Solarization of John F. Kennedy (JFK) Hospital Neonatal Intensive Care Unit

(NICU)

Questions & Answers

1. My company is excited to consider bidding on the subject opportunity and I wanted to inquire as to whether USAID would be interested in non-battery energy storage to supplement the solar augmentation of the current generators at the hospital? Our company provides solid-state, long duration energy storage solutions for such applications. We can take both solar and generator inputs and store energy to provide 24 hours or more of continuous operations which is critical to the NICU and the requirements that have been put forth. Our solution does not use batteries and has significant operational specifications that far exceed any battery solution.

USAID’s Response: Thank you for the suggestion; however, we are not changing the current scope of this work.

2. After a detailed examination of the Bill of Quantities (BOQ) for the Solarization of John

F. Kennedy (JFK) Hospital Neonatal Intensive Care Unit (NICU), we have noticed some inconsistencies that need to be addressed. The section regarding "Interior cables including busbars, wiring, conduit wiring troughs, disconnects, grounding, and all necessary fixing accessories, as specified and as shown on drawings E-101 to E-112," lacks specific details on cable lengths. We need to determine whether USAID will provide the exact measurements for these cables.

USAID’s Response: These materials were estimated based on the current conditions at the JFK NICU, and their exact quantities may vary depending on site-specific factors.

USAID has provided a lump-sum estimate for these material costs. Offerors are to conduct further assessments to accurately determine the required quantities of materials needed for the project.

3. During our visit to the site, we noted that the power room is designated for installing the new system. Could you please provide the established procedures to address any power interruptions that might arise during the construction phase?

USAID’s Response: While interruptions are not anticipated, the prospective contractor should include a backup generator as part of their contingency plan in case of unexpected power interruptions. This precautionary measure ensures that operations can continue uninterrupted, mitigating potential delays or disruptions to the project timeline. Including a backup generator demonstrates proactive planning and preparedness to address unforeseen challenges, enhancing the overall reliability and resilience of the project execution.

4. Can USAID Liberia share the site visit attendance list?

USAID’s Response: No.

5. Does the cover page, cover letter and Annexes count towards the pages, because that has not been mentioned in the RFP.

USAID’s Response: The Cover Page, Cover letter and Annexes do not count against the required number of pages. See Section L.8 of the Solicitation.

6. For the Price proposal, should we submit both pdf (Standard Form (SF) 1442) and excel for the BOQ?

USAID’s Response: The signed SF 1442 is required. See Section L.9.1 of the solicitation. Please submit both PDF and excel copies for the BoQ.

7. Excel Sheet for cost allocation contains no section for post installation activities which should include but not limited to the following: Please see USAID’s responses in Blue.

● Onsite Maintenance after commissioning - The Scope of Work does not require maintenance after commissioning.

● In-house training and development of operational manual for entity’s staff - The

Unpriced BOQ has been revised to include “Training for Technical Staff”.

● Spare parts - The solicitation does not require the procurement of spare parts as the parts are available locally.

● Will the contractor immediately have no dealing with the project after installation and commissioning? Or can the contractor include additional cost in the excel to include post installation activities enumerated above? Per Sections C.4 and F.8, of the Solicitation, at the end of the construction period, there is a 6-months Defect’s Liability Period in which the Contractor will be responsible to cover the repair of completed components of all works which are deemed to have fallen into disrepair because of construction related defects and not due to normal wear and tear or misuse because of occupancy during the defect liability period.

8. Given the sensitive nature of meeting the operational voltage requirement for life-saving support devices, can the contractor include as part of component or material the cost of an appropriately sized voltage regulation for the system?

USAID’s Response: The required inverter in the specification will regulate the output voltage +/- 2%.

9. In the BOQ and the drawings there are disparities observed as indicated below:

Item Description BOQ Drawing Question

PV Array / Modules 65 PV Modules 54 PV Modules Which # of modules is applicable- 65 or 54?

Battery 78 pcs of

Battery

72 Pieces of

Battery

Which # of batteries is applicable- 78 or 72?

Which document can be considered the official reference for BOQ and price quotation?

USAID’s Response: The quantities are increased in the BOQ to allow for spare parts.

Notes have been added to the revised drawings stating that there are 65 total modules with 11 spares and 78 total batteries with 6 spares. Kindly provide prices for all quantities indicated in the BOQ.

10. The drawing indicates the wattage of the PV module to be 485W. What is the applicable voltage rating of the panel? 12V, 24V, 36V, or 48V?

USAID’s Response: Each module has a rated voltage maximum power point (Vmpp) of

78.8V and an open circuit voltage (Voc) of 92.7V.

11. Will the rehabilitation of the electrical panel board and the electrical network fall within the purview of the work since their current condition is hazardous and risky?

USAID’s Response: No. Based on the results of the assessment done by the QAC, the electrical panel board and electrical network are operational and pose no risks or hazards during operations. Offerors are required to submit proposals covering only the requirements of the JFK NICU Solicitation.

12. Do we need to add an ATS?

USAID’s Response: No. There is no need for an ATS as the inverter specified in the specification will perform the function of the ATS.

13. The location of the grounding is near an incinerator at the back of the facility, is it possible that the grounding location be moved to avoid potential risk to the system?

USAID’s Response: No. USAID does not anticipate any potential risk to the system if the current grounding location is maintained.

14. Following on-site assessment, we were provided by the personnel on the site with the essential information that the anticipated load requirement stands at 37.28KVA, with a prerequisite for a backup duration of 6 hours. In light of these specifications, we would be grateful if you furnish us with details regarding critical loads necessitating backup support within the facility.

USAID’s Response: Kindly use only the technical specifications, drawings, and scope of the solicitation.
