About this file
This is Addendum No. 2 to the bidding documents for the Mackinac Island East Bluff Retaining Wall Replacement project, issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration on behalf of Mackinac Island State Park Commission. The project involves the removal of an existing retaining wall and fence, clearing and grading, installation of a new modular block retaining wall with associated drainage, backfill, asphalt paving, and restoration work on Mackinac Island, Michigan. The project is divided into two phases: Phase I requires substantial completion by December 19, 2025, and includes all work necessary to reopen the road for winter except Hot Mix Asphalt (HMA) paving; Phase II includes final grading, HMA paving, and final restoration with substantial completion by May 20, 2026, and final completion for both phases by June 19, 2026. The bid opening date is Wednesday, May 21, 2025, at 2:00 PM ET, with a mandatory prebid conference required. A site examination is available prior to bidding. Addendum No. 2 adds Alternate 1 for soils compaction testing to be performed by the contractor, with geotechnical inspection to remain the responsibility of the owner if the alternate is accepted.
Bidders must submit a base bid with specified materials and equipment only, with no substitutions permitted after bid opening except as provided in the General Conditions. A performance bond and payment bond are required for all bids exceeding $50,000, and each bid must include a five percent bid guarantee. Builders risk insurance is required to be provided by the contractor. The bid documents include a Schedule of Alternates and a Schedule of Unit Prices for contingent change orders covering items such as rock excavation, modular blocks of varying types, structural backfill, and earth excavation. Rock excavation quantities that vary from anticipated quantities will be added or subtracted at the unit price; other unit price variations will not result in contract adjustments for this lump sum project, except for additional earth excavation required if unsuitable soils necessitate deeper excavation as determined by the geotechnical engineer. Bids must be submitted electronically through the Michigan SIGMA procurement system.

Refer to the plans for anticipated quantities. They are included to assist you in developing unit prices and a total lump sum bid, but remain for reference only. Final measured rock excavation quantity that varies from the anticipated quantity on the plans will be added or subtracted from the contract at the unit price. For the other unit prices, if the retaining wall is installed to the size shown on the plans, since it is a lump sum project, slight variations in the quantities for those items will not be added to or subtracted from the contract. Additional “Excavation, Earth” will only be paid for if the planned bottom of excavation as it is currently shown on the plans is determined to have unsuitable soils and the Geotechnical Engineer requires them to be removed to create a suitable bearing surface.
See sections 31 20 00 Earth Moving and 32 32 23 Segmental Retaining Walls for further details on measurement requirements of each unit priced item.
