Caribbean Warehouse Requirement Questions

1. Is this a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

a. This is a follow-on requirement, but please note that there are additional product quantities, services, and quality control requirements in this requirement that were not present on the incumbent contract.

2. Can you please provide the most recent contract or task order number?

a. HHSO100201900026C.

3. In the main RFQ document p. 43, the proposal response is required to include: The contract form found in Part I, Section A, the completed Section B, and the Representations and

Certifications contained in Part IV, Section K, of this Request for Proposals must be executed by an official authorized to bind the offeror.

In the highlighted part above, neither "Part I" or "Section A" is not found in this or the other documents; in fact, when using search tool on the terms separately, the only time "Section A"

OR "Part I" appears is in this requirement. This document's first page begins with "Section B" so is there a piece missing?

a. Yes, this refers to the “face page” of the solicitation. The Government will upload this section as an Attachment to this Solicitation.

4. The need for a Transition In plan throughout the RFQ implies there is a current contract holder that exists in Puerto Rico. In order to properly cost the part of transition plan that involves anything needed from the current location to our warehouse, we would need to know, exactly where it is located? We would also want to know from p. 16 Subtask 3.1 (e) if we would be moving from that current location the "maximum of 300 pallets (single stacked) at ambient (20 -

25 degrees Celsius [°C]) temperature with pallet stops on all racks above the main floor level." to our location. Also, would we be transporting any existing pharmaceuticals or other products from any current refrigerator/freezer units from this current location?

a. There are two locations. One is the VA Hospital. The other location is sensitive;

therefore, the actual address will not be released. However, for planning purposes, the location is in the vicinity of Guaynabo.

b. The prospective vendor would arrange transportation and unloading services for 7 pallets from the VA Hospital, and another 200 pallets from the existing warehouse. The prospective vendor is responsible for all coordination to include the Government, and transportation.

c. Again, the vendor will be responsible for all transportation. All movement of product will be closely coordinated with the Government and the current vendor and the VA. All shipment will be required to meet manufacture shipping requirements for temperature controls.

5. When would the decision for new contract be made, and how long after that would the new contractor be expected to be fully ready to go (March 30, 2021 or some other time before or after)?

a. The timeline for award of this contract is dependent on a number of factors including the number or proposals received and whether or not discussions are necessary to determine an awardee, however, the Government anticipates making an award sometime in February. If a transition is necessary, it should occur on or prior to March

30, 2021.

6. In main RFQ document Page 15 Subtask 2.6 item (a) "a. Be located within a 20-mile driving radius of the specified Site P International Airport." this implies there is a specific ("Specified") airport that must be within the 20-mile radium, not just any international airport. If it IS to be a specific airport, please advise which one.

a. Luis Muñoz Marín International Airport

7. Is this a new requirement, or existing?

a. See answer to no. 1. Above.

8. If existing, who currently holds the contract, what is the current contract number and value?

a. Cesar Castillo, Inc. $255,518.86.

9. On page 22, C.4. If we do not currently have an existing facility, can we be considered if we lease a facility within a required timeline?

a. Yes, if the facility requirements and timelines are met as outlined in the RFP.

10. Will the government provide packaging materials for cold-chain shipments, or is that the contractors responsibility?

a. This is the responsibility of the awardee.

11. Subtask 2.2, d. 4. On page 14 an Subtask 3.1.f on page 16 references a DEA Cage. What are the requirements for this cage and what type or “Schedule" of controlled substances will be stored?

a. DEA cage will be required to store up to 7 pallets of Schedule II, III, IV, and V product

12. Subtask 2.7.c. regarding the three 22’ refrigerator trucks, does the contractor need to provide electrical connections on the building to power the three truck mounted refer units?

a. There is a requirement to have a standard 110 volts, GFCI installed electrical outlets within 10’ of truck storage area.

13. SUBTASK 1.4 – Please note that [vendor name redacted] does QUALITY ASSURANCE, not QUALITY CONTROL as stipulated on this SUBTASK. We understand that Quality control is performed by the manufacturer of the products. We would like clarification on the matter.

a. This subtask defines what the requirements are under “Quality Control” which are not specific to the manufacturer, but to the actual vendor managing the warehouse/inventory.

14. SUBTASK 1.4 (a) (1) – States that the Government shall schedule Quality

Assessments with 30 calendar days in advance when possible. Can this be changed to 60 days in advance?

a. Typically, the scheduling of inspections are done 90 days out, however, the 30 calendar day requirement will remain.

15. SUBTASK 1.4 (b) & (c) – We provide documents for review only at our offices.

We do not provide copies. Would this be an issue?

a. Typically, documents will be reviewed during inspections; however, there are scenarios where copies or excerpts of copies will be required for review or investigations.

16. SUBTASK 1.4 ( e) - Could you please provide what relative humidity you need for the CRT space included in the RFQ?

a. There is no specification for relative humidity (RH), the expectation is to monitor and report the RH.

16. SUBTASK 1.4 (j) – Mapping is required in the RFQ – please note that [vendor name redacted] already has a mapping done of the areas. Would you require new mapping?

a. Information can be submitted for previous mapping activities; however, additional mapping activities may be required if regulatory requirements have not been met.

18. SUBTASK 1.4 (l) – Please provide information as to which subcontractors are referred to (i.e.: warehouse subcontractors?)

a. This would include any personnel subcontracted to perform warehouse/cGMP tasks (i.e.

pest control; sanitation; preventative maintenance/calibration, etc.)

19. SUBTASK 1.8 - States that, if required, the products shall be moved to a new facility prior to the end of this contract. Will the Government compensate the provider with the costs associated with such a move?

a. The awardee will be responsible for all transportation and the price should be included in their proposal.
