About this file

This document is a set of questions and answers related to RFP # 74330224R0033 for an IDIQ contract for Exhibit and Wayfinding Signage Fabrication.

The RFP is seeking firms capable of providing the American Battle Monuments Commission (ABMC) with exhibit planning/design and fabrication oversight services on an as-needed basis. The contract will include task orders for exhibit consultation, planning, design, evaluation, project management, quality assurance, fabrication, and fabrication quality assurance. The RFP clarifies that the contract is primarily focused on exhibit fabrication, with the exhibit design being provided separately. Firms do not need to have capabilities in all disciplines, but should cover the core functions of exhibit fabrication and project management at a minimum. Some task orders may include up to 10% redesign work. The RFP provides guidance on labor categories and rates, and addresses questions regarding potential conflicts of interest and proposal requirements.

Sheet1 RFP # 74330224R0033: Fabrication IDIQ

Questions received by 5 August 2024Updated as of 12 August 2024
RFP DocumentQuestionABMC Response:
1Will a firm involved in this IDIQ be precluded from bidding on future work resulting from work done under this contract? For example, will the AV Treatment Writer be allowed to bid on AV production work?In theory, AV treatment should be completed in the design phase by an exhibit designer (not under this IDIQ). In fabrication phase (under this IDIQ) production should occurs by a separate contractor (or sub contractor) with production specialization. If we enounter a sitaution where a particular AV production subcontractor is used in the design phase, this may preclude them from being included in the fabrication task order.
2PWSCan the ABMC clarify whether they are looking for design only, design-build, or fabrication only teams under this contract? We are looking for fabrication, and installation only. Fabrication task orders may include 10% redesign thus requiring some graphic design work to correct errors or make small changes, but this task order assumes a design package will be furnished as part of the task order requests under this IDIQ
3PWSIf looking for design-build and/or fabrication teams, can you clarify the proposal requirements? They seem to pertain to design-only teams.RFP Page #1 - General paragraph : "the Government will engage the services of the selected firm(s) via competitively-awarded Task Orders in one or more of the following arenas: Exhibit Fabrication Project Management."

RFP Page #5 - labor rates for key personnel that are typically involved in exhibit design "Graphic Designer, Researcher, Exhibit Evaluator, Exhibit Writer/Editor" are included to allow for the 10% redesign. The majority of the project teams should be focused on fabrication 4 I see the title of the RFP indicates that this project is fabrication only, but the general description mentions Exhibit Consultation, Exhibit Planning, Exhibit Design, Exhibit Evaluation, Exhibit Planning and Design Project Management, Exhibit Planning and Design Quality Assurance, Exhibit Fabrication Project Management, and Exhibit Fabrication Quality Assurance. Does the project team need to be capable in all of these disciplines, or is it possible to submit a proposal for only some of these disciplines? The RFP is primarily focused on the functions related to exhibit fabrication with the exhibit design being produced by a separate contract and furnished by the government at the start of a fabrication task order. However, some fabrication scopes may include a 5-10% accommodation for redesign so capability in graphic design adjustments, for example, is a plus.

The bidders do not have to provide capabilities in all disciplines but should cover those central to exhibit fabrication and exhibit fabrication project management at a minimum.
