This Summary is merely to call out revisions in an effort to save vendors’ time and effort. If any conflicts are noticed, please bring to the Contracting Officer’s attention.

Questions and Answers

46. Drawing G003 – Phasing Matrix: Phase 2 of 5 – Location SSB602 references to provide temporary cooling during outage of MCC 2 and 1. Can the government provide what type of temporary cooling will be required – similar to what was provided in Phase 5?

a. Yes, (similar to Phase 5) temporary cooling using a 5-ton spot cooler will be required. The temporary cooling provisions shall be similar to the requirements indicated in Key Note 9 on Sheet M304.1.

47. Drawing G004 – Phasing Matrix: Phase 4 of 5 – Will the government confirm that there is no temporary power requirement during the migration between MCC-6 to PHM1. Is the contractor to assume a long weekend outage to remove old conductors and install new conductors from Penthouse Level to SSSB Level?

a. Section 01 30 00 paragraph 1.2.I.2 for information regarding Service Interruption.

Section 26 00 00 Basic Electrical Requirements paragraph 1.8. Scheduling of Outages of Existing Services for details on electrical outages. The expectation is that there will be multiple outages but that they will be, to the greatest extent possible, scheduled to maximize the number of tasks accomplished during a given shutdown and each shutdown will be as short of a duration as possible.

48. Drawing G004 – Phasing Matrix: Phase 5 of 5 - Will the government confirm that there is no temporary power requirement during the migration between MCC-4 to 1HM1 – BHM1 – 2HM1 and 3HM1. Is the contractor to assume a long weekend outage to remove old conductors and install new conductors from SSSB Level to the following Levels – Basement, 1st, 2nd and 3rd floors?

a. Section 01 30 00 paragraph 1.2.I.2 for information regarding Service

Section 26 00 00 Basic Electrical Requirements paragraph 1.8. Scheduling of Outages of Existing Services for details on electrical outages. The expectation is that there will be multiple outages but that they will be, to the greatest extent possible, scheduled to maximize the number of tasks accomplished during a given shutdown and each shutdown will be as short of a duration as possible.

49. As part of our Technical Approach, may we submit a Gantt Chart schedule as an appendix in addition to the 6 page limitation for this section?

a. A Gantt Chart schedule can be included within the 6 page limitation to this section.

50. Please provide data for the heat exchanger HE-1 (equipment schedule). We do not find this in the drawings or specs and it was not available at the pre-bid walk through.

Existing Heat Exchanger Schedule:

All bidders should assume a steam pressure of 15 psi rather than 5 psi.

51. Are there existing isolation valves for the chilled water and steam entering the building from the tunnel? We are referring to valves that would isolate the building, not the isolation valves for each floor being installed in Phase 1.

a. Yes.

52. What size are the chilled water and steam lines entering the mechanical rooms on each floor? We are referring here to the lines that we are installing isolation valves in during Phase 1.

53. For the Relevant Experience section, if we believe and document that a previous project is relevant to this project but does not satisfy each of the individually listed criteria, may we include it and have it factored into the evaluation?

a. Section M spells out the required factors and how each factor will be evaluated. Each contractor must make their own determination as to which of their projects are applicable, if any.

54. For the Past Performance section, may we include owner performance review questionnaires as an appendix, in addition to our one page narrative?

a. Section M spells out the required factors and how each factor will be evaluated. Each contractor must make their own determination as to what information complies with the solicitation’s requirements.
