About this file

This is Addendum No. 1 issued on May 15, 2025, for the Mackinac Island East Bluff Retaining Wall Replacement project, a state and local contract opportunity involving MI DTMB (Department of Technology, Management and Budget) and Mackinac Island State Park. The project involves the replacement of a retaining wall on Mackinac Island's east bluff. The bid date remains Wednesday, May 21, 2025, as unchanged by this addendum. Key project logistics include waived permit fees from Mackinac Island State Park and dock fees, though City of Mackinac Island permits are required for street use. Materials may be staged in the State Park service yard on Huron Road beginning after Labor Day, with transportation limited to prior to 10 a.m. until October 26, 2025. No vehicle movement is permitted on October 25, 2025, due to a running race, and work at the project site shall not commence until November 3, 2025. The contractor is responsible for removing all excavated earthwork, demolished materials, and excess materials from the island. A pre-bid meeting was held, with the attendance sheet attached to this addendum.

The addendum introduces a new unit price item for Earth Excavation (Item E) to be added to Section 312000, measured in cubic yards and applied only when unsuitable materials are discovered or other unforeseen conditions require excavation beyond the planned depth. The contract is structured as a lump sum project with unit prices for contingent work, including rock excavation, modular blocks (R-41, R-60, FS-T), backfill, and earth excavation. Anticipated quantities are provided for reference only; final rock excavation quantities that vary from plans will be adjusted at the unit price, while variations in other items will not be added or subtracted from the contract if the wall is installed as planned. Additional earth excavation will be compensated only if the Geotechnical Engineer determines the planned excavation bottom contains unsuitable soils requiring removal. Measurement of earth excavation quantities may be performed using cross-sections rather than surveying, with stored spoils kept separate to support verification.

PROJECT MANUAL

See attached revised page from the Bid Summary for an updated Schedule of Unit Prices. A unit price has been added for Earth Excavation.

Section 312000 EARTH MOVING:

Add item E to Section 1.3 UNIT PRICES as follows:

E. Excavation, Earth Measurement: Volume of existing soils excavated and disposed of, in cubic yards, due to needing a deeper retaining wall, finding unsuitable materials, or other unforeseen conditions, as approved by the owner and architect. If the retaining wall is installed per the plans with no major changes or unknowns encountered, and the quantity of excavation, earth varies slightly from the anticipated quantity included for reference (either more or less), a change order will not be issued.

1. This item will be measured by the contractor and subject to verification by the Owner and Engineer. If surveying is not used to capture the quantity, we expect it will be "measured" by using simple cross sections similar to sections 1 and 2 on S-500, multiplied by the distance over which they extend. It is recommended that the additional removed spoils are stored in a pile separate from the base bid spoils to support the calculations and allow verification.

Refer to the plans for anticipated quantities. They are included to assist you in developing unit prices and a total lump sum bid, but remain for reference only. Final measured rock excavation quantity that varies from the anticipated quantity on the plans will be added or subtracted from the contract at the unit price. For the other unit prices, if the retaining wall is installed to the size shown on the plans, since it is a lump sum project, slight variations in the quantities for those items will not be added to or subtracted from the contract. Additional “Excavation, Earth” will only be paid for if the planned bottom of excavation as it is currently shown on the plans is determined to have unsuitable soils and the Geotechnical Engineer requires them to be removed to create a suitable bearing surface.

See sections 31 20 00 Earth Moving and 32 32 23 Segmental Retaining Walls for further details on measurement requirements of each unit priced item.
