About this file
This is an addendum to contract documents for the Mackinac Island East Bluff Retaining Wall Replacement project, issued by the Michigan Department of Technology, Management and Budget (DTMB) on behalf of Mackinac Island State Park. The addendum was issued on May 16, 2025, and does not change the bid date of Wednesday, May 21, 2025. The document incorporates revisions to the Bid Summary to add Alternate 1 for soils compaction testing, which will be performed by the contractor, while geotechnical inspection remains the responsibility of the owner if the alternate is accepted. Additionally, the addendum clarifies that the Asbestos Abatement Attestation form should be submitted with the bid proposal despite the project containing no asbestos abatement work, and the form may be left blank.
The addendum provides updated requirements for certified payroll submissions under State Prevailing Wages provisions. Contractors and subcontractors must submit certified payrolls no later than 10 days after the end of each pay period, initially to DTMB via email at DTMB-DCDCertPay@michigan.gov following a specific naming convention and file size limit of 20 megabytes. Beginning on or about April 2, 2026, certified payroll submissions will transition to the Department of Labor and Economic Opportunity database through the Online Certified Payroll Submission process in accordance with 2023 PA 10, as amended (MCL 408.1122). After the transition date, certified payrolls are no longer to be submitted to DTMB via email, though they will continue to be required as attachments to regular contractor payment requests.
