typically, a 3-way switch is positioned at each entrance to the U- shaped corridor.

17. Sheet# E901 Detail 2: Does not indicate any occupancy sensors/power packs for the corridor lighting, is this correct?

a. No, it is not correct. Provide lighting controls for the Sub Basement Plan (2/E901) similar to what is shown for the Sub Sub Basement Plan (1/E901). Revised Electrical drawing E901 is attached.

18. Are Mechanical Rooms considered wet locations?

a. No, not with regards to electrical enclosure classifications.

19. Spec# 260433-4-3.1-2B: Indicates to use galavinzed rigid conduit installed below 10'

AFF. We noticed the exisiting conduit above the exisiting MCC are EMT. Can the conduit above the new panels be EMT?

a. No, the conduits that extend into the new panelboards shall be galvanized rigid conduit up to 10’-0” AFF.

20. Are there BLDG 15 Site Specific Screening Requirements?

a. Currently due to corona virus there are questions and temperature checks required for all people coming onsite. The same as what was required for the site visit.

21. Does BLDG 15 require any special inoculations to access certain work areas?

a. No, lab space entry will be coordinated such that workers do not enter an active lab.

22. Please advise if any blood serum or any vaccinations will be required?

a. Neither required.

23. Will specific start work / stop work times be associated with this project? What are the Daily Work Hours?

a. Specific work hours are not required. Normal working hours are defined as 6AM to

6PM, but afterhours access can be coordinated as necessary.

24. Will a 3rd Party Commissioning group be assigned by CDC?

a. CDC will not hire a Third Party Commissioning group. CDC will perform the commissioning. Test and Balance as described in spec 23 05 93 shall be provided by contractor.

25. Please confirm that the ceiling grid will match exisiting and no additional ceiling grid is to be added?

a. Ceiling tiles shall match existing.

26. Are there any limitations or concerns that we should be aware of that will affect the contractor for a long period of time during owner lab procedures?

a. Follow G002 through G004 for scheduling of work. Lab spaces will be shutdown accordingly.

27. Will slab x-ray be required for slab extension or penetrations?

a. Per Sheet E-001, General Note 13, radar imagery may be required for floor cores.

28. What is the average time for Badging Approval and Requirements?

a. See specification section 01 54 70 1.7 – B for badging durations. Note this depends on the individuals providing timely responses to questions asked by the badging office.

29. Will there be unrestricted use of the loading dock/freight elevators or will there be restricted hours for use?

a. Normal hours are 6AM to 6PM, it is preferred if deliveries / loading dock access is done during these times.

30. Will there be parking provided for this project or will we pay to park?

a. Parking is available at a first come first served basis for badged personnel.

31. What is the working hours in the building. (Mechanical Room/Lab/Office and etc)

a. Normal working hours are 6AM to 6PM for the building. Maintenance and security staff this building 24/7.

32. Do we have to do any drug screening, background checking and etc.

a. See specification section 01 54 70 1.7 – B for badging requirements.

33. Provide Ceiling Tile information for each area ceiling to be replaced.

a. See response to 15; the ceiling tiles are the same in each area.

34. Will we be allowed to use the restroom facility’s inside the building?

a. Yes, likely we will require personnel to use the facility on the floor currently being renovated.

35. Who is the existing Fire Alarm Control company.

a. Johnson Controls Inc./ Simplex Grinell did the system replacement in 2018. Refer to spec section 28 31 11 Paragraph 1.1.C.

36. Can we do any coring or drilling work during the normal working hours?

a. Coring, drilling and other activities generating excessive noise must be performed from 6PM to 6AM.

37. Who is handling low voltage scope of work including all devices fire alarm, speakers, access control and or security mounted in corridor ceilings that need to be tied up and re installed in new ceilings during the replacement of ceiling tiles.

a. Per Key Note 1 as shown on Sheets E201.3, E202.2, E203.2, E204.2, E205.2 and E206.2, the manipulation of these existing ceiling elements is in the Contractor’s scope of work.

38. During the site walk we didn’t allow to enter in the Office & Lab area, therefore please provide enough pictures of these areas.

a. See attached pictures

39. Could you provide any drawings showing the location of loading dock.

40. Do we need any wall coring for HWS/HWR piping shown in the M401 (3rd floor office).

a. Yes, coring will be required through CMU block walls.

41. Can we shut down the Steam/Condensate and Hot Water System during the replacing of

Heat Exchanger and Valves shown in drw#M500.

a. As indicated on Sheet M500, the shutoff valve and globe bypass valve shall be replaced under Phase 1.

42. Can we get as built electrical drawings for existing equipment?

a. The link to the original construction documents will be sent via email to vendors with Non-Disclosure Agreements.

43. This project will require short instances where we will have to work inside/around main gear and MCC’s to demo existing circuits and install new circuits. What is the facility’s policy on working on/around energized equipment? We have PPE that allows us to work in and around energized equipment as listed above but some facility’s won’t allow it. If we have to shut down this equipment every time it could become quite disruptive to the project and very drawn out process.

a. The CDC’s policy is no work shall be performed on energized equipment or circuits. There are no exceptions to this policy. Electrical work for this project should be planned with this in mind.

Refer to following the project specification sections and paragraphs below:

Section 01 30 00 paragraph 1.2.I.2 for information regarding Service Interruption.

Section 01 54 60 Health and Safety paragraph 1.4.D.1 states: No work shall be performed on energized equipment or circuits.

Section 26 00 00 Basic Electrical Requirements paragraph 1.8. Scheduling of Outages of Existing Services for details on electrical outages. The expectation is that there will be multiple outages but that they will be, to the greatest extent possible, scheduled to maximize the number of tasks accomplished during a given shutdown and each shutdown will be as short of a duration as possible.

44. Please provide drawing/sketch of the location of panel SSSBHM1

a. Panel SSSBHM1 will be installed in Equipment Room SSSB100 in the future. It could be positioned where temporary Panel T-LDP is shown per 2/E201.1. Refer to Revision 1, dated 5/27/2020 to Panel SBHM1 on Sheet E801 which describes a spare 250A/3P MCCB for Panel SSSBHM1.

45. This project calls for electrical studies to be completed on the entire electrical system including new and existing equipment. This will require a lot of unknown information of the existing loads and equipment in the building. Will the CDC provide any required info on unknown equipment such as built submittals or drawings?

a. Refer to the response for Item No. 42. Below is a link to an electrical short circuit, protective device coordination and arc flash study as provided by CDC from 2016.
