About this file

This document is a Question and Answer file that clarifies government requirements for a Cisco unified communications and border element contracting opportunity.

The requirement encompasses three primary service areas: (1) Cisco Flex Plan Enterprise licensing for Unified Communications Manager (CUCM), Webex Calling, Webex Meetings, and Webex Messaging, with licenses loaded into the government's Cisco Smart Account and assigned to the correct Virtual Account with validation of "Authorized/In Compliance" status; (2) Cisco Unified Border Element (CUBE) configuration and deployment on one Cisco C3900 series router supporting SIP trunking and PSTN lines, including secure SIP trunking, call routing policy design, high availability/redundancy, and security hardening (TLS, SRTP, DoS protection); and (3) Support and maintenance services consisting of one year of software/hardware support tied to the initial CUCM upgrade and five years of overall software support agreement including monitoring, maintenance, updates, patch management, and feature upgrades. The CUCM Phone System is already upgraded; the requirement does not involve software upgrades but rather license verification and CUBE configuration. Technical support must include remote support (email, phone) during 7:00 a.m. to 5:00 p.m. PST weekdays and 24/7 monitoring. Required deliverables include a project plan and schedule, Cisco Flex Plan Enterprise setup and activation report, fully configured and operational CUBE solution, complete technical documentation, user and administrator training (limited to a few hours on CUBE configuration and monitoring), and final completion report with government sign-off.

Question #3

1. Core Products & Licensing (What You Are Selling)

The RFQ is fundamentally asking for Cisco enterprise licensing plus associated services:

A. Cisco Flex Plan – Enterprise (Unified Communications)

• Cisco Flex Plan Enterprise Agreement

• Licensing for:

o Cisco Unified Communications (CUCM) o Webex Calling o Webex Meetings o Webex Messaging

• Ongoing license management and validation

• Integration into the customer’s existing Cisco infrastructure – is the request how we make sure the licenses are loaded to their Smart Account / Virtual Account?

• Proof that licenses are correctly assigned and in use

Licenses will be loaded into the Government’s Cisco Smart Account by Cisco at time of purchase, after which they will be assigned to the correct Virtual Account, register all CUCM, Webex, and CUBE systems to Cisco Smart Licensing (or SLP), and synchronize those systems with Cisco Smart Software

Manager (CSSM) to consume the licenses. Validate that all licenses are in an “Authorized/In

Compliance” state and provide reports confirming proper assignment and compatibility with the existing Cisco infrastructure.

B. Cisco Unified Border Element (CUBE) – Enhanced (just need more info here – how many Cisco routers w/ CUBE? What model routers? What are the

CUBEs doing? I assuming SIP PSTN, but can they confirm?)

• Deployment and configuration of Cisco CUBE

• Secure SIP trunking for voice/video

• Call routing policy design

• High availability / redundancy

• Security hardening:

o TLS o SRTP o DoS protection

One router with CUBE. Model is Cisco C3900 series. SIP and some PSTN lines.

2. Software, Support, and Maintenance

A. CUCM Software & OS

• All necessary CUCM software

• Current OS server applications

• Updated software/configurations as part of the project –

• Are we being asked to upgrade the existing environment? No

• If so, we need to know what applications are installed, how many nodes per application, how many servers, and what versions. They also state, “

• Contractor shall provide Cisco Unified Call Manager (CUCM) – Flex Plan Enterprise and CUBE

Enhanced services for our newly installed/upgrade CUCM Phone System.” So is it already upgraded? Yes

B. Support Agreements

• 1 year software/hardware support tied to the initial CUCM upgrade

• Five (5) years of software support agreement overall

• Support must include: Are you asking for a Managed Services Contract? Support and maintenance, updates with patches as needed o Monitoring o Maintenance o Updates o Patch management o Feature upgrades

3. Migration & Integration Services

• Migration from existing phone/UC system to:

o Cisco Flex Plan – just to revisit, is this just verifying the licenses are in the correct virtual account? Not actually upgrading software? Correct, no upgrades to software o Cisco CUBE – just to revisit, this is a new install? See questions about CUBE above.

Not a new install.

• Testing and validation post-migration

• Minimal disruption to operations

4. Operational Support Requirements

A. Technical Support

• Remote support (email, phone)

• Support hours:

o 7:00am–5:00pm PST, weekdays

• 24/7 monitoring is also explicitly requested – Managed Services Offer? ? Support and maintenance, updates with patches as needed

5. Required Deliverables (This Is Key for the Quote)

The vendor must include the following explicit deliverables:

1. Project plan and schedule

2. Cisco Flex Plan Enterprise setup & activation report

3. Fully configured and operational Cisco CUBE solution

4. Complete technical documentation (configs, policies, procedures)

5. User and administrator training – if this is just CUBE? A few hours walking through the

CUBE config and looking at how to monitor the CUBE? Yes

6. Final completion report and government sign-off
