STATEMENT OF WORK – LABORATORY PURE WATER SYSTEMS SERVICE
I. BACKGROUND
Laboratory water purification systems of various quality levels and types are required at Centers for Disease Control and Prevention (CDC) laboratory sites to provide purified water necessary for laboratory various applications. Laboratories demand production of high-quality purified water for tissue/cell culture, chromatographic procedures (HPLC), media preparations, DNA, RNase, plating and glassware rinse or filling carboys. Purified water constitutes the major component of many reagents, buffers, and diluents used with laboratories. The minimum standards for Clinical Laboratory Reagent Water (CLRW) are the following:
CLRW
Resistance (25° C): ≥ 10 MΩ-cm
Total Heterotrophic Plate Count: < 10 CFU/mL
Total Organic Carbon (TOC)ᶜ: < 500ng/g (ppb)
Endotoxins 0.22 µm filtration
Particulates
The goal of every laboratory is to produce accurate results. Many of the laboratories are subject to Clinical Laboratory Improvement Act Amendment (CLIA) inspections and must stay in compliance to maintain accreditation. Continued accreditation is dependent upon compliance with requirements for quality control, including routine water quality testing, and preventative maintenance of the reagent grade water systems. The requirement for purified laboratory water varies as to type, quality, quantity, and critical need (See Attached CDC Laboratory Water
Quality Assurance Plan). Scheduled component exchange/replacement services and maintenance are required to ensure the proper operation of these systems to provide the required purified laboratory water.
II. PURPOSE
The purpose of the proposed contract is to provide scheduled component exchange/replacement service and maintenance for the laboratory purification systems at the Centers for Disease
Control and Prevention laboratories at Roybal campus in Atlanta, GA to ensure their proper specified operation and condition.
III. SCOPE OF WORK
The Contractor shall furnish the necessary services and supplies for regularly scheduled component exchange/replacement service and maintenance for the government-owned water purification systems at the Centers for Disease Control and Prevention, Roybal campus laboratories. All systems shall be serviced as indicated and, in a manner, according to the type, configuration and/or as described by the manufacturer. All materials, parts and consumables used shall be original equipment or equivalent, and/or as specified by manufacturer, and produce the Point of Use (POU) quality of water described for the respective system. With exception to
75D301-24-Q-77768_Attachment 1_CDC_Pure Water_SOW Page 2 of 6 all Service Deionization and Carbon Tanks, which shall be provided by the Contractor, the water purification systems, filter housings, connections, and miscellaneous hardware presently in use, are government-owned items. All replacement items shall be compatible. If the Contractor chooses to change the components/units to components/units that are different from that presently in use, he shall be required to change out all such components/units at the beginning of the contract period with approval of the Project Officer and at no additional cost to the
Government.
Scheduled component exchange/replacement service and maintenance shall be performed at equal intervals throughout the contract period or as required. Depleted or sub-functional systems shall be scheduled for immediate service, 24-hour response time and must be completed within two (2) working days (parts pending) of the Contractor being notified. Routine and non-routine component exchange/replacement service and maintenance shall be scheduled to coordinate with the laboratories being serviced and/or personnel responsible for and affected by the service being performed. Systems that involve other processes, such as but not limited to, autoclave feeds, may require coordination with building maintenance, safety and/or other authorities. Service shall not be started on any system unless all materials needed to complete service are on site. All scheduling conflicts and issues should be directed to the Project Officer.
Contractor will be responsible for replacing any needed parts that are related to regular/routine component exchange/replacement services and maintenance, such as but not limited to, o-rings, tubing connectors and fittings, interconnecting tubing and faucet parts. The tanks, resins, filter holders, connections, and miscellaneous hardware presently in use are government-owned items.
Contractor will be responsible for major components or subassemblies, control units, resistivity meters and indicators that malfunction under normal use. A gallon meter may need to be installed on some DI units to monitor usage.
New or recharged resins used for CDC purposes shall not be mixed with those of other facilities or institutions. New or recharged resins shall be provided for CDC use only. At any time during the life of the contract, the Contractor shall, if required by the Government, demonstrate to the satisfaction of the Government that recharged resins are not being mixed with those in non-medical institutions, or other institutions, and that the resins of different manufacturers are not being mixed with those presently in use. All DI-resin presently in use at CDC are NM-60
(unless otherwise noted).
Contractor will be responsible for any damage done or caused to any laboratory water purification systems at ID Laboratories as a result of improper service, poor workmanship, and use of improper parts/equipment and/or negligence.
All routine maintenance calls shall be made during the Government’s normal working days, Monday through Fridays, between the hours of 8:00 a.m. to 4:30 p.m., excluding legal holidays.
Contractor shall provide 24-hour response time in the event of an emergency.
All replacement items shall be compatible. Any mechanical component that fails will be repaired/replaced at no additional charge (pumps, valve, solenoids, controllers, leak, etc.). This

If systems that are designed for bacteria removal/control, and are designated for sanitization and fail, a resanitization must be performed to bring the system back with specification limit at no additional cost to the government. If the Contractor chooses to change the components/units to components/units that are different from that presently in use, he shall be required to change out all such components/units at the beginning of the contract period with approval of the Project Officer and at no additional cost to the Government.

Service shall not be started on any system unless all materials needed to complete service are on site. All scheduling conflicts and issues should be directed to the Project Officer.
Water Purification System loops and loops POU components faucets (with exception to gasket replacement), polishers, etc. are responsibility of others and not included under this contract.
Prima systems cover line-item maintenance only. Prima parts are not under warranty;
replacement of components needed will be billed in addition to this contract.
IV. TASKS TO BE PERFORMED
Tasks and Services:
1. DI-Service: Provide Preventative Maintenance Services and Service
Deionization tank exchanges on existing CDC Building 15, 17 (Phase I and II), 18
& 23 Laboratory Deionization Recirculating Systems (DIRS), *EPV Reverse
Osmosis (RO) Systems Exchange and/or replacement of pre-filter cartridges, DI-resin tanks or cartridges, post membrane filters, and in some cases, organic scavengers, as specified by the system type, configuration and/or model in the attached list, OID Laboratory Water Systems. The number of exchange services per contract period and/or interval is as listed in the attached list, OID Laboratory
Water Systems. Regeneration of resins as required shall be included as part of the services.
a. Insectary RO Systems: Preventative maintenance of the 1M loop should be performed starting on a Friday after 12pm and continue into the weekend as shutdowns during the week would compromise work.

The schedule of repair/work should be as follows:
1. Every 3 months: or as specified in attached list of OID Laboratory Waters:
hydrogen peroxide sanitization of the system and replacement of filters in line.
2. Every 6 months: replacement of carbon filters
3. Annual: replacement of UV lights and inspection of membranes
4. As needed: replacement of membranes
2. Sanitation: Sanitization of water systems utilizing reverse osmosis and/or ultra filtration components, using standard sanitizing techniques as specified by the system type, configuration and/or model in the attached list, OID, NCEZID
Laboratory Water Systems. The number of sanitation services per contract period is as listed in the attached list, OID Laboratory Water Systems.
a) Specific Requirement for Building 18 and 23: Sanitization of loop water systems shall be required once every two months.
3. Soft-Salt: Exchange softener salt as specified by the system type, configuration and/or model in the attached list OID Laboratory Water Systems. The number of exchanges per contract period is as listed in the attached list OID Laboratory
Water Systems.
4. Calibration of Meters: Annual inspection of all systems according to system manufacturer and calibrate as needed.
5. Install gallon meters as needed to monitor usage.
6. Gasket/Seal Replacement and Sanitization of laboratory faucets on an as needed bases of all systems identified on the existing CDC Water Equipment List.
DI Resin Regeneration:
The DI resin and resin tanks, carbon and carbon tanks used in the systems are supplied by the contractor. Regeneration of resins must be performed as follows.
1. Resins will be regenerated as per resin manufacture guidelines and specifications.
2. Regenerated resins will have a usable capacity that is at minimum 85% of same type new resins capacity.
3. Resin regeneration facility should be located within 75 miles of the Centers for
Disease Control and Prevention (CDC) Roybal campus laboratory sites covered by this contract to reduce degradation of resin capacity/quality due to excess shipping, handling and storage

Description of Laboratory Water Systems and General Specifications:
The main types of laboratory water purification systems at the Centers for Disease Control and
Prevention, Roybal campus laboratories in Atlanta, GA are as follows:
1. Deionization Systems:
• Standard System: Consists of pretreatment, deionization system that shall produce a point of use water quality of 17.5 mega ohm.cm specific resistivity measured with a digital temperature-compensated meter. Functional resistivity range per service cycle –
17.5-10 mega ohm/cm.
• Enhanced System: Consists of pretreatment, deionization system with an additional deionizer/polisher, and, in some cases, an organic scavenger, installed in tandem, and possibly a 0.2 micron post filter; shall be capable of delivering a point of use water quality of 17.5 mega ohm.cm specific resistivity measured with a digital temperature-compensated meter. Functional resistivity range per service cycle – 17.5 – 10 mega ohm.cm.
Service Ticket:
A service ticket shall be provided to the Project Officer for each completed service call. The ticket shall include a unique document number, description of service performed, date of service, location of the system including room number, system type/configuration. The Contractor representative and the CDC laboratory person verifying the visit at the system location, or the
Project Officer must sign the service ticket. All items invoiced for payment must have a corresponding service ticket before payment will be authorized.
Calibration of Meters: Annual inspection of all systems according to system manufacturer and calibrate as needed.
