About this file

This is a Questions and Answers (Q&A) document for Solicitation #7571MN26Q00056, HHS eFax Modernization, clarifying proposal submission requirements and evaluation criteria for vendors.

The solicitation seeks a Software-as-a-Service (SaaS) eFax solution to replace legacy fax machines at the Department of Health and Human Services (HHS) Field Operations Hub (FOH). This is a new requirement with no incumbent transition. Vendors may submit pricing by page volume, license, or other customary marketplace units, with the Project Manager (PM) role as a required labor category. The amended proposal due date is August 20, 2026, for all volumes and requirements. Vendors must submit three to five completed Past Performance Questionnaires (PPQs) or completed CPARS records for past performance evaluation; PPQs are required only if CPARS history is unavailable. References are not required separately from PPQs. Vendor qualifications based on sub-contractor relationships will not be considered; HHS intends to contract directly with FedRAMP High vendors. The solicitation does not impose page limits, font styles, or specific formatting requirements, though submissions must be of reasonable length and legible. Applicable HHS security requirements will be evaluated in addition to evaluation factors in Sections L and M. Vendors should reference the amended Price Proposal Worksheet_eFax_AMENDED (Attachment J.2), amended PPQ form (Attachment J.3_Past Performance Questionnaire_eFax_AMENDED), and SF30_AMENDMENT 2_eFax for corrections to Section L.5.
